LISBON — In Columbiana County Municipal Court, a pretrial was set July 21 for Paul K. Joy, 55, East Fifth Street, Salem, charged with menacing, obstructing official business and public indecency expose private parts for an alleged incident on July 7 on East Fifth Street in Salem when police were called for an assault and found Joy naked from the waste down exposing his private parts to the neighbor who was also outside, according to the police affidavit. He was also yelling and was standing on top of a wheelbarrow with no pants on and ignoring officer commands. The affidavit said he was allegedly holding a phone charger block in his right hand and clinching his fists, taking what the officer called a bladed, or side stance, and telling the officer to “step up,” walking toward the officer in an aggressive manner. He was allegedly resisting officers when they tried to detain him.

A pretrial was set Oct. 21 for Prince Samuel Nelson, 28, Warren, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover familial ad on a known prostitution website and arranging for sexual activity with the females in exchange for $140, then traveling to East Palestine on June 29 for the meeting with the phone used to make the arrangements in his possession.

Daniel Morris, 43, McCoy Avenue, East Liverpool, was fined $100 and given a suspended 30-day jail term for theft. He was ordered to complete 20 hours community service and to stay out of Sheetz in Calcutta. On July 2, Morris failed to scan and pay for four items totaling $12 at Sheetz in Calcutta.

A pretrial was set Oct. 21 for Mariah Beaver, 34, Dewey Avenue, East Liverpool, charged with intoxication for allegedly being intoxicated in a public place on July 1 in East Liverpool.

A pretrial was set Oct. 21 for Robert Allen Morris Jr., 40, Harvey Avenue, East Liverpool, charged with operating a vehicle impaired first offense and OVI breath first offense.

A pretrial was set Oct. 23 for Michael Howell, 47, Youngstown, charged with suspended operator’s license.

Dylan Vance, 47, Lippincott Road, East Rochester, was fined $230 for driving under suspension, reasonable control and no seat belt.

Nichole Chestnut, 31, state Route 517, Lisbon, was fined $150 from driving under suspension.

Trevor Minich, 18, Alliance Salem Road, Damascus, was fined $50 for an equipment violation amended from reasonable control.

Mark Zwick, 23, Akron, was fined $50 for expired tag, with no fine for driving under suspension and a notation of now being valid.

Frances Baird, 76, Hoffee Road, Lisbon, was fined $50 for a stop sign violation.

Nathaniel Stanchek, 20, Opal Drive, Wellsville, was fined $200 for temporary permit violation and expired license.

LISBON — An East Liverpool man indicted last year for multiple first-degree felony drug counts and a specification alleging he was a major drug offender entered a plea deal Tuesday in Columbiana County Common Pleas Court, with sentencing set for 11:30 a.m. Sept. 15.

Joseph DeSarro II, 31, Duke Vodrey Road, pleaded no contest and stipulated to a finding of guilty for two counts of first-degree felony possession of a fentanyl-related compound, both with specifications for forfeiture of money in a drug case, and single counts of first-degree felony possession of cocaine with a specification for forfeiture of money in a drug case, and third-degree felony tampering with evidence, all in one indictment.

First-degree felony charges of trafficking in cocaine and two counts of trafficking in a fentanyl-related compound, along with the specification for major drug offender-fentanyl will be dismissed.

In another indictment, he pleaded guilty to fourth-degree felony attempted failure to comply with the order or signal of a police officer (reduced from third-degree felony failure to comply), fifth-degree felony possession of cocaine with a specification for forfeiture of money in a drug case and third-degree felony tampering with evidence. These charges stemmed from a traffic stop in East Liverpool on Jan. 21, 2024 when he possessed cocaine and $8,458.

The indictment with the more serious first-degree felony drug charges stemmed from a drug raid on Feb. 12, 2024 at a Cadmus Street, East Liverpool property.

DeSarro was accused of placing bags of cocaine and pressed fentanyl pills into the upstairs bathroom toilet and attempting to flush them while the Columbiana County Drug Task Force was executing the search warrant. He had been accused of preparing for shipment and possessing fentanyl-related compound in amounts equal or exceeding 1,000 unit doses and exceeding 20 grams but less than 50 grams. The amount of cocaine was equal or greater than 27 grams but less than 100 grams. The money specification stemmed from $6,920 seized.

The search yielded over 1,000 grams or 1 kilo of counterfeit pressed fentanyl pills disguised as prescription Percocet. Agents also found roughly 56 grams of cocaine and the cash.

For the first-degree felony possession charges, DeSarro could face a maximum penalty of 11 to 16.5 years on each of the three counts.

Also in Common Pleas Court:

— Richard Wright, 30, East Fifth Street, East Liverpool, pleaded guilty to failure to provide notice of change of address, a third-degree felony, with sentencing set for Sept. Wright was accused of failing to provide a change of address for his sex offender registration with the county sheriff’s office on Sept. 9, 2024.

— Jeffrey Meredith, 31, Wells Avenue, Wellsville, was ordered to serve 23 days in jail, but had credit for 23 days already served, leaving zero additional days to serve for violating the terms of his probation for improperly handling firearms in a motor vehicle, a fourth-degree felony, and fifth-degree felony possession of a fentanyl-related compound. His community control will continue until Sept. 28, 2026. Meredith had a loaded firearm in a motor vehicle on Oct. 19, 2021 and possessed fentanyl on March 25, 2022.

— Jessica Lindner, 37, Pritchard Avenue, Lisbon, was ordered to participate in drug court for up to five years after pleading guilty to fifth-degree felony aggravated possession of drugs and misdemeanor failure to comply with the order or signal of a police officer. A charge of third-degree felony tampering with evidence was dismissed. As part of the sentence, her driver’s license was suspended for six months. The charges stemmed from a traffic stop in Lisbon on March 22, 2024 when a pack of cigarettes with methamphetamine was found outside the vehicle after the stop.

— Mary Marcelli, 45, Canton, pleaded guilty to possession of cocaine, a fifth-degree felony, with sentencing set for Sept. 5. She possessed cocaine on Dec. 22, 2023.

— Brianne Shaffer, 26, Youngstown, had her treatment plan terminated for violations, but was found eligible to be sentenced to community control for aggravated possession of drugs, a fifth-degree felony, with a specification for forfeiture of money from a drug case. She was accused of possessing psilocyn and $202 on Aug. 19, 2021.
