LISBON — In Columbiana County Municipal Court, cases against Jesse M. Jackson, 45, Lorain, were bound over to the county grand jury for fifth-degree felony strangulation and misdemeanor assault for allegedly choking another man in Lisbon on June 28. He also allegedly shoved the victim through a table and pinned him to the ground after a verbal confrontation over dishes.
A case against Richard Simons, 25, North Beaver Street, Lisbon, was bound over to the county grand jury for failure to provide periodic verification of current address by a sexually oriented offender, a fourth-degree felony, for allegedly failing to verify his address on May 26 for the sex offender registration.
A preliminary/pretrial hearing was set July 14 for Joseph Otto Altenburg, 38, state Route 165, East Palestine, charged with third-degree felony domestic violence, fifth-degree felony vandalism and misdemeanors of domestic violence, resisting arrest and disorderly conduct for allegedly physically assaulting a woman by grabbing her hair, throwing objects at her, pinning her arm behind her back and pushing her around, also forcefully removing multiple acrylic nails from her fingers. He also threatened her after being taken into custody on July 4 in Unity Township. While he was in custody in an East Palestine police cruiser, he allegedly kicked the driver door, causing the door frame to bend out and continued after being given multiple commands to stop. When he was in handcuffs, he continued to attempt to pull away from officers and yell derogatory remarks to a nearby witness
A preliminary hearing was set July 14 for Danny Cataldo, 61, 10th Street, Wellsville, charged with fourth-degree felony burglary for allegedly entering a residence in Wellsville on the evening of July 4. Officers spoke to two juveniles who were outside and said a man they did not know was upstairs. One of the boys said he told the man he was in the wrong residence and pushed him to get him out, but the man just walked around and went into a bedroom.
A preliminary hearing was set July 14 for George Feezle, 50, Steubenville Pike Road, Lisbon, charged with fourth-degree felony domestic violence for allegedly hitting a woman with a mounted door, spitting in her face and threatening to kill her before he fled the scene on June 20 in Center Township.
A preliminary hearing was set July 24 for Albert Lynch, 45, Brunswick, charged with fourth-degree felony promote prostitution-transport across state lines for sex for hire for allegedly driving a woman to Salem for a sex-for-hire arrangement with an undercover agent from the Mahoning Valley Human Trafficking Task Force on July 6.
A pretrial was set Nov. 3 for Barbara Newlin, 78, Jackman Street, East Liverpool, charged with assault for allegedly assaulting another woman on July 5 in East Liverpool, allegedly biting her on her left arm. Police had been called to Jackman Street for a neighbor dispute.
A pretrial was set Oct. 28 for James Lippiatt, 36, Newgarden Avenue, Salem, charged with assault for allegedly pushing another inmate at the Columbiana County jail and headbutting him in the face on June 28 in Lisbon. Lippiatt was also an inmate at the time.
A pretrial was set July 17 for Jacob Lamp, 29, Foundry Hill Road, Hanoverton, charged with domestic violence for allegedly grabbing a woman by her hair, throwing her onto the ground and hitting her in the back and then throwing a jar of peanut butter at her when she got up from the ground.
A pretrial was set July 21 for Ariana Jones, 29, state Route 558, Leetonia, charged with domestic violence for allegedly assaulting a man, leaving a bite mark on his shoulder area on July 5 in Salem Township.
A pretrial was set Oct. 23 for Rebecca Young, 35, Akron, charged with possessing criminal tools and soliciting for allegedly posting an ad on a known prostitution website and soliciting for sex with an undercover agent posing as a purchaser of sex for $400, then traveling to Salem on July 6 for the meeting with the phone used to make the arrangements in her possession.
A pretrial was set Nov. 6 for James Engel, 56, Morris Road, Lisbon, charged with menacing for allegedly standing outside of his vehicle threatening two people in another vehicle in the drive-thru at Dunkin Donuts in Columbiana on July 5.
A charge of violation of a protection order was dismissed against Heather Lynn Chiconella, 58, Grandview Street, East Liverpool, after she was found not competent and not restorable to competency. The state’s motion to dismiss was granted and costs were taxed to the state. Chiconella had been accused of violating a protection order by going to a residence in East Liverpool to retrieve some of her personal belongings on Dec. 30, 2024.
Brandi Hissom, 50, McKinnon Avenue, East Liverpool, was sentenced to 60 days in jail, with credit for 11 days served, for inducing panic, complicity to aid another, three counts drug paraphernalia and for violating her probation for a 2024 theft case. She was to be terminated from drug court through a separate court order. On June 26 during a traffic stop in East Liverpool, she possessed a burnt glass pipe. On Aug. 9, 2024, she possessed two burnt glass pipes, a rolled up $1 bill with white residue, a clear container with white powder inside, pill bottles, pill crusher, a newspaper with a blue tinted powder inside and a foil with an unknown tinted brown powder inside at East Liverpool City Hospital in East Liverpool. On Jan. 23, 2024, she drove someone who allegedly stole items from the Calcutta Walmart and after being arrested for complicity and taken to the county jail, she was found in possession of a baggy with white powder and a burnt glass pipe.
A pretrial was set July 21 for Shantel Temple, 36, West Ninth Street, East Liverpool, charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing a used hypodermic syringe in her purse and a glass tube with a burnt end commonly used as a crack pipe on June 18 in Liverpool Township.
A pretrial was set Nov. 4 for Sarah Himes, 48, Summit Street, Salem, charged with resisting arrest, obstructing official business and disorderly conduct for allegedly being intoxicated and found in possession of two open bottles of vodka on Maple Street near Centennial Park on July 4 in Salem. Officers attempted to have her walk to a patrol car for a courtesy ride home, but she allegedly refused and argued, saying she was going to just walk home. When she was taken into custody, she allegedly began to resist and then slipped her handcuffs and had to be taken out of the car and handcuffed again, then refused to get back in the car and resisted to the point where officers had to physically place her into the patrol car.
A pretrial was set Nov. 6 for Cynthia Kinest, 68, Staunton Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for eight items totaling $40 at the Calcutta Walmart on July 4.
A pretrial was set Nov. 4 for Debra Stewart, 62, Dunn Street, East Liverpool, charged with two counts of failure to file tax return for allegedly failing to file sales tax returns for the periods of April 2025 and March 2025 for Bermuda Tanning Salon in East Liverpool.
A pretrial was set Oct. 28 for Joshua Board, 35, Windrose Court, Columbiana, charged with maximum permissible height of weeds for allegedly failing to cut weeds growing to a height of 8 inches on an East Liverpool property on May 7, 2024.
A pretrial was set Oct. 21 for Crystal Hoskinson, 33, North Lundy Avenue, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a digital scale with white residue consistent with methamphetamine that had been disguised as a key fob, along with $351 and cough syrup during a traffic stop on July 5 in Columbiana. She was fined $50 for marked lanes.
Tanner Minor, 19, Smith Street, East Liverpool, was fined $500 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for misdemeanor failure to comply with the order or signal of a police officer amended from a felony. His driver’s license was suspended for 180 days, with driving privileges granted, and he was ordered to complete 20 hours community service. He was ordered to complete and online traffic safety program. Minor fled from police attempting a traffic stop in St. Clair Township on June 29 at speeds at 100 mph and then crashed the vehicle into a ditch. He was also fined $150 for reckless operation.
Melverino Jones, 35, Maplewood Avenue, East Liverpool, was fined $200 for possession of drug abuse instrument for possessing a drug kit that contained several needles used to inject narcotics on Sept. 17, 2024 when East Liverpool police were called for a possible overdose and found him passed out in the driver’s seat of his vehicle.
A pretrial was set Oct. 7 for Kari Stahl, 33, Cedar Street, Salem, charged with operating a vehicle impaired second offense and OVI refusal with prior within 20 years.
A pretrial was set Oct. 21 for Dylan Metzgar, 24, Mullins Street, Salem, charged with OVI first offense and OVI breath first offense.
A pretrial was set Nov. 3 for Roman Capuano, 27, West Seventh Street, Salem, charged with driving under suspension and speeding.
A pretrial was set Nov. 18 for Julia Sweger, 20, Georgetown, Pa., charged with failure to yield right of way and reasonable control.
Andres Castellano-Rodriguez, 27, North Shady Lane Drive, East Liverpool, was fined $100 for speeding.
Matthew Long, 41, Freedom, Pa.,was fined $200 for no motorcycle endorsement and speeding.
Donald White II, 40, Mansfield, was fined $50 for failure to control, with no fine for driving under suspension.
Joshua Hawk, 47, Tower Road, Salem, was fined $75 for speeding.
Frederick Kirby, 49, Chester Avenue, Wellsville, was fined $150 for driving under suspension.
Michelle Hall, 48, West Washington Street, Lisbon, was fined $500 for two counts of driving under suspension.
Dale Moore, 76, Eagleton Road, Lisbon, was fined $50 for a stop sign violation.
Zachary Young, 27, Louisville, was fined $30 for assured clear distance.
