Court News

LISBON — A Salem man required to register as a sex offender due to a previous rape conviction entered a guilty plea to failure to provide notice of change of address.

Matthew Shelton, 36, East Third Street, pleaded guilty to the first-degree felony during a recent hearing in Columbiana County Common Pleas Court. Sentencing was set for Aug. 21. The failure to provide notice that he had moved occurred on Jan. 22 this year.

Also in Common Pleas Court:

— Charles Dorsey, 53, East Perry Street, Salem, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, with sentencing set for Aug. 21. Dorsey possessed methamphetamine on May 29, 2023.

— Hayden Cope, 30, Kirk Road, Columbiana, was ordered to serve up to six months at the Eastern Ohio Correctional Center in Wintersville after violating the terms of his intervention plan for possession of a fentanyl-related compound, a fifth-degree felony, with a forfeiture specification for money in a drug case. His intervention plan was dishonorably terminated. He possessed fentanyl and $102 on Aug. 4, 2023.

— Timothy Gibbs, 37, College Street, East Liverpool, was placed under community control for three years and ordered to serve 80 days in the county jail, with credit for 69 days served, leaving a balance of 11 days to serve in jail for fifth-degree felony breaking and entering. A charge of complicity in the commission of an offense was dismissed. Gibbs was accused of trespassing in the Craft Treasurers & Boutique store in East Liverpool on Oct. 24, 2024, aiding and abetting others in the theft of $1,365 worth of money and goods.

— Tracy Douds, 47, Midland, Pa., was ordered to serve 90 days in the county jail, with credit for 24 days served, leaving a balance of 66 days still to serve in jail for violating his probation for possession of drugs, a misdemeanor. His community control was terminated. Douds possessed alprazolam on June 23, 2014.

— Dustin Brooks, 38, Ephriam Street, East Liverpool, was placed under community control for 24 months and ordered to serve up to six months at the Eastern Ohio Correctional Center in Wintersville for aggravated possession of drugs, a fifth-degree felony. Brooks possessed methaphetamine on Nov. 15, 2023.

Grand Jury

LISBON — Damien Phillips, 22, Ohio Avenue, Salem, was served recently with a secret indictment issued by the Columbiana County Grand Jury for fifth-degree felony aggravated possession of drugs and misdemeanors of resisting arrest, obstructing official business and illegal use or possession of drug paraphernalia for allegedly possessing methamphetamine, and drug paraphernalia, resisting arrest and obstructing officials on Dec. 22, 2024.

Also served a secret indictment:

— Brian Keith, 55, Minerva Street, East Liverpool, was served recently with a secret indictment isseud by the Columbiana County Grand Jury two years ago for fourth-degree felonies of domestic violence and strangulation for allegedly physically harming a woman on Sept. 11, 2023.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set June 23 for Jill Gilbert, 48, Fawcett Street, East Liverpool, charged with felonious assault, a second-degree felony, for allegedly hitting a man in the face with a baseball bat after he knocked on her apartment door and she answered yelling at him to get away then hitting him.

A preliminary/pretrial hearing was set June 23 for Joseph Riggs Jr., 32, state Route 39, Salineville, charged with fourth-degree felony strangulation and misdemeanor assault for allegedly putting his arm around the neck of a woman during a domestic dispute on June 12 in Washington Township. He was located in the woods and came out after several commands.

A pretrial was set June 23 for Timothy Peitro Bell, 48, Dewey Avenue, East Liverpool, charged with domestic violence for allegedly biting a woman’s hand and throwing her against the dishwasher where she hit her face on June 13 in East Liverpool. He had followed her to allegedly attack her after she accused him of allegedly not going to work and cheating on her and took his lunchbox to her car.

Ronald Roach, 55, state Route170, East Liverpool, was fined $1,200 and sentenced to two consecutive terms of 180 days in jail, with 180 days suspended and 180 days to be served under electronically monitored house arrest for five counts of violation of a protection order and one count of resisting arrest, all dealing with events in East Liverpool. He was ordered to have no contact with the three victims. The most recent event was March 17 when he contacted a man who had a protection order against him. On Dec. 19, 2024, he called the man and left a message for him. On Nov. 17, 2024, he sent a friend request with his photo to a woman who had a protection order against him and sent one to her friend. On Sept. 4, 2024, he sent her a friend request under a different name and also sent another person who’s protected multiple messages and one threatening her relative. On July 22, 2024, he sent threatening text messages to the man who was protected, multiple times on June 20, 2024, June 21, 2024 and July 18, 2024, then sent a voice recording on July 22, 2024. For the resisting arrest, he resisted police officers who were trying to take him into custody on Sept. l6, 2024.

A pretrial was set June 23 for Cagney Springer, 36, Pennsylvania Avenue, East Liverpool, charged with aggravated menacing for allegedly threatening a woman, making her believe he was going to harm her and burn her house down on June 12 in East Liverpool.

A pretrial was set June 23 for Robert Cehrs, 43, Main Street, Wellsville, charged with aggravated menacing for allegedly arguing with a man after an alleged road rage incident and while in front of a police officer, telling the man if he had a 9mm he would should him right in the face on June 12 in Wellsville.

A pretrial was set July 22 for Amanda Eltringham, 31, Azalea Avenue, East Liverpool, charged with telecommunications harassment for allegedly repeatedly calling the Sheetz gas station in Calcutta on May 7, calling 15 more times after initially being told to call the corporate office.

A pretrial was set Sept. 8 for Charles Simpson, 36, Irish Ridge Road, East Liverpool, charged with menacing for allegedly threatening a man on June 4 in East Liverpool.

A pretrial was set Sept. 22 for Will Ward, 18, Hatchet Road, New Waterford, charged with assault for allegedly punching another man in the face with a closed fist at Centennial Park on June 9.

A pretrial was set Sept. 22 for Katie Riley, 34, St. George Street, East Liverpool, charged with obstructing justice for allegedly harboring a juvenile wanted on a warrant from the sheriff’s office on June 12 in East Liverpool.

A pretrial was set Sept. 25 for Brian Keith, 55, Anderson Boulevard, East Liverpool, charged with obstructing official business for allegedly running from police and jumping a fence on June 12 in East Liverpool

A pretrial was set Sept. 30 for Rachel Mazza, 35 West Fourth Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt pipe with residue in her pocket and suspected narcotics in her purse on Feb. 13 in St. Clair Township.

Herbert Lockhart, 37, Wilbert Avenue, East Liverpool, was fined $150 and sentenced to 15 days in jail, with credit for one day served, leaving 14 days still to serve in jail for drug paraphernalia. He had paraphernalia in his pocket on June 12 in East Liverpool.

A pretrial was set Sept. 23 for Meika Dalrymple, 30, May Street, East Liverpool, charged with operating a vehicle impaired first offense and left of center.

A pretrial was set Sept. 16 for Kimberly Papadeonise, 59, East Eighth Street, Salem, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set Sept. 22 for Nichole White, 52, East Pidgeon Road, Salem, charged with OVI first offense and a tail light violation.

A pretrial was set July 21 for Bryan Malone, 36, Grimms Bridge Road, East Liverpool, charged with forfeiture and expired temporary tag.

A pretrial was set Sept. 29 for Darian Bradley, 30, Midland, Pa., charged with speeding and no motorcycle endorsement.

A pretrial was set Sept. 16 for Scott Cooper II, 41, Seventh Avenue, East Liverpool, charged with no valid license, use of unauthorized plate and failure to display sticker.

A pretrial was set Sept. 22 for Bralen Stredrick, 22, Austintown, charged with speeding.

A pretrial was set Sept. 22 for Taurean McCullough, 28, Youngstown, charged with driving under suspension and headlights required.

A pretrial was set Sept. 22 for Tara McDole, 27, Salineville Road, Salineville, charged with driving while texting.

John Groome, 38, Chester, W.Va., was fined $50 for speeding.

Jonathan Dorsey, 31, Martin Street, East Liverpool, was fined $225 for temporary instruct permit required and invalid sticker.

Miles Ketchum, 37, Steubenville Pike Road, Lisbon, was fined $50 for driving under suspension.

Thomas Beaver III, 19, St. Clair Avenue, East Liverpool, was fined $225 for temporary instruct permit required and a turn signal violation.

A sentencing hearing was set July 15 for Frederick Rose, 27, East North Avenue, East Palestine, who pleaded guilty to failure to stop after an accident and left of center.

Mary Kiehl, 40, state Route 558, Leetonia, was fined $100 for driving under suspension.

Jeffrey Hutchinson, 25, Canton, was fined $200 for driving under suspension.

Bershell Alford, 55, Boardman, was fined $50 for improper/expired registration.

Jarrett Shields, 24, Lisbon Street, East Liverpool, was fined $700 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for resisting arrest, obstructing official business and three counts of violating a temporary protection order. Shields went to the public Calcutta workplace of a woman who had a protection order against him, walking past her and trying to talk to her on Dec. 4, 2022, Dec. 17, 2022 and Jan. 6, 2023. On Aug. 17, 2024 in Lisbon, he gave police officers false information regarding his identification with a wrong name and birthday and also resisted arrest when taken into custody for warrants.

William Simms, 65, Wyoming Avenue, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for criminal trespass amended from assault. He was ordered to have no contact with the victim. Simms forcibly grabbed a woman by the throat and picked her up off of the ground, pinning her against her house after she told him to get off of her property, he got in her face and she shoved him on Dec. 5, 2024 in St. Clair Township.

Stepfahn Terrell Anthony, 40, Alice Street, East Palestine, was fined $600 and sentenced to 180 days in jail, with 171 days suspended and credit for nine days served, for domestic violence, disorderly conduct and two counts of obstructing official business, with one amended from obstructing justice. He was ordered to complete 20 hours community service and to stay out of Dollar General in East Palestine. He had been accused of pushing, grabbing and scratching a woman on June 2 in East Palestine, then hiding behind a couch chair with a blanket covering him to hinder his apprehension. On March 8 in East Palestine, he lied about his name multiple times when East Palestine police made contact with him about an incident at Dollar General. He had allegedly been intoxicated and growled at store customers.

A pretrial was set June 23 for Marecia Neville, 36, Laura Avenue, East Liverpool, charged with menacing for allegedly threatening to snap another woman’s neck on June 2, with the alleged threat recorded on video in East Liverpool.

A pretrial was set Sept. 4 for Cory Cotter, 26, Park Way, East Liverpool, charged with criminal mischief for punching and kicking a bedroom door, damaging the door on May 25 in Liverpool Township.

A pretrial was set Aug. 26 for Sierra Fitch, 28, Pinetree Circle, East Palestine, charged with criminal trespass for allegedly refusing to leave a property on Jimtown Road in Unity Township after being told multiple times to leave on April 22.

Blake Solmen, 24, East Fifth Street, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for criminal trespass. He was ordered to complete 30 hours community service and to have no contact with Guilford Lake Estates. Solmen trespassed in the mailroom of Guilford Lake Estates, Hanover Township on Oct. 24, 2024.

A sentencing hearing was set Aug. 19 for Christopher Stapleton, 39, West Pershing Street, Salem, who pleaded guilty to criminal damaging for punching the screen on a neighbor’s window, damaging the screen, and also spitting on the screen on June 7 in Salem.

Chad Kaminski, 46, Middleton Road, Columbiana, was fined $250 and sentenced to one day jail, with credit for one day served, for disorderly conduct for his behavior while at Columbiana police station where he was waiting for a ride and refused to sit inside and kept getting up and going outside on March 15. He had been told to stay in the lobby due to his level of intoxication.

Justin Cornell, 28, Columbia Avenue, East Liverpool, was fined $250 and given a suspended 90-day jail term for criminal damaging. He was ordered to complete 25 hours community service. Cornell punched a woman’s vehicle windshield on April 30 in East Liverpool.

Ashley Hill, 30, West Wilson Street, Salem, was fined $150 and sentenced to 90 days in jail, with 78 days suspended and credit for 12 days served, for possessing drug abuse instruments. She was ordered to complete 20 hours community service. She possessed hypodermic needles in her purse during an incident in Salem on Nov. 30, 2024.

Steven Cunningham, 34, Central Avenue, East Liverpool, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. He was ordered to complete 20 hours community service. Cunningham possessed used syringes and a glass crack pipe while he was a passenger during a traffic stop on March 13 in East Liverpool.

Charles McLaughlin, 28, New Cumberland, W.Va., was fined $200 for drug paraphernalia for possessing a burnt metal socket with chore boy inside used as a crack pipe during a traffic stop on Aug. 9, 2024 in East Liverpool.

Ryan Pritt, 43, Lisbon Street, East Liverpool, was fined $75 for three counts of sidewalk obstruction for littering on Oct. 21, 2024, Oct. 28, 2024 and Oct. 30, 2024 in East Liverpool.

A pretrial was set Sept. 16 for Courtney Leasure, 36, Warren, charged with operating a vehicle impaired first offense and marked lanes.

A pretrial was set Sept. 16 for Jacora Jackson, 21, Youngstown, charged with expired license.

A pretrial was set Sept. 8 for Keith Lee Smith-Gore Jr., 34, New Brighton, Pa., charged with speeding.

A pretrial was set Aug. 26 for Jacob Davis, 31, Andover, charged with speeding.

Danny Watson Jr., 35, New Cumberland, W.Va., was fined $150 for speeding.

Rebecca Blankenship, 28, Harker Avenue, East Liverpool, was fined $50 for speeding.

Matthew Grimm, 34, St. Jacobs-Logtown Road, Lisbon, was fined $150 for driving under suspension.

Preston Foster, 33, Sprucevale Road, East Liverpool, was fined $30 for no seat belt.

Cory Wallace, 31, Prospect Street, Salem, was fined $50 for speeding.
