LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set June 12 for Rebecca Meredith, 37, Sunrise Drive, Lisbon, charged with burglary and two counts of kidnapping, all second-degree felonies, and misdemeanor assault for allegedly walking into another woman’s apartment in East Palestine without permission, hitting the woman and forcibly removing the woman’s two children from the property on June 1.

A preliminary/pretrial hearing was set June 10 for William Wright, 66, Main Street, Wellsville, charged with third-degree felony having weapons while under disability and misdemeanors of obstructing official business and disorderly conduct for allegedly standing on another person’s front porch in Columbiana on May 5 and threatening to kill himself with a self-made firearm, refusing to comply with police orders to stop what he was doing, keep his hands in the air and walk to officers to surrender. He allegedly continuously walked on and off the porch, hiding his hands and screaming at officers. He was tased and taken into custody, with a smash gun found on him, described as a pipe shotgun, along with a shell. As a convicted felon, he was prohibiting from having a weapon.

A preliminary/pretrial hearing was set June 10 for Jeffrey Steffel, 43, Chris Avenue, Washingtonville, charged with second-degree felony burglary and misdemeanors of criminal damaging, resisting arrest and obstructing official business for allegedly attempting to gain access into Perry Township residence, forcing access by breaking the door and frame on June 1, resisting arrest by pulling from an officer, with a chair and outdoor solar lights broken, along with the door.

A preliminary/pretrial hearing was set June 12 for Shawn K. Shuba, 54, Bridgeville, Pa., charged with fourth-degree felony improper handling of firearm in motor vehicle and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $240, then driving to East Palestine on May 31 for the meeting. He possessed the phone used to make the arrangements and a loaded handgun was found in the driver’s door pocket, which he did not tell officers about.

Charges against Jeffrey Custer, 25, Clark Avenue, Wellsville, for third-degree felony strangulation and misdemeanor assault and aggravated menacing were dismissed without prejudice at the request of the state due to the alleged victim being uncooperative. Costs were taxed to the state. Custer was accused of striking another man in the back of the head, putting him in a chokehold and threatening him on May 25 in Wellsville.

Nicole Odie, 44, High Street, Leetonia, was fined $300 and sentenced to 12 days in jail, with credit for 12 days served, for disorderly conduct and assault amended from domestic violence for pushing and slapping a man in the face during an argument on Sept. 21, 2024 in Salem Township. While she was at Salem Regional Medical Center while on her way to jail after the incident, she was using foul language and causing a disturbance in the emergency room in Salem.

A pretrial was set Aug. 14 for Tomasa Lopez Larios Alonzo, 26, East Fourth Street, Salem, charged with domestic violence and resisting arrest for allegedly shoving a man twice and striking him in the face and grabbing him while he was holding a child on June 1 in Salem. She also resisted arrest when taken into custody.

Pretrials were set Sept. 2 for Hope Hunter, 35, East Fifth Street, Salem, charged with complicity to commit theft, and Brook Hunter, 33, East Fifth Street, Salem, charged with theft for an incident May 23 at a business on East State Street in downtown Salem. A woman had left the business and forgot her purse, then the owner saw surveillance footage showing the two females walk inside and stand next to the counter where the purse was sitting. According to a police affidavit, Brook allegedly motioned to Hope and Hope looked down at the purse and gave a head nod to Brook, who then picked up the purse and left with it.

A pretrial was set June 16 for Dustin Andrews, 27, state Route 170, East Palestine, charged with drug paraphernalia and possessing instruments to ingest for allegedly possessing a cut straw with white residue while he was a passenger during a traffic stop in Lisbon on Feb. 11. On Aug. 23, 2023 during a traffic stop in St. Clair Township, again while he was a passenger, he possessed paraphernalia.

A status conference hearing was set June 16 and a court trial was set June 23 for Abigail Kiger, 21, North Shadylane, East Liverpool, charged with domestic violence for allegedly hitting another woman on May 29 in East Liverpool.

Kathryn Foertch, 82, Columbiana-Lisbon Road, Columbiana, was sentenced to 10 days in jail, with credit for 10 days served, for attempted assault amended from domestic violence. There was no fine and costs were waived. She had been accused of pushing a man out of an office chair at a home in Columbiana on May 22. He fell to the ground and that caused his arm to start bleeding.

G. John Smith, 81, Depot Road, Lisbon, was fined $200 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to be served in electronically monitored house arrest for assault. He was ordered to complete 20 hours community control and to have no contact with the juvenile victim. Smith was accused of throwing and striking the juvenile with a wooden object on My 20, 2024 in Hanover Township.

Thomas Summers, 46, Haiti Road, Salineville, was fined $550 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for obstructing official business, resisting arrest and prohibition against violations of board orders. He was ordered to complete 20 hours community service and to maintain property in accordance with Ohio law. Summers failed to correct a nuisance under orders of the Columbiana County General Health District on March 15, 2023 at the Haiti Road, Salineville property. The nuisance violation noted solid waste, tires and openings creating a public health nuisance. The other charges stemmed from him trying to run away when deputies arrived to arrest him on an outstanding warrant on Oct. 12, 2024 and he resisted when being handcuffed.

Michael Kuhlen, 41, Scroggs Road, Lisbon, was fined $100 for disorderly conduct, amended to a minor misdemeanor, for fighting with another man in Lisbon on April 2.

A pretrial was set June 10 for Shannon Herron, 48, North Shady Lane, East Liverpool, charged with criminal trespass for allegedly entering a home in Wellsville, hiding under the bed and then fleeing the residence on April 9.

A pretrial was set Aug. 28 for Carson Underwood, 22, Dresden Avenue, East Liverpool, charged with criminal damaging for allegedly causing damage to another man’s vehicle on Dec. 8, 2024. He was previously indicted on the charge, with the case transferred to Municipal Court.

Brenna Perkins, 31, Morris Road, Lisbon, was fined $150 for drug paraphernalia for possessing a glass pipe during her arrest for a warrant on May 31 in Middleton Township.

Reinaldo Diaz, 46, Youngstown, was fined $150 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for drug paraphernalia. He was ordered to complete 25 hours community service. On May 28 in Columbiana, Diaz was accused of possessing a pink straw cut with a lot of white residue on it, along with several pieces of taken apart pens commonly used as snort straws.

Kayla Clingerman, 38, Walnut Street, Rogers, was ordered to serve three days in jail for violating her probation for criminal trespassing and drug paraphernalia. The charges stemmed from an incident earlier this year in February in Salem when she was trespassing in the Salem post office and possessed a pipe with burnt residue.

A pretrial was set Aug. 11 for Tanner Bean, 29, Pearl Street, Leetonia, charged with operating a vehicle impaired first offense, OVI refusal with prior within 20 years, improper/expired registration, left of center and expired license.

A pretrial was set Aug. 14 for Jackie Sarge, 68, Aetna Street, Salem, charged with driving under suspension.

Alexander Clingerman, 27, Boardman, was fined $150 for speeding and an equipment violation amended from driving under suspension.

Taylor Stewart, 22, Georgetown Road, Salem, was fined $300 for driving under suspension.

Shane Emerick, 34, Beaver Falls, Pa., was fined $50 for reasonable control, with a charge of driving under suspension dismissed.

Frederick Mays, 29, Minerva Street, East Liverpool, was fined $175 for two counts of driving under suspension.

Monty McClelland II, 31, Mingo Junction, was fined $50 for no license amended from driving under suspension.

Rebecca Kirby, 43, Rose Drive, Lisbon, was fined $400 for driving under suspension and unauthorized plate.

Sarah Crooms, 40, Hazel Run Road, Salineville, was fined $200 for driving under suspension.

Eric Jordan, 47, East Pidgeon Road, Salem, was fined $150 for driving under suspension.

April Carroll, 40, Butler, Pa., was fined $200 for reasonable control and failure to report amended from failure to stop after an accident.

Court News

LISBON — A Salineville man who violated the terms of his probation for domestic violence was ordered to serve 55 days in the Columbiana County jail.

Bradley Eltringham, 38, Maple Hill, was ordered to serve the new jail sentence at the same time as the term from another court. The domestic violence case dated back to June 17, 2023.

The probation violation hearing took place in county Common Pleas Court.

Also in Common Pleas Court:

— Anna Greeneisen, 42, Lisa Lane, Lisbon, was ordered to serve up to six months at the Eastern Ohio Correction Center for violating the terms of her intervention plan, which was dishonorably terminated because she tested positive for drugs. She was sentenced to community control until Aug. 29, 2026. Greeneisen possessed methamphetamine and $1,375 on Oct. 13, 2021.

— John Bell, 73, Pennsylvania Avenue, East Liverpool, pleaded guilty to possession of cocaine, a fifth-degree felony, with a specification for forfeiture of money in a drug case, with sentencing set for Aug. 15. Bell possessed cocaine and $465 on March 31, 2023.

— Kristen Guappone Huff, 36, Spillway Road, Lisbon, was placed on an intervention plan for 24 months after pleading guilty to attempted aggravated possession of drugs, a fourth-degree felony. The original charge was aggravated possession of drugs, a third-degree felony, for possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on Nov. 23, 2023.

— Shane Potts, 35, Avondale Street. East Liverpool, was placed under community control for 30 months and ordered to serve 90 days in the county jail for theft, a fifth-degree felony, and misdemeanor receiving stolen property for stealing a pinball machine on July 23, 2024 and disposing of collectibles belonging to another person also in July 2024.

— Kristopher Elsass, 65, West Clark Street, East Palestine, was placed under community control for 24 months for two counts of possession of cocaine, a fifth-degree felony, and misdemeanor illegal use or possession of drug paraphernalia. Elsass was accused of possessing cocaine and drug paraphernalia on July 11, 2023 and possessing cocaine on Feb. 1, 2024.

Grand Jury

LISBON — A West Virginia woman wanted on drug charges was among the defendants recently served with secret indictments issued by the Columbiana County Grand Jury.

Shannon Herron, 48, whose last known address was Chester, was charged in separate indictments for first-degree felony aggravated possession of drugs, and fifth-degree felonies of possession of a fentanyl-related compound and possession of drugs. She was accused of allegedly possessing methamphetamine in an amount equal or greater than 50 times bulk, but less than 100 times bulk, and fentanyl and xylazine, all on June 2, 2023.

Also served with secret indictments were:

— Timothy Keyes, 46, Empire, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Nov. 26, 2024.

— Christopher Thomas, 40, Gavers Road, Hanoverton, nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for one child from April 2, 2023 to March 30, 2025.
