LISBON — An East Liverpool man faces felony charges following a brief standoff with law enforcement in St. Clair Township on Thursday. A preliminary hearing was set in Columbiana County Municipal Court July 3 for Gregory Dailey, 37, Bates Street, charged with felony-five obstructing official business and misdemeanor aggravated menacing and drug paraphernalia. St. Clair officers arrived at Bloomfield Avenue for a firearms investigation and to serve a warrant. An officer made contact with Dailey through the door and Daily allegedly refused to exit the residence. After several minutes, Daily reportedly advised that he had a loaded gun in his possession and a hostage inside and continued to disobey orders to exit the home. Dailey surrendered after 20 minutes. The paraphernalia charge stems from a separate incident on Sept. 15, 2024 when Daily was stopped for a traffic stop and, upon a consented search, a container with residue and a white cloudy crystal rock were allegedly discovered in the vehicle.

Justin Davis was bound over to the Columbiana County Grand Jury on a felony-three charge of strangulation and misdemeanor domestic violence. Davis, 40, West Pine Lake Road, Salem, allegedly choked a female until she was unconscious at his home on June 18 and told the female “to go kill herself.” Officers observed scrapes and bruising on the victim’s neck and face.

Van La Mar Evans, 25, East Cleveland, was bound over to the county grand jury for felony-three tampering with evidence. Evans allegedly refused to comply with verbal commands of officers orders during service of a search warrant on West Street in East Liverpool on June 10. Evans also admitted to flushing two bags of drugs down a toilet.

Pretrial hearings were set July 7 for Faith Scandreth, 31, Holliday Street, East Liverpool, charged with three counts of aggravated menacing, and Sept. 30 for Randall Davis, 37, Holliday Street, East Liverpool, charged with obstructing official business and intoxicated disorderly conduct following an incident in East Liverpool on Thursday. Officers responded to a call at Carolina Avenue of a female brandishing a gun. Scandreth had allegedly driven her truck to the residence, pointed a gun at the residents while making threats and fled when the 911 call was placed. While officers were investigating at the scene, Davis walked toward officers, allegedly unsteady on his feet, slurring his speech and had an odor of alcohol. He refused to identify himself and asked the officer to turn off his body cam. When warned that he would be placed under arrest for refusing to show an ID, Davis allegedly said “take me.”

Two counts of second-degree felony kidnapping and one count of second degree felony burglary were dismissed at cost to the state against Rebecca Meredith, 37, Sunrise Drive, Lisbon.

Adam Gallimore, East Liverpool Road, Lisbon, 36, was fined $400 for driving under suspension, loud exhaust, invalid sticker and two counts of left of center. A felony-three charge of tampering with evidence and a misdemeanor possession of a drug abuse instrument were dismissed at the request of the prosecutor with costs to the state.

A pretrial hearing was set July 3 for Richard Vecchio,63, state Route 164, Lisbon, charged with public exposure, menacing and intoxicated disorderly order conduct. Officers were called to Circle K to a report that a man had exposed his genitals on Thursday. At the scene, law enforcement allegedly observed Vecchio “recklessly exposing his genitalia.” Vecchio also allegedly made verbal threats and made a fist as he walked toward an officer. The smell of alcohol was present on Vecchio’s breath.

A pretrial hearing was set July 14 for George House, 40, St. Jacobs Logstown, Lisbon, charged with assault. House allegedly punched, pushed a female and struck her with his car door on McCann Road on Thursday. The victim was observed to have a swollen nose and both fresh and dried blood on her face.

Kaelynn Duncan, 30, Columbus, was fined $1,075 for OVI, driving under suspension and speed. She was also sentenced to 180 days in jail with 177 suspended, two years probation, and 40 hours of community service.

James Adams, 25, Greentree Place, Lisbon, was fined $200 for driving under suspension and plate display.

Michael Bruce, 29, state Route 7, Rogers was fined $150 for driving under suspension and failure to control.

Brandi Hisson, 50, Haywood Street, East Liverpool, charged with drug paraphernalia. Hisson allegedly was in possession of a glass pipe with burnt residue during a traffic stop in East Liverpool on Thursday.

A pretrial hearing was set Sept. 30 for Markia Long, 27, Broadway Avenue, Wellsville, charged with expired license and reasonable control.

A pretrial hearing was set Oct. 23 for Karen Culp, Holliday Street, East Liverpool, charged with drug paraphernalia. Officers allegedly discovered glass pipes, a scale with heavy white powder residue and 10 suspected gabapentin pills without a bottle or prescription in her possession during a vehicle search in St. Clair Township on June 18.

Aaron Strapazzon, 42, Viewpoint Lane, New Cumberland, was fined $1,075 and sentenced to 180 days in jail with 177 suspended, 20 hours of community service, two years probation and a license suspension of one year for theft, OVI, obstructing an intersection, and expired tags. The charges stemmed from two separate incidents, including a theft of a gold chain from a residence on Thompson Avenue in East Liverpool on April 27, 2022. He was also ordered to pay restitution to the victim in the amount of $587.

Heather Gates, 52 Gaston, South Carolina, was fined $150 for driving under suspension and marked lanes. A charge of driving under suspension was dropped against Shannon Engle, 38, Story Street, Leetonia. Cassandra Moore, 25, Navarre, was fined $100 for wrongful entrustment.

Ryan Arstrong, 40, Depot Road, Salem was fined $100 for disorderly conduct for being drunk in the parking lot of Burger King on East State Street in Salem on Nov. 17, 2024.

A pretrial hearing was set July 10 for Scottie White, 43, Dover, engaging in prostitution, possessing criminal tools and illegal use or possession of drug paraphernalia. White allegedly agreed to exchange $60 for sexual activity with an undercover agent and traveled to Salem on Thursday to do so.

A pretrial hearing was set Sept. 25 for Natalie Buzzard, 53, Simmons Street, East Liverpool, charged with theft and drug paraphernalia, Buzzard allegedly took merchandise worth $95 to a closed checkout, bagged them and left without paying on April 30. She was reportedly found to have a glass pipe in her possession during a traffic stop in East Liverpool on June 26. Kyle Strohecker, 19, Beaver Falls, Pa. was fined $75 for speed.

Mary Jane Bailey, 75, Somerset Drive, Salem was fined $50 for slow down/move over.

A charge of driving without possession of a licence was dismissed against Isabella Genova, 34, Camelot Drive, Columbiana.

A pretrial hearing Oct. 9 was set for Amanda Swanson, 35, Maple Street, Salem, charged with OVI.
