Grand Jury

LISBON — Defendants accused in sex for hire cases, and for domestic violence, protection order violations and assault were among the 11 open indictments issued by the Columbiana County Grand Jury late Tuesday afternoon.

The grand jury met for one day and examined 38 witnesses in 38 cases, issuing the 11 open indictments and 27 secret indictments. Secret indictments do not become public until the defendant has been served.

Open indictments issued included:

— Amos M. Wallace, 49, Youngstown, fourth-degree felony assault and misdemeanors of resisting arrest, two counts of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI and driving under suspension for allegedly elbowing a trooper in the mouth while the trooper was double locking the handcuffs after taking him into custody for being impaired during a traffic stop on March 2 in Middleton Township. He also wasn’t following the trooper’s commands to place his hands behind his back.

— Noah Bainbridge, 26, East Pidgeon Road, Salem, fourth-degree felony failure to verify address for allegedly failing to verify his address for the sex offender registration on March 27.

— Mark A. Douglas, 41, Henry Avenue, East Liverpool, fourth-degree felonies of domestic violence and strangulation and misdemanor domestic violence for allegedly assaulting and choking a woman on March 30 in East Liverpool.

— Joshua Gallimore, 37, East Liverpool Road, Lisbon, fourth-degree felony escape, fifth-degree felonies of violating a protection order and obstructing official business and misdemeanor resisting arrest for allegedly running from deputies after being handcuffed behind his back on a warrant for a felony protection order violation on April 5 in Madison Township. An affidavit from a deputy said Gallimore jumped down a steep embankment into a river with the handcuffs, with one deputy continuing after him and injuring his right knee. Gallimore ignored multiple commands to stop running.

— Jacob Simmons, 24, Rose Drive, Lisbon, fourth-degree felonies of domestic violence and strangulation and misdemeanor criminal trespass for allegedly being on a property in Lisbon on March 25 after being told multiple times he was not allowed on the property. A woman on the property reported that the day before, he allegedly slapped, punched and choked her.

— Harry A. Baum IV, 38, Wilbert Avenue, East Liverpool, fifth-degree felony obstructing official business and misdemeanors of domestic violence, obstructing official business and resisting arrest for allegedly being involved in a domestic on March 30 in East Liverpool, where officers were called and could hear screaming coming from the apartment. When entry was attempted, he allegedly began telling officers to leave while making threats and refusing to open the door. He also allegedly pulled away from officers trying to handcuff him and refused to place his hands behind his back.

— Austin Carter, 26, Ambrose Avenue, East Liverpool, fifth-degree felony violating a protection order for allegedly sending a friend request via social media to a protected person on March 13 in East Liverpool.

— Nicholas Todd Evans, 26, Niles, third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, fifth-degree felonies of importuning and possessing criminal tools and misdemeanor falsification. Carter allegedly requested sexual conduct from an undercover agent he believed to be a 15-year-old girl for an agreed upon price of $80 and then drove to Salem on Dec. 15, 2024 for the meeting with the phone used to make the arrangements in his possession. On Dec. 15, 2024, he allegedly made a false statement with the purpose to mislead a public official.

–Robert Gephart, 39, Ashtabula, third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, and fifth-degree felonies of importuning and possessing criminal tools for allegedly requesting sexual conduct in exchange for $140 from a person he believed to be a 15-year-old female who was actually an undercover agent posing as a minor, then driving to Salem for the meeting on Feb. 21, with the phone used to make the arrangements in his possession.

— Antonio Mitchell, 28, Youngstown, fourth-degree felony promoting prostitution for allegedly driving a woman to Salem on April 15, knowing that she was going to engage in a sex for hire arrangement during an undercover texting conversation.

— Diego D. Galicia, 29, Johnson City, Tenn., third-degree felony tampering with evidence and misdemeanors of engaging in prostitution, possessing criminal tools, obstructing official business, resisting arrest and failure to disclose one’s personal information. Galicia allegedly responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $200 to be paid via Cash App, then arrived in East Palestine on Jan. 19 for the meeting. Galicia allegedly refused to exit his vehicle and had to be forcefully removed and continued to resist. While being taken into custody, he allegedly smashed his phone and destroyed it. He had allegedly refused to provide officers his name or identifying information when requested.
