Grand Jury
LISBON — A Salem man was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for a complicity offense.
Chase W.J. Perkins, 27, Roosevelt Avenue, was charged with complicity in the commission of an offense, a third-degree felony, for allegedly soliciting or procuring another to commit the offense related to an unlawful transaction in weapon.
A secret indictment was also served to Daryl Hall, 39, Youngstown, charged with second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs, both with specifications for forfeiture of money in a drug case, for allegedly selling or attempting to sell and possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on Aug. 15, 2024, along with possessing $280.

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set May 8 for Landon Knight, 18, Eutaw Avenue, East Liverpool, charged with third-degree felony theft and misdemeanor speeding for allegedly stealing a firearm and $600 from a vehicle in East Liverpool on April 30.
A pretrial was set May 19 for Richard A. Richards, 49, Sherman Street, Lisbon, charged with violation of a protection order for allegedly violating the terms of a protection order by initiating contact with a protected person and standing within 500 feet of the person’s property in Lisbon on April 27.
A pretrial was set July 3 for Qi Wu Yuan, 41, Alliance, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $80, then driving to Salem on April 25 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set July 8 for Christopher Anderson, 31, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $100 from an undercover agent, then driving to Salem on April 25 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set July 24 for Bruce Ferguson, 28, Carrollton, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed up price of $80, then driving to Salem on April 24 for the meeting with the phone used to make the arrangements in his possession.
Gary Allen, 25, Sophia Street, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for two merged operating a vehicle impaired counts and a stop sign violation. His driver’s license was suspended for one year and he was ordered to complete 25 hours community service.

A pretrial was set July 7 for Austin Hughes, 24, Main Street, Wellsville, charged with driving under suspension.
Patrick Duffield, 22, Newell, W.Va., was fined $180 for no license and no seat belt.
Anthony Barbero, 44, Poland, was fined $230 for driving under suspension, failure to control and no seat belt.
Josiah Dawson, 24, Youngstown, was fined $130 for driving under suspension and no seat belt.
William Parkison Sr., 60, Alliance, was fined $75 for fictitious registration.
Thomas Welsh, 39, East Third Street, Salem, was fined $150 for driving under suspension.
Joshua Corvino, 39, Taylor Avenue, New Waterford, was fined $50 for a turn signal violation, with no fine for driving under suspension.
Thomas Davis, 37, Dresden Avenue, East Liverpool, was fined $200 for driving under suspension and illegal operation of dealer’s vehicle.
Kaylyn Pontuti, 31, Royal Birkdale Drive, Columbiana, was fined $105 for assured clear distance and expired tag.
