LISBON — An East Liverpool resident was recently served a secret indictment out of the Columbiana County Grand Jury on sex offense charges involving a minor.
Donald D. Buzzard, 53, Dresden Avenue, is charged with two counts of gross sexual imposition, both third-degree felonies, for allegedly having sexual contact with a victim under 13 years old between Sept. 15, 2011, and Sept 14, 2016.
Also served secret indictments:
Craig M. Lower, 44, Ford Street, Louisville, charged with felonious assault, a second-degree felony, for causing harm or attempting to cause harm to the victim using a knife July 14, 2024.
Jon P. Proya, 55, Railroad Street, East Palestine, charged with two counts of possessing a weapon under a disability, both third-degree felonies, for allegedly possessing a firearm Jan. 30, 2025, while being a fugitive from justice and under a drug abuse indictment.
Michael A. Howell, 47, South Range Road, Canfield, charged with aggravated possession of drugs, a fifth-degree felony, with a specification for money forfeiture for allegedly possessing methamphetamine with $30 Feb. 25, 2024.
David M. Adams, 47, Graner Avenue, East Liverpool, charged with two counts of aggravated trafficking of drugs, both third-degree felonies, for allegedly possessing a bulk amount of methamphetamine Sept. 7, 2023, and Sept. 14, 2023.
James R. Howell, 59, Ohio Avenue, East Liverpool, charged with possession of cocaine, a fifth-degree felony, and a misdemeanor count of illegal use or possession of drug paraphernalia for allegedly possessing cocaine and drug paraphernalia April 30, 2024.
Jordan R. Swain, 37, Mattix Road, Lisbon, charged with aggravated possession of drugs, a fifth-degree felony, and a misdemeanor count of possession of drugs for allegedly possessing methamphetamine and Alprazolam July 25, 2023.

LISBON — A preliminary hearing is set for a man accused of trying to help his brother sneak tacks into the Columbiana County Jail.
In Columbiana County Municipal Court, a preliminary hearing was set May 27 for Justin Barrett, 40, Sophia Street, East Liverpool, charged with third-degree felony illegal conveyance of prohibited items into a detention facility and fifth-degree felony possessing criminal tools. Barrett allegedly placed a small white package with tacks on the pavement next to a deputy’s vehicle for his brother, an inmate at the Columbiana County Jail, to pick up and transport it inside the jail at 1:30 p.m. April 24 in Center Township.
A preliminary hearing was set May 22 for Donavain Casey, 19, Roller Coaster Road, Lisbon, charged with assault for allegedly shoving a correction officer while being escorted to his cell causing injury to the left side of their face on April 23 at the Columbiana County Jail.
A preliminary hearing was set May 1 for Timothy Boggs, 32, Glenn Street, East Liverpool, charged with domestic violence for allegedly jumping on top of a sleeping pregnant woman with steel toe boots on Feb. 17 in St. Clair Township.
A preliminary hearing was set May 1 for James Laughlin, 34, Dutchtown Schools Road, Rogers, charged with assault for allegedly approaching a corrections officer from behind and placing them in a chokehold at the Columbiana County Jail on April 23.
Robert Altamirano, 35, Pierce Avenue, Toronto, was fined $400 and sentenced to 90 days in prison with 82 days suspended with credit for eight days served and 30 hours of community service for criminal damaging and disorderly conduct amended from domestic violence for threatening a woman by raising his fist and acting like he was going to hit her with a cigarette in his hand which he moved in a manner which would have burned her face. Altamirano and damaged a security camera and the windshield of a vehicle at the residence on March 15 in Wellsville.
Christina Sanchez, 38, Holliday Street, East Liverpool, was fined $200 and sentenced to 60 days in jail with 30 days suspended and ordered to pay $1,350 restitution to and have no further contact with the victim for criminal mischief amended from criminal damaging for destroying her neighbor’s garden lights with a baseball bat before walking onto his porch and hitting his door and mailbox with the bat causing damage to them on June 5 in East Liverpool.
James Lippiatt, 36, Washington Street, Salem, was sentenced to 15 days in jail with credit for two days served and fined $300 for obstruction of official business and possession of drug abuse instruments for failing to announce his presence during the execution of a search warrant in East Liverpool on Dec. 3 despite multiple orders to do so.
Michael Souers, 37, Tuscarawas Street, Canton, was sentenced to 60 days in jail with credit for 18 days served and fined $250 for violation of a protection order for knocking on the door of the protected person’s residence in Salem on April 5.
Goerge Feezle, 49, State Line Road, Enon Valley, Pennsylvania, was sentenced to 13 days in jail with credit for 13 days served and fined $300 for theft for failing to scan and pay for three items totaling $12.43 from a Calcutta business on April 29.
Robert Mack, 45, Woodland Avenue, Salem, was sentenced to 90 days in jail with 90 suspended and fined $100 for theft for taking items from a business in Salem and throwing them in an employee’s face when stopped in the parking lot on April 12.
Shannelle Romano, 29, Smithfield Street, East Liverpool, was fined $1,000 with $950 suspended for return and payment of tax for failing to include remittance with their 2021 city income tax return and failing to file their 2022 city income tax return.
Gary Jones, 33, East 146th Street, Cleveland, was fined $150 for speeding.
A pretrial was set May 27 for Penelope Clark, 69, McCoy Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for 32 items totaling $260.02 in value across nine transactions between the dates of Feb. 10 and April 9 at a Calcutta business.
A pretrial was set June 9 for Kelly Boyer, Ridgeway Street, East Liverpool, charged with assault for allegedly striking a woman in the arm at a Calcutta business on Jan. 14, 2016.
A pretrial was set June 30 for Melissa Harrison, Kirk Road, Columbiana, charged with endangering children stemming from an incident where a juvenile in her care was hospitalized and tested positive for THC in their urine.
A pretrial was set July 8 for Jawna Stokes, 43, South Avenue, North Lima, charged with obstructing official business and resisting arrest for allegedly leaving a parking lot at a business in Columbiana in her vehicle, avoiding the roadway and driving against the flow of traffic before pulling onto the street where officers following her vehicle observed it had no license plate lights and quickly turned into another business where officers conducted a traffic stop. During the stop she allegedly began exhibiting extremely nervous behavior and resisting arrest after illegal contraband was located in the glove box and being assisted to the ground where a taser was deployed.
A pretrial was set July 3 for Brandi Pasco, 46, North Star Avenue, Alliance, charged with possession of drug abuse instruments and possession of drug paraphernalia for allegedly possessing a syringe and a clear pipe with burnt residue during a traffic stop in Salem on April 24.
A pretrial was set May 15 for Nevin Householder, 29, Wilbert Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for 67 items totaling $947.17 at a Calcutta business in value on June 13.
A pretrial was set June 16 for Alyssa Evans, Bradshaw Avenue, East Liverpool, charged with theft for allegedly concealing eight items in a purse totaling $80.94 in value and leaving without paying for them at a Calcutta business on April 16.
A pretrial was set July 21 for Ryan Brown, 34, Taylor Avenue, New Waterford, charged with violation of a protection order for allegedly stopping his vehicle in front of a vehicle the protected person was standing next to, approaching, and speak with them in Center Township on April 15.
A pretrial was set July 10 for Austin Davis, 25, Orchard Hills Drive, Mount Vernon, Alabama charged with OVI and operating a motor vehicle without a valid license.
A pretrial was set July 10 for Guy Taylor, 65, Alton Street, East Liverpool, charged with white lights to rear and forward while in motion.
