Grand Jury

LISBON — A Wellsville man accused of assaulting three people during an incident in St. Clair Township was indicted by the Columbiana County Grand Jury this week for multiple charges, including aggravated burglary and felonious assault.

Timothy Reaggle, 19, Y & O Road, Wellsville, was one of 11 defendants openly indicted, with the grand jury also issuing 40 secret indictments after meeting for two days. Secret indictments aren’t revealed until the defendant is served with the paperwork.

Reaggle was charged with first-degree felony aggravated burglary, felonious assault, which is a second-degree felony, fourth-degree felony failure to comply with an order or signal of a police officer, and misdemeanors of aggravated menacing and two counts of assault.

Reaggle was accused of assaulting the three people during the Feb. 14 incident, first allegedly headbutting a woman in the face after she told him to leave, then tackling and assaulting a man outside the residence. Another man reported that when Reaggle first came into the residence and began fighting with everyone, he held a knife to the man’s neck, threatening him. When responding, St. Clair Township police passed Reaggle’s vehicle and then attempted to make a traffic stop, with Reaggle allegedly fleeing and then eventually pulling over.

Also served with open indictments were:

— Thomas Edward Gough, 28, Lisbon Street, East Liverpool, felonious assault, a second-degree felony, fourth-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing for allegedly strangling a woman twice during one incident and attempting to cause physical harm to the woman by allegedly attacking her with a sharp hook-like object on Feb. 22 in East Liverpool. He also allegedly threatened to burn her house down and got on top of her and held a fork to her chest threatening to stab her.

— John Wolfe Jr., 42, West Fourth Street, Salem, felonious assault, a second-degree felony, and third-degree felony domestic violence for allegedly striking a woman in the face multiple times and hitting her head off of the bathroom door and also allegedly placing his forearm against her throat and attempting to strangle her on Oct. 18, 2024 in Salem. He had six previous domestic violence convictions.

— James B. Oiler, 41, First Street, Wellsville, felonious assault, a second-degree felony, and misdemeanors of assault and criminal damaging for allegedly purposefully driving his vehicle left of center to strike a vehicle driven by a woman on Birch Road in St. Clair Township in an attempt to cause harm on Feb. 14. He also allegedly punched the driver side window of the car, causing the woman to flee out the passenger door.

— Ryan Butler, 39, Desellem Road, Lisbon, fourth-degree felony assault, fifth-degree felony obstructing official business, and misdemeanors of assault and disorderly conduct for allegedly putting his hands on a security officer and pushing him out of the way at Salem Regional Medical Center, running out the door, but then being confronted by a deputy sheriff on Feb. 24 in Salem. He then allegedly grabbed the deputy’s vest and was brought under control by the deputy and hospital staff.

— Nicole Haynes, 36, Youngstown, fourth-degree felony domestic violence for allegedly getting into another woman’s face while screaming, causing her to fear for her safety on Aug. 15, 2024. She also allegedly took the victim’s phone and threw it at her and struck the victim.

— Tiyler Tataseo, 25, Holiday Street, East Liverpool, third-degree felony domestic violence and misdemeanor endangering children for allegedly striking a child in the face with his open hand on Feb. 17 in East Liverpool. He had two previous domestic violence convictions.

— Daniel Scott, 43, Warren, third-degree felony domestic violence and fourth-degree felony strangulation for allegedly grabbing a woman by her neck, squeezing and attempting to pick her up from the couch by her neck during an argument on March 14 in Lisbon, with two previous domestic violence convictions on his record.

— Darrell Reynolds Jr., 31, Cleveland, third-degree felony tampering with evidence and misdemeanors of obstructing official business and resisting arrest for allegedly attempting to hide a bag of marijuana by swallowing it during a traffic stop on July 19, 2024 when he resisted arrest in East Liverpool.

— Mandy Hale, 44, Canton, third-degree felony tampering with evidence, fifth-degree felony obstructing official business and misdemeanors of resisting arrest and illegal use or possession of drug paraphernalia. During a traffic stop on March 12 in Columbiana, an officer allegedly saw suspected methamphetamine in Hale’s lap. When he was putting on gloves to retrieve the suspected drugs, she allegedly grabbed a handful off of her lap and threw it towards the officer and out the driver side window. She then allegedly resisted arrest and would not get out of the vehicle or place the vehicle in park. The vehicle rolled forward several feet before the passenger put the vehicle in park. A digital scale and razor blade were located after a search.

— Samuel Masters, 48, Dresden Avenue, East Liverpool, third-degree felony charge of failure to verify change of address for failing to notify the sheriff’s office of his change of address for the sex offender registration on Dec. 2, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Robert Gephart, 39, Ashtabula, was bound over to the county grand jury for third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, and fifth-degree felonies of importuning and possessing criminal tools for allegedly requesting sexual conduct in exchange for $140 from a person he believed to be a 15-year-old female who was actually an undercover agent posing as a minor, then driving to Salem for the meeting on Feb. 21, with the phone used to make the arrangements in his possession.

A case against Austin Carter, 26, Ambrose Avenue, East Liverpool, was bound over to the county grand jury for fifth-degree felony violate temporary protection order. He was fined $150 and sentenced to nine days in jail, with credit for nine days served, for disorderly conduct. He was accused of allegedly sending a friend request via social media to a protected person on March 14 in East Liverpool and being involved in a fight and disruptive behavior on Jan. 19 at the A1 Bar in East Liverpool.

A pretrial was set April 24 for Jeanie Schreffler, 39, St. Clair Avenue, East Liverpool, charged with domestic violence for allegedly assaulting a man during a domestic on April 10 in East Liverpool. The victim had scratches to his face and both sides of his neck with redness on his throat. The affidavit said Schreffler had a single cut below her right eye and redness on her neck and chest, but she was determined to be the primary aggressor by police.

A fourth-degree felony charge of theft against Drew Browne, 25, Whippoorwill Avenue, Hanoverton, was dismissed. He had been accused of allegedly taking a woman’s vehicle on Dec. 2, 2024 in Salem.

Charges of third-degree felony bribery and misdemeanor criminal trespass against Sidni R. Livolsi, 36, Maplewood Avenue, East Liverpool, were dismissed due to being indicted. Livolsi was being transported to the county jail by a Wellsville police officer on Dec. 17, 2024 when she allegedly offered him $12,000 to $14,000 to dismiss the charges and drop her off in Liverpool, the police affidavit said. He denied any offers of money and told her that’s a charge. The officer had recorded the drive because she had allegedly been very argumentative and disruptive, so there’s a recording of her trying to bribe the officer. Livolsi had been taken into custody for criminal trespass for allegedly being on the porch of a home in Wellsville on Dec. 17, 2024 one day after she was trespassed from the property and told she would be arrested if she returned.

A pretrial was set April 21 for Matthew Provenzano, 45, Columbus, charged with aggravated menacing for allegedly approaching a woman in a laundromat on April 9 in St. Clair Township and screaming he was going to kill her.

Kassie Haines, 27, East Sixth Street, Salem, was fined $250 for disorderly conduct amended from domestic violence. Haines was accused of picking up a shelf and throwing it at a man and hitting him on Dec. 31, 2024 in Salem.

Ammar Omar Zayed, 33, Youngstown, was fined $900 and given a suspended 90-day jail term for engaging in prostitution, possessing criminal tools, drug paraphernalia and possession of drugs. He was ordered to complete 20 hours community service and a 12-hour education course. Zayed was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $140 and marijuana. When he arrived in East Palestine for the meeting on March 1, 2023, he possessed cash, the cell phone used to make the arrangements, a bag of marijuana and a marijuana pipe.

Brandon Michael Dorion, 25, Akron, was fined $400 and given a suspended 90-day jail term for possessing criminal tools and soliciting. He was ordered to complete 30 hours community service. Dorion was accused of offering sex for hire in an ad on a known prostitution website in the male escort section and arranging for sexual activity with an undercover agent in exchange for $500, then traveling to East Palestine on Jan. 11 for the meeting with the phone used to make the arrangements in his possession.

A jury issued a guilty verdict against Cliffton Thyarion, 34, Garner, N.C., for charges of resisting arrest and criminal trespass. He was fined $250 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days to serve in jail. Thyarion was accused of coming back to the county juvenile court building after being told to leave and not return on April 18, 2024 and then resisting when he was being taken into custody, grabbing another person to shield himself from being tased.

Allen Vancooney, 29, South Union Street, Salem, was fined $200 and sentenced to 21 days in jail, with credit for seven days served, leaving a balance of 14 days still to serve for criminal trespass. Vancooney was accused of trespassing on a Salem property on March 26. He was also ordered to serve 21 days in jail, with credit for seven days served, leaving 14 days still to serve for a probation violation for a 2024 case for theft and criminal trespass, with the jail time to be served at the same time as the more recent criminal trespass case.

Jessica Ann Hill, 42, West Wilson Street, Salem, was fined $1,280 and sentenced to 180 days in jail, with 130 days suspended and credit for two days served, leaving a balance of 48 days still to serve in jail for operating a vehicle impaired, obstructing official business, driving under suspension, two counts drug paraphernalia and two counts of theft. She was ordered to complete 40 hours community service, pay restitution of $342.78 and to stay out of the Salem Laundry Room. Her driver’s license was suspended for two years. She was accused of providing a false name and date of birth during a traffic stop on April 5 in Salem and possessed a glass pipe for use with dangerous drugs. The OVI stemmed from a traffic stop on Sept. 3, 2024 in East Liverpool. On Aug. 25, 2024, she stole several items from the Calcutta Walmart and was in possession of three glass smoking devices for drugs, a digital scale with residue and a rolled up $1 bill with white residue inside. Hill was accused of stealing two laundry carts and two metal stools from the Salem Laundry Room in Salem on Aug. 18, 2024.

Catherine Sue Russell, 65, Toronto, was fined $200 and given a suspended 90-day jail term for theft. She was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. Russell failed to scan and pay for 14 items totaling $67 at the Calcutta Walmart on Jan. 8.

Ryan Thompson, 42, South Broadway Avenue, Salem, was sentenced to 30 days in jail, with credit for 30 days served, for two counts of drug paraphernalia and sentenced to 161 days in jail, with credit for 161 days served, for assault. Thompson possessed two glass pipes with burnt residue on Oct. 11, 2024 in Salem and struck a woman in the face with a closed fist, causing her to fall to the floor and black out on Oct. 31, 2024 in Salem.

A pretrial was set April 24 for Eric Michael Hebb, 54, West Sixth Street, East Liverpool, charged with violation of a protection order and criminal trespass for allegedly violating a protection order by trespassing in a property on April 9 in East Liverpool and attempting to run into a room where the protected person was located.

Jon Tay James Johnson, 30, Laura Avenue, East Liverpool, was fined $250 and sentenced to 45 days in jail, with credit for one day served, leaving a balance of 44 days still to serve in jail for violation of a protection order. Johnson attempted to call a protected person in East Liverpool several times from the jail on Jan. 31, in violation of a protection order.

A pretrial was set June 30 for Briel Marjaleah Cook, 25, Pennsylvania Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt glass crack pipe on April 4 in East Liverpool.

Christopher Hightower, 43, West Seventh Street, East Liverpool, was fined $150 and sentenced to 30 days in jail for theft, with the term to be served at the same time as a sentence he’s already serving. Hightower stole two bottles of excedrin and a bottle of ibuprofen from Dollar Tree in East Liverpool on May 30.

Jonathan McDevitt-Betz, 26, Main Street, Wellsville, was fined $300 and sentenced to 30 days in jail, with credit for 11 days served, leaving a balance of 19 days still to serve for obstructing official business and resisting arrest. He was also sentenced to an additional 40 days in jail for violating his probation for two 2020 cases for miscellaneous wildlife charges and a traffic case. For the recent case, he was accused of running from officers after being told there was a warrant for his arrest on March 29 in Wellsville. Officers had him exit a bar and he said his wallet was inside, so officers accompanied him inside and then they exited after he didn’t find it. Then he allegedly attempted to walk back into the bar, he was told to stay where he was, then ran toward the bar and closed the doorway, preventing officers from entering. He then ran behind the bar and jumped a fence, with officers apprehending him.

Lisa Cunningham, 22, Avondale Street, East Liverpool, was sentenced to 60 days in jail for violating her probation for a 2024 case for theft for failing to scan and pay for 19 items totaling $340.65 at the Calcutta Walmart on March 20, 2024.

Charles Gough, 26, Echo Dell Road, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for drug paraphernalia. He was ordered to complete 40 hours community service. Gough possessed a burnt metal pipe during a traffic stop on June 27, 2024.

Justin Schneider, 34, Highland Avenue, Wellsville, was fined $200 for drug paraphernalia and expired license for possessing a metal burnt crack pipe in his pants on March 12 in East Liverpool.

Amari Jones, 23, Garfield Heights, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI. Charges of OVI-concentration of marijuana and expired registration were dismissed. Her driver’s license was suspended for 300 days, with driving privileges granted. She was ordered to complete 20 hours community service.

Erick Cordova Rodriguez, 37, Center, Texas, was fined $880 and sentenced to 90 days in jail, with 82 days suspended and credit for eight days served, for OVI and speeding. Another OVI charge and a seat belt charge were dismissed. His driver’s license was suspended for one year.

Katie Smith, 19, South Lundy Avenue, Salem, was fined $100 for possessing marijuana.

Kristopher Smith, 35, Ohio Avenue, Salem, was fined $430 and given a suspended 30-day jail term for reasonable control, no seat belt and reckless operation amended from failure to stop after an accident. He was ordered to complete 40 hours community service and to make restitution of $70.79.

A pretrial was set July 7 for Ashley Davis, 40, East Main Street, East Palestine, charged with failure to stop after an accident, driving under suspension and reasonable control.

A pretrial was set June 10 for Christina Bechter, 22, Canton, charged with driving under suspension and improper/expired registration.

A pretrial was set June 10 for Lonny Adkins, 53, McDonald Street, East Liverpool, charged with driving under suspension.

A pretrial was set June 9 for Madyson McCue, 21, North Shadylane Drive, East Liverpool, charged with speeding.

Kyle Gatrell, 30, Smith Street, East Liverpool, was fined $100 for no valid license, driving while texting and no seat belt, with a charge of driving under suspension dismissed.

Joshua Burkett, 48, Moore Street, East Liverpool, was fined $100 for no license.

Brent Phillips, 24, East Third Street, Salem, was fined $30 for a stop sign violation, with a charge of driving under suspension dismissed.

Vernon Powell, 54, Canton, was fined $100 for driving under suspension.

Allison Evans, 35, New Castle, Pa., was fined $150 for an equipment violation amended from speeding.

Joseph Khalil, 58, Carnegie, Pa., was fined $50 for an equipment violation amended from speeding.
