LISBON — An East Liverpool man wanted on multiple drug charges was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.

Richard Tittle, 34, Harvey Avenue, was charged with first-degree felonies of trafficking in fentanyl-related compound, possession of a fentanyl-related compound, trafficking in cocaine and possession of cocaine and fifth-degree felonies of trafficking in drugs and two counts of possession of drugs, along with specifications for forfeiture of money from a drug case. All the offenses occurred on July 19, 2024 when he allegedly trafficked and possessed fentanyl in an amount equal or greater than 20 grams, but less than 50 grams, an amount of cocaine equal or greater than 27 grams but less than 100 grams, trafficked and possessed alprazolam, and possessed buprenorphine. The amount of money seized for forfeiture was $120.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Jacob Simmons, 24, Rose Drive, Lisbon, were bound over to the county grand jury for fourth-degree felonies of domestic violence and strangulation and misdemeanor criminal trespass for allegedly being on a property in Lisbon on March 25 after being told multiple times he was not allowed on the property. A woman on the property reported that the day before, he allegedly slapped, punched and choked her.

A preliminary/pretrial hearing was set April 10 for Spencer Biser, 34, Columbia Street, Leetonia, charged with second-degree felony burglary and misdemeanor public indecency expose private parts for allegedly gaining entry into a woman’s apartment on Columbia Street, Leetonia by means of deception and proceeding to commit a crime, public indecency, by entering a room completely naked and refusing to cover his private regions on March 30.

A preliminary/pretrial hearing was set April 10 for Austin Carter, 26, Ambrose Avenue, East Liverpool, charged with fifth-degree felony violate temporary protection order and misdemeanor disorderly conduct for allegedly sending a friend request via social media to a protected person on March 14 in East Liverpool and being involved in a fight and disruptive behavior on Jan. 19 at the A1 Bar in East Liverpool.

A preliminary/pretrial hearing was set April 10 for Jeffrey Allen Jackson, 30, Sunnyside Street, East Liverpool, charged with fifth-degree felony possession of drugs and misdemeanor criminal damaging for allegedly slashing a woman’s car tire on May 2, 2024 in East Liverpool and possessing a white powdered substance which tested as methamphetamine when police took him into custody.

A pretrial was set April 14 for Christopher Craft, 31, Mill Street, Rogers, charged with domestic violence for allegedly striking a woman in the face, causing injury, then chasing her from her home in Rogers on Dec. 11, 2024 and fleeing before a deputy sheriff arrived.

A pretrial was set June 12 for Ronald K. Roach, 54, state Route 170, East Liverpool, charged with violation of a protection order for allegedly calling a protected person on March 17 in East Liverpool and saying “any day is your last day.”

John Paul Kalosky, 53, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possession of criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. He was accused of requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then traveling to Salem on June 20, 2024 for the meeting.

A pretrial was set June 26 for Michael Paul Thornton, no age listed, Baden, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $260, then arriving in East Palestine on March 19 for the meeting, with the phone used to make the arrangements in his possession.

A pretrial was set June 3 for Alicia Stafford, 42, Zelienople, Pa., charged with interference with custody for allegedly harboring a juvenile who ran away from home, allegedly admitting to a deputy sheriff that she had the juvenile and refused to return the juvenile. The deputy had spoken on March 10 to the juvenile’s father, who is the court-appointed custodial parent of the juvenile.

A pretrial was set April 14 for Justin Shaw, 40, Riverview Street, East Liverpool, charged with menacing for allegedly texting a threatening message to a woman who he said he was going to kill and then kill himself on April 1 in St. Clair Township.

Marcus Lee White, 42, Mulberry Street, East Liverpool, was fined $300 and sentenced to 180 days in jail, with 120 days suspended and credit for seven days served, leaving a balance of 53 days still to serve for domestic violence and resisting arrest. He was ordered to complete 20 hours community service. White punched another man in the mouth on March 25 in East Liverpool and attempted to break away from officers placing him into custody.

Ronnie Jackson, 67, Rose Drive, Lisbon, was fined $500 and sentenced to 180 days in jail, with 159 days suspended and credit for 18 days served, leaving a balance of three days still to serve in jail for obstructing official business and two counts aggravated menacing. Jackson was ordered to have no contact with the victim. He was accused of threatening to slit another man’s throat on March 17 in Lisbon and failing to identify himself when requested by deputies and correction officers.

Jeffrey D. Powers, 41, Newell, W.Va., was fined $625 for two counts of theft and three counts of criminal trespass for failing to scan and pay for three items totaling $54 at the Calcutta Walmart on May 31, 2023 after he had already been trespassed from the store, for allegedly trespassing inside a vacant apartment at Fawcett Apartments in East Liverpool on Nov. 1, 2022, and for allegedly trespassing at the Calcutta Walmart and taking multiple items totaling $577 and failing to pay for them on Jan. 3, 2023.

A pretrial was set April 14 for Sterling Henry, 26, Youngstown, charged with resisting arrest, obstructing official business and possess instruments to ingest for allegedly possessing suspected narcotics in his pants when patted down during a traffic stop and pulling away from deputies in an attempt to hide what was in his pants on April 2 in Center Township. Henry was fined $150 for driving under suspension.

A pretrial was set June 2 for Michael Kuhlen, 41, Scroggs Road, Lisbon, charged with disorderly conduct for allegedly engaging in fighting with another man and harming him by punching him in the stomach on April 2 in Lisbon.

A pretrial was set June 2 for Nickolas Perez, 33, North Beaver Street, Lisbon, charged with disorderly conduct for allegedly engaging in fighting with another man and harming him by punching him in the face on April 2 in Lisbon.

A pretrial was set June 26 for Melissa Hale, 44, Saline Street, Irondale, charged with theft for allegedly failing to scan and pay for seven items totaling $43 at the Calcutta Walmart on March 26.

A probation violation hearing was set July 8 for Desiree Ingledue, 30, Teegarden Avenue, Lisbon, for cases from 2021 for theft and criminal trespass and driving under suspension.

Mariah Beaver, 34, Lang Street, East Liverpool, was fined $300 and given a suspended 30-day jail term for no driver’s license and two counts of drug paraphernalia. She was ordered to complete 25 hours community service. She possessed a burnt glass pipe used to smoke narcotics during a traffic stop on Feb. 26 in East Liverpool and possessed a burnt glass pipe on Dec. 16, 2024 at a store in East Liverpool.

A pretrial was set April 14 for Nathan Elkins, 36, Monaca, Pa., charged with drug paraphernalia and theft for allegedly possessing burnt glass pipes during an investigation into a suspicious vehicle in East Liverpool on April 2. On Jan. 20, he allegedly failed to scan and pay for 10 items totaling $169 at the Calcutta Walmart.

A pretrial was set April 14 for Harleigh Louann Crawford, 22, Wilbert Avenue, East Liverpool, charged with drug paraphernalia for possessing burnt glass pipe during an investigation into a suspicious vehicle in East Liverpool on April 2.

A pretrial was set June 5 for Jessica Lee, 37, Pritchard Avenue, Lisbon, charged with noxious/offensive odors for allegedly having garbage and other substances of a foul odor in her yard in Lisbon on March 27 and failing to clean up after multiple warnings.

A pretrial was set June 5 for Andrew Richardson, 35, Washington Street, Salem, charged with operating a vehicle impaired first offense and left of center.

A pretrial was set June 5 for Kyler Smith, 32, East 11th Street, Salem, charged with OVI first offense, OVI breath first offense and speeding.

Kristine Murphy, 56, Poland, was fined $875 and sentenced to 180 day in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI. Charges of OVI refusal, speeding and marked lanes were dismissed. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 50 hours community service.

Steven Johnson, 59, Thomas Road, Lisbon, was fined $500 and given a suspended 90-day jail term for physical control. His driver’s license was suspended for 180 days in jail, with driving privileges granted, and he was ordered to complete 25 hours community service.

Amy Smith, 49, Wilson Street, Leetonia, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. Another OVI charge was dismissed. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.

Rebecca Flores, 77, Newgarden Avenue, Salem, was fined $30 for marked lanes, with a charge of driving under suspension dismissed.

A charge of slow speed against Shane Barnes, 39, Smithville, was dismissed.

John Powell, 34, Price Street, East Liverpool, was fined $150 and sentenced to seven days in jail for unauthorized plate, with charges of no valid license and a turn signal violation dismissed.

James Pizzuti, 20, Hess Road, East Liverpool, was fined $75 for unsafe vehicle, with a charge of failure to control dismissed.

Jacob McNemar, 21, Main Street, Wellsville, was fined $50 for unauthorized plate.

A pretrial was set July 3 for Mackenzie Brown, 23, North Market Street, Lisbon, charged with expired registration.

A pretrial was set June 26 for Caleb Crawford, 31, state Route 45, Lisbon, charged with speeding and no seat belt.

A pretrial was set June 24 for Robert Carter, 18, Chester, W.Va., charged with speeding.

A pretrial was set June 24 for Nattacha Sparks, 43, Toronto, charged with speeding.

Bond was revoked for Timothy Lisko Jr., 33, Canfield, who failed to appear for a speeding charge.

Adam Olzak Jr., 27, McCormick Run Road, Salineville, was fined $150 for two counts of driving under suspension.
