Grand Jury
LISBON — Roni Wafler, 45, Kensington, was served recently with a secret indictment issued by the Columbiana County Grand Jury for possession of a fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on July 21, 2023.

LISBON — A Lisbon woman accused of trafficking and possessing cocaine was sentenced recently in Columbiana County Common Pleas Court to 18 months in prison.
Rachelle Greathouse, 36, East Lincoln Way, had entered guilty pleas in January to lesser offenses of trafficking in cocaine and possession of cocaine, both third-degree felonies, with specifications for forfeiture of money from a drug case. The charges were originally first-degree felonies.
Besides the prison term, she also received mandatory fines of $5,000 each for each count. In a separate entry, the forfeiture of $1,363 and $250 will be considered.
The indictment alleged that she packaged for sale and possessed cocaine in an amount equal or greater than 10 grams but less than 20 grams and also possessed money in amounts of $1,363 and $250 on April 10, 2023.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Kristina Williamson, 34, Strawberry Lane, East Liverpool, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly causing or attempting to cause physical harm to another woman by means of a deadly weapon on March 21 in East Liverpool. A police affidavit said she reversed her vehicle and struck the victim with the door and dragged her before leaving the scene. The victim had just exited the vehicle and Williamson had argued with her in the vehicle. When police began questioning her after advising her of her rights on Strawberry Lane, she “stated she only hit her a little bit.”
A preliminary/pretrial hearing was set April 17 for Rick Willis, 61, Washington Street, Salineville, charged with fourth-degree felony domestic violence and misdemeanor menacing for allegedly assaulting a woman on March 28 in Salineville and then threatening to hit and push the officer arresting him to the ground.
A preliminary hearing was set April 7 for Harry Baum, 38, Wilbert Avenue, East Liverpool, charged with fourth-degree felonies of domestic violence and resisting arrest and fifth-degree felony obstructing official business for allegedly being involved in a domestic on March 30 in East Liverpool, where officers were called and could hear screaming coming from the apartment. When entry was attempted, he allegedly began telling officers to leave while making threats and refusing to open the door. He also allegedly pulled away from officers trying to handcuff him and refused to place his hands behind his back.
A preliminary hearing was set April 8 for Mark Allen Douglas, 41, Henry Avenue, East Liverpool, charged with fourth-degree felony domestic violence for allegedly assaulting a woman on March 30 in East Liverpool.
A pretrial was set April 7 for Howard Ammon, 28, Pugh Road, East Liverpool, charged with violation of a protection order and violating a temporary protection order for allegedly being at an East Liverpool property on March 29 in violation of an active protection order that was issued last fall. He also allegedly contacted the protected person throughout the night on March 29 by cell phone via text messages.
A pretrial was set June 23 for David Willis, 60, Black Ally, Salineville, charged with menacing for allegedly yelling obscenities at a man before pulling up to a Washington Township residence waving a baseball bat and challenging a fight on July 27, 2024.
A pretrial was set May 27 for Bobby Maurice Sumrall, 41, Fort Walton Beach, Fla., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for money to be paid via Cash Ap, arriving in East Palestine on March 30 for the meeting with the phone used to make the arrangements in his possession.
Jerome Edward Lewis, 35, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Lewis was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $60, traveling to East Palestine on Dec. 26, 2024 for the meeting.
A pretrial was set April 10 for Jonathan McDevitt-Betz, 26, Main Street, Wellsville, charged with obstructing official business and resisting arrest for allegedly running from officers after being told there was a warrant for his arrest on March 29 in Wellsville. Officers had him exit a bar and he said his wallet was inside, so officers accompanied him inside and then they exited after he didn’t find it. Then he allegedly attempted to walk back into the bar, he was told to stay where he was, then ran toward the bar and closed the doorway, preventing officers from entering. He then ran behind the bar and jumped a fence, with officers apprehending him.
A pretrial was set May 27 for Timothy Kuttler, 38, Main Street, Leetonia, charged with disorderly conduct for allegedly shouting profanities at a woman on West Washington Street in Lisbon and being verbally warned by Lisbon police to desist using profane language within a public space, then shouting again, causing police to be called back to the scene on March 29.
A pretrial was set May 29 for Norman Sleper, 58, Ravine Street, East Liverpool, charged with misdemeanor receiving stolen property for allegedly stealing collectibles from another man on July 30, 2024. An indictment had been issued by the county grand jury, with the case transferred to county Municipal Court from county Common Pleas Court due to involving a misdemeanor only.
A pretrial was set June 16 for Justin Gibbs, 37, Cleveland Street, Salem, charged with theft for allegedly stealing a bicycle from an East Perry Street, Salem residence on March 30.
A pretrial was set May 15 for Mary Elizabeth Keihl, 40, state Route 558, Leetonia, charged with theft for allegedly stealing $47 worth of items from Discount Drug Mart in Lisbon on March 30.
Alexis Dziedzic, 19, Tiptop Alley, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from assault. She was ordered to complete 40 hours community service and to have no contact with the victim. She was accused of throwing a pumpkin at another woman on Feb. 6 in East Liverpool and coming after her with a baseball bat.
Jamie Miller, 49, Pancake Clarkson Road, Rogers, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for theft and drug paraphernalia. She was ordered to complete 40 hours community service and have no contact with Dollar General in Lisbon. Miller stole several beef jerky sticks from Dollar General in Lisbon on Sept. 2, 2024 and possessed an instrument used for inhaling a controlled substance during a traffic stop on Sept. 24, 2-24 in East Liverpool.
Donavin Hanna, 33, Pine Street, Leetonia, was fined $200 for disorderly conduct amended from criminal mischief. Restitution of $310 was paid. Hanna was accused of breaking the passenger side windshield of a car by throwing a child’s toy at the windshield on Dec. 20, 2023.
Katie Thomas, 34, Canton, was fined $250 for driving under suspension and possession of a drug abuse instrument for possessing three hypodermic syringes in East Palestine on July 23, 2021.
David Caswell, 36, Canton, was fined $350 and sentenced to 18 days in jail, with credit for 18 days served, for falsification and driving under suspension. He was accused of giving officers a false name and date of birth during a traffic stop on March 12 in Columbiana.
A pretrial was set June 23 for Christopher Porto, 32, Clifton Avenue, East Liverpool, charged with operating a vehicle impaired first offense, OVI breath first offense and reasonable control.
A pretrial was set May 29 for Al Jonae Monae Phillips, 26, charged with OVI second offense, OVI refusal with prior within 20 years, driving under suspension, marked lanes and no seat belt.
Alicia Harris, 34, Bank Street, East Liverpool, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention course, for OVI and reasonable control, with $500 of the fine suspended. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.
A pretrial was set June 23 for Melissa Brink, 45, Franklin Avenue, Salem, charged with operating a vehicle under the influence of alcohol or drugs and failure to display valid sticker.
A pretrial was set June 26 for David Samora, 45, Steubenville Pike Road, Lisbon, charged with suspended operator’s license and expired plate.
Laureene Allison, 53, Alice Street, East Palestine, was fined $400 and given a suspended 30-day jail term for distracted driving and reckless operation amended from OVI. A turn signal violation was dismissed. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
Holly McCoy, 41, Salem Unity Road, Salem, was fined $150 for an equipment violation amended form speeding.
Jaclyn Koch, 41, West Main Street, East Palestine, was fined $100 for possession of marijuana, with a charge of open container dismissed.
Charges of driving under suspension and back up lights required against Daniel Morelli, 63, Elm Street, Leetonia, were dismissed at the request of the prosecutor, with costs taxed to the defendant.
A driving while texting charge against Patrick Adams, 55, St. Clair Avenue, East Liverpool, was dismissed. Adams completed the Distracted Driving Safety Course.
Michael Provenzano, 22, New Cumberland, W.Va., was fined $200 for driving under suspension.
Tyler Jamison, 36, Midland, Pa., was fined $300 for speeding and driving under suspension.
Nathaniel Byrd, 57, Youngstown, was fined $150 for driving under suspension.
