LISBON — In Columbiana County Municipal Court, a case against Daniel Scott, 43, Warren, was bound over to the county grand jury for fourth-degree felonies of domestic violence and strangulation for allegedly grabbing a woman by her neck, squeezing and attempting to pick her up from the couch by her neck during an argument on March 14 in Lisbon. A charge of violating a temporary protection order was dismissed. Probation for a 2024 case for a charge of criminal trespass was dishonorable terminated. He was sentenced to 150 days in the county jail for violating his probation on a 2023 case for domestic violence, with the probation dishonorably terminated.
Cases against Amos M. Wallace, 49, Youngstown, were bound over to the county grand jury for fourth-degree felony assault and misdemeanors of resisting arrest, operating a vehicle impaired second offense, OVI refusal with prior within 20 years, driving under suspension, restricted tinted glass, tail lights violation and no seat belt. Wallace was accused of allegedly elbowing a trooper in the mouth while the trooper was double locking the handcuffs after taking him into custody for being impaired during a traffic stop on March 2 in Middleton Township. He also wasn’t following the trooper’s commands to place his hands behind his back.
A preliminary hearing was set April 29 for Matthew Howard, 20, Hanna Drive, Hanoverton, charged with fourth-degree felony failure to comply with the order or signal of a police officer and fifth-degree felony obstructing official business for allegedly fleeing from a Perry Township police officer trying to institute a traffic stop, leading police on a pursuit that put the general public at risk when he was allegedly passing multiple vehicles in a no passing zone and speeding on March 12.
A pretrial was set June 2 for Thomas C. Martin, 55, Rankin, Texas, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging with an undercover agent to meet at his room at the Quality Inn in St. Clair Township for sexual activity in exchange for $100. The affidavit said an undercover female knocked on the door and he answered the door in his underwear on March 15, with a $100 bill in plain view in the room and his cell phone confirmed as the phone used to make the arrangements.
Vincent Wilt, 34, Aten Avenue, Wellsville, was fined $250 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for aggravated menacing. He was ordered to complete 40 hours community service and to have no contact with the victim. Wilt threatened another man with physical harm on March 9 in Wellsville, also claiming he was going to throw a brick through his window.
Hunter Congrove, 22, state Route 45, Lisbon, was fined $300 and sentenced to two days in jail, with credit for two days served, for drug paraphernalia and resisting arrest for pulling away from deputies attempting to take him into custody and possessing a clear pipe with burnt residue on March 12 in Yellow Creek Township.
Caitlin O’Brien, 33, Spring Grove Avenue, East Liverpool, was fined $400 and sentenced to 180 days in jail, with 107 days suspended and credit for 73 days served for misdemeanors of assault and criminal damaging amended from felonies of assault and criminal endangerment. She was also fined $300 and sentenced to 30 days in jail, with credit for 30 days served, for two counts of criminal trespass. She was ordered to complete 40 hours community service. She was accused of being inside a man’s vehicle without consent, creating a substantial risk of physical harm to the property on Jan. 5 in East Liverpool, then throwing a punch at an East Liverpool police officer’s face when she was taken into custody and was being taken to East Liverpool City Hospital for treatment prior to going to jail. On Dec. 31, 2024 she was accused of walking into a condemned home in East Liverpool.
John Powell Jr., 34, Price Street, East Liverpool, was fined $100 and sentenced to 10 days in jail, with credit for one day served, leaving a total of nine days still to serve for criminal trespass for trespassing at the Price Street, East Liverpool residence on March 20 after being trespassed from the property in September.
Jason Barnes, 37, Canton, was fined $200 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days still to serve for criminal trespass and drug paraphernalia for trespassing on an East Liverpool property and possessing a white crystal substance on March 20.
Six counts of failure to file city income tax return were dismissed against Lisa Peterson, no age listed, Ohio Avenue, East Liverpool. She had been accused of failing to file an East Liverpool city income tax return from 2018 to 2024.
A pretrial was set March 31 for Frank Aracich, 51, Moundsville, W.Va., charged with obstructing official business and drug paraphernalia for allegedly interfering when police were attempting to search the area around a van for a runaway juvenile on Aug. 2, 2024, with the juvenile found hiding under the van. Aracich also possessed a burnt glass pipe and a bag of crystallized substance. He was also fined $400 for driving under suspension, loud exhaust, no license and unauthorized plate.
A pretrial was set May 19 for Diana Trussel, 72, Baymont Drive NE, Minerva, charged with operating a vehicle impaired first offense and reasonable control.
A pretrial was set May 20 for Mark Geon, 46, East Main Street, New Waterford, charged with OVI second offense, OVI refusal with prior within 20 years and reasonable control.
A pretrial was set April 10 for Joseph Adams, 47, Holliday Street, East Liverpool, charged with driving under suspension, use of unauthorized plate and improper/expired registration.
A pretrial was set June 9 for Mark Smith, 58, County Airport Road, East Liverpool, charged with OVI first offense and reasonable control.
A pretrial was set May 19 for Aaron Reed, 40, Newell, W.Va., charged with driving under suspension and speeding.
Thomas Miller, 32, Auburn, Wash., was fined $100 for driving under suspension.
Emma Vok, 18, Steubenville, was fined $150 for speeding.
Dakota Rodgers, 24, East Park Avenue, East Palestine, was fined $50 for speeding, with a charge of driving under suspension dismissed.
Madelyn Martinez Batiz, 31, Youngstown, was ordered to pay costs for a charge of no license.
Hector Fernandez, 70, Youngstown, was fined $100 for wrongful entrustment.
Dillon Lockhart, 28, Appian Way, Wellsville, was fined $100 for driving under suspension.
Erin Davis, 40, North Street, East Liverpool, was fined $100 for unauthorized plate and expired tag.
