LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set March 3 for Thomas Edward Gough, 28, Lisbon Street, East Liverpool, charged with felonious assault, a second-degree felony, fifth-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing for allegedly strangling a woman twice during one incident and attempting to cause physical harm to the woman by allegedly attacking her with a sharp hook-like object, forcing her to hold his hand in place to not cut her on Feb. 22 in East Liverpool. He also allegedly threatened to burn her house down and got on top of her and held a fork to her chest threatening to stab her.
A case against James Beede Oiler, 42, First Street, Wellsville, was bound over to the county grand jury for felonious assault, a second-degree felony. Oiler was accused of allegedly purposefully driving his vehicle left of center to strike a vehicle driven by a woman on Birch Road in St. Clair Township in an attempt to cause harm on Feb. 14. He also allegedly punched the driver side window of the car, causing the woman to flee out the passenger door. He then allegedly grabbed her and took her phone and threw it in the woods, causing her to flee back to the residence where she was staying to call police. He was fined $100 for left of center.
A case against Jeremiah Joseph Loredo, 39, Toledo, was bound over to the county grand jury for illegal-minor in nudity oriented material/perform for allegedly having images of minors in a state of nudity on his phone after he arrived for a sex-for-hire meeting in East Palestine on Feb. 16.
A preliminary hearing was set March 17 for Robert Gephart, 38, Ashtabula, charged with third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, and fifth-degree felonies of importuning and possessing criminal tools for allegedly requesting sexual conduct in exchange for $140 from a person he believed to be a 15-year-old female who was actually an undercover agent posing as a minor, then driving to Salem for the meeting on Feb. 21, with the phone used to make the arrangements in his possession.
A preliminary hearing was set March 3 for Anthony C. Greathouse, 34, last known address Louisville, charged with fifth-degree felony breaking and entering for allegedly breaking into a Conex building/storage trailer on Oct. 30, 2024 and being seen pushing stolen property from the trailer. Greathouse was fined $100 and sentenced to 90 days in jail, with 85 days suspended and credit for three days served, leaving a balance of two days still to serve in jail for theft. He was ordered to complete 40 hours community service and to have no contact with BK Beverage. Greathouse put several items down the front of his pants and walked out of BK Beverage in Salineville without paying for items valued at $44 on Oct. 11, 2024.
A pretrial was set April 8 for Russell Costello, 53, Smithfield, Pa., charged with possessing criminal tools and engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $150, then driving to East Palestine on Feb. 21 for the meeting with the phone used to make the arrangements in his possession.
Nolan Bloor, 45, Euclid, formerly Wellsville, was fined $300 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for domestic violence and resisting arrest. He was ordered to complete 40 hours community service and to have no contact with the victim. On July 18, 2024 in Wellsville, Bloor struck a woman in the face and threatened to kill her and also resisted arrest when being placed in a holding cell at the police station.
A pretrial was set March 6 for David Andrew Thomas, 52, Depot Road, Lisbon, charged with domestic violence for allegedly grabbing a woman by the throat and throwing her against the kitchen counter on Feb. 23 in Center Township.
A pretrial was set March 6 for Dallas Gotschall, 18, South Beaver Street, Lisbon, charged with domestic violence for allegedly striking another male in the face with a closed fist on Jan. 21 in Lisbon.
A pretrial was set April 21 for Levi Peresta, 37, Port Orange, Fla., charged with domestic violence for allegedly punching a woman in the stomach and pinching her on Dec. 5, 2021 in Lisbon.
A pretrial was set March 10 for Joseph Rugar, 59, Cameron Road, Wellsville, charged with violation of a protection order and telecommunications harassment for allegedly violating a protection order by contacting the protected person with an unknown number to harass her on Feb. 16 in Columbiana County and also sent her a picture of his private parts on Feb. 11. He allegedly sent texts and pictures to the woman on two separate occasions. Rugar also was fined $250 and sentenced to 180 days in jail, with 90 days suspended and credit for four days served, leaving a balance of 86 days still to serve in jail for violation of a protection order. He was ordered to complete 20 hours community service and to have no contact with the victim. Rugar messaged the protected person on Dec. 31, 2024 after being served with an active protection order on Dec. 28, 2024.
Dominic Hawk, 19, Homeworth Road, Alliance, was fined $600 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for underage consumption, obstructing official business, resisting arrest, disorderly conduct and reasonable control. When Salem police officers responded to West Pershing Street for an accident on Feb. 13, Hawk claimed to have no idea what happened and began kicking around and becoming disorderly and screaming foul language and refusing to comply when officers placed him in the cruiser. He allegedly continued to kick the door and attempted to get out of the cruiser. At the jail, he began resisting again and failing to comply.
A pretrial was set May 8 for Chance Beitler, 28, Alliance, charged with disorderly conduct for allegedly being found stumbling in Salem on Feb. 22 and intoxicated, unable to take care of himself. He wasn’t able to give police officer an address where they could take him or a phone number to call for a ride or to get a hotel room, the affidavit said.
William Barrett, 64, Sophia Street, East Liverpool, was fined $150 and sentenced to 12 days in jail, with credit for 12 days served, for disorderly conduct amended from obstructing official business for refusing to obey commands from members of the county Drug Task Force who were executing a search warrant at an East Liverpool property on Feb. 12.
Justin Barrett, 40, Sophia Street, East Liverpool, was fined $300 and sentenced to 45 days in jail, with credit for 12 days served, leaving a balance of 33 days still to serve in jail for resisting arrest and obstructing official business. He was accused of refusing to obey commands from members of the county Drug Task Force who were executing a search warrant at an East Liverpool property on Feb. 12, and resisting arrest.
A pretrial was set March 3 for Mark Walton, 59, Clark Avenue, Wellsville charged with criminal trespass and two counts of violating a protection order for allegedly sending a message via social media in Madison Township to a protected person on Feb. 18 in violation of a protection order. On Feb. 6, he entered her place of employment in the Glenmoor area and also on Feb. 16 sent her a message via social media. On Feb. 22, he was at the Town Inn in Wellsville after being trespassed from the property.
Sentencing was set March 17 for Sean McCarthy, 28, Commerce Street, Wellsville, who pleaded no contest and was found guilty of theft and obstructing official business for stealing items from the Save-A-Lot store in Columbiana on Nov. 29, 2023. On June 11, 2024, he ran from a traffic stop on foot in Liverpool Township.
A pretrial was set May 12 for Adam Strapazzon, 41, New Cumberland, W.Va., charged with theft, operating a vehicle impaired first offense, obstructing an intersection and expired registration for allegedly stealing a 30-inch 10k gold rope chain and Giorgio Armani cologne on April 27, 2022 in East Liverpool. The traffic charges stem from an incident on May 15, 2021.
Randall Smith, 61, Youngstown, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct. He was ordered to complete 20 hours community service. Smith was accused of being intoxicated in public and engaging in unbefitting conduct in view of the public in the area of Newgarden Avenue and Mullins Street on Feb. 23.
A pretrial was set March 4 for Edward Pittman, 42, Granite Street, Salem, charged with illegal use or possession of drug paraphernalia, driving under suspension and reasonable control for allegedly possessing a clear glass pipe with white residue during a traffic stop on Feb. 23 in Fairfield Township.
Patrick Hagerty, 40, Vine Street, East Liverpool, was fined $650 and sentenced to 14 days in jail, with credit for 12 days served, leaving a balance of two days to serve in jail for expired tag, use of unauthorized plate, possession of drug abuse instrument and two counts of driving under suspension. He possessed a syringe under the driver seat during a traffic stop on Oct. 26, 2022 in St. Clair Township.
A pretrial was set April 7 for David Bowman II, 49, West Ohio Avenue, Sebring, charged with OVI first offense, OVI refusal with prior within 20 years and traffic control devices.
A pretrial was set May 12 for Chayla Tipton, 23, Massillon, charged with OVI second offense, driving under suspension and left of center.
Devon Johnson, 70, East Ninth Street, Salem, was fined $400 and given a suspended 30-day jail term for reckless operation amended from OVI and reasonable control. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
A pretrial was set May 5 for Giavonne Francis, 46, Glenn Street, East Liverpool, charged with forfeiture and improper/expired registration.
A pretrial was set May 12 for Adam Brooks Jr., 24, St. Clair Avenue, East Liverpool, charged with driving under suspension.
A pretrial was set May 12 for Joseph Lippold, 37, Weirton, W.Va., charged with speeding.
A pretrial was set May 12 for Joseph Jenkins, 40, New Springfield, charged with speeding-school zone.

A charge of failure to display valid sticker against Anthony Raines, 37, Clayburn Place, East Liverpool, was dismissed, with costs taxed to the state of Ohio.
L. Susan Janovec, 76, Stewart Avenue, Salem, was fined $50 for driving under suspension.
Willis Brink, 57, Whinnery Road, Salem, was fined $300 for improper registration and an equipment violation amended from slow speed.
Steven Spargo, 29, state Route 9, Kensington, was fined $250 for driving under suspension and failure to control.

LISBON — A Salineville man accused of breaking into the Dollar General in Salineville and stealing a table and chairs was served recently with a secret indictment issued by the Columbiana County Grand Jury.
Anthony Calvin Greathouse, 34, Lewis Road, was charged with breaking and entering, a fifth-degree felony, and misdemeanors of criminal trespass and theft for the incident on Oct. 26, 2024.
Also served with secret indictments were:
— David Choma, 46, Newark, Del., complicity in the commission of an offense, a fifth-degree felony, for aiding or abetting a woman in the commission of a fifth-degree felony theft of products from Walgreens on April 4, 2024.
— Sean McCarthy, 28, Commerce Street, Wellsville, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 30, 2023.
— Thomas Edward Gough, 28, Lisbon Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, and misdemeanor possession of drugs for allegedly possessing lixdexamfetamine and clonazepam on Aug. 2, 2024.
— Donna Potts, 36, Avondale Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, and misdemeanor possession of drugs for allegedly possessing methamphetamine and buprenorphine.
— Shane Potts, 35, Avondale Street, East Liverpool, theft, a fifth-degree felony, and misdemeanor receiving stolen property for allegedly stealing a pinball machine on July 23, 2024 and disposing of collectibles belonging to another person on July 30, 2024.
