Grand Jury

LISBON — A Wellsville man accused of participating in a scheme to get narcotics into the Columbiana County jail was served Wednesday with a secret indictment issued by the county grand jury.

David Sisco, 34, Sixth Street, was charged with complicity in the commission of an offense, a third-degree felony, and complicity in the commission of an offense, a fifth-degree felony. The indictment alleged that Sisco was part of a scheme to bring drugs into the county jail from Sept. 12, 2024 to Sept. 13, 2024 and solicited two women to obtain illegal drugs as part of the scheme to get drugs into the jail.

Also served with a secret indictment was Thomas Hughes II, 37, state Route 154, Negley, charged with two counts of nonsupport of dependents, a fifth-degree felony, for failing to pay child support from Jan. 8, 2023 to Jan. 5, 2025.

Court News

LISBON — A Lisbon woman accused of trespass, burglary and theft of drugs was ordered evaluated for competency and sanity.

Crystal Holloway, 47, Center Avenue, appeared recently in Columbiana County Common Pleas Court before Judge Scott Washam, who ordered the evaluation by the Forensic Psychiatric Center of Northeast Ohio.

Holloway was indicted last year for second-degree felony burglary and fourth-degree felonies of trespass in a habitation when a person is present or likely to be present and theft of drugs for allegedly entering a man’s residence without permission on Jan. 31, 2024 on state Route 164, Lisbon. He was home at the time and told her to leave. Charges also stem from alleged trespassing and the theft of a dangerous drug on Jan. 29, 2024 from another woman.

A status conference was scheduled for April 17.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Timothy Reaggle, 19, Y & O Road, Wellsville, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanors of fleeing and eluding a police officer and two counts of assault. He was fined $300 for a stop sign violation and left of center. Reaggle was accused of assaulting three people during an incident Feb. 14 in St. Clair Township, first allegedly headbutting a woman in the face after she told him to leave, then tackling and assaulting a man outside the residence when he was leaving. Another man reported that when Reaggle first came into the residence and began fighting with everyone, he held a knife to the man’s neck, threatening him. When responding, St. Clair Township police passed Reaggle’s vehicle and then attempted to make a traffic stop, with Reaggle allegedly fleeing and then eventually pulling over.

A case against Nicole Haynes, 36, Rose Avenue, Salem, was bound over to the county grand jury for fourth-degree felony domestic violence for allegedly getting into another woman’s face while screaming, causing her to fear for her safety on Aug. 15, 2024. She also allegedly took the victim’s phone and threw it at her and also struck the victim.

Cases against Darrell Reynolds Jr., 30, Cleveland, were bound over to the county grand jury for third-degree felony tampering with evidence and misdemeanor resisting arrest. A charge of obstructing official business was previously dismissed by the court due to an insufficient complaint. Reynolds allegedly attempted to hide a bag of marijuana by allegedly swallowing it during a traffic stop on July 19, 2024 when he resisted arrest in East Liverpool.

A preliminary hearing was set Feb. 27 for Tiyler Tataseo, 24, Holiday Street, East Liverpool, charged with domestic violence, a third-degree felony, for allegedly striking a child in the face with his open hand on Feb. 17 in East Liverpool. He had two previous domestic violence convictions. He was ordered to have no contact with the victim. He was also fined $100 for disorderly conduct for fighting in East Liverpool on Feb. 15.

A preliminary hearing was set March 13 for Nicole Taylor, 45, 10th Street, Wellsville, charged with theft, a fourth-degree felony, for allegedly taking lottery tickets while she was working at Peps Carryout and scratching them without paying last year. The affidavit said Wellsville police were dispatched on Sept. 25, 2024 for the theft, with the owner receiving a statement from the Ohio Lottery Commission showing an insufficient total of $8,457.

Scott Vincent Wedgewood, 61, Chester, W.Va., was fined $200 and sentenced to 30 days in jail, with 15 days suspended and credit for 13 days served, leaving a balance of two days still to serve for domestic violence. He was ordered to have no contact with the victim. According to an affidavit, he threatened to shoot and kill a woman on Jan. 25, 2024, sending her threatening phone calls and voice mails.

Phillip Jones, 31, Sophia Street, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for domestic violence. He was ordered to complete 40 hours community service. Jones was accused of physically assaulting a woman on Feb. 9 in East Liverpool.

Amy Colyer, 46, Cleveland Street, Salem, was fined $150 and sentenced to 30 days in jail, with 17 days suspended and credit for 13 days served, for disorderly conduct amended from domestic violence. She was ordered to complete 20 hours community service and to have no contact with the victim. Colyer was accused of striking a man in the eye and scratching his face on Feb. 7 in Salem.

A pretrial was set April 17 for Harjot Singh, 31, Kent, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $100 from an undercover agent, then driving to Salem for the meeting on Feb. 18 with the phone used to make the arrangements in his possession.

Scafaro, 62, Cuyahoga Falls, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $200 from an undercover agent, then driving to Salem for the meeting on Feb. 19 with the phone used to make the arrangements in his possession.

A pretrial was set April 3 for Bruce Lamont Prout, 58, Berwyn Heights, Md., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $260, traveling to East Palestine on Feb. 19 for the meeting with the phone used to make the arrangements in his possession.

Doll, 42, Allison Park, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on known prostitution website of two females and arranging to have sexual activity with the females in exchange for $260, traveling to East Palestine on Feb. 19 for the meeting with the phone used to make the arrangements in his possession.

Derek Magee, 32, Grove City, Pa., was fined $500 and given a suspended 90-day jail term for possessing criminal tools and a second count of possessing criminal tools amended from engaging in prostitution. He was ordered to forfeit $100 to the Mahoning Valley Human Trafficking Task Force. He was also ordered to complete 40 hours community service and an online prostitution prevention course. Magee was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $100, then driving to East Palestine on Oct. 4, 2024 for the meeting.

John M. Lynch, 45, Dover, was fined $750 and sentenced to 90 days in jail, with 72 days suspended and credit for 18 days served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course. Lynch requested sexual conduct for an agreed upon price of $140 from an undercover agent and drove to Salem on May 4, 2024 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set May 5 for Nicholas Weyand, 36, Dewey Avenue, East Liverpool, charged with theft for allegedly taking $100 form a cab driver’s wallet when the driver pulled into a gas station in East Liverpool.

Wilbert Faulk, 65, Minerva Street, East Liverpool, was fined $450 and sentenced to 81 days in jail, with credit for 21 days served leaving a balance of 60 days still to serve in jail for violation of a temporary protection order, resisting arrest and criminal trespass. He was ordered to serve 75 days in jail for violating his probation for a domestic violence charge, with the term to be served at the same time as the other sentence. On Feb. 1, he was caught with a protected person while going through a dumpster in East Liverpool. On Dec. 7, 2024 on Dresden Avenue, he trespassed on a property and then threw himself onto the ground when taken into custody, refusing to obey police orders. The domestic charge stemmed from an incident on Nov. 11, 2024 in East Liverpool when he threatened to burn a house down with people in it.

Sterling Henry, 26, Boardman, was fined $300 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for drug paraphernalia and possess instruments to ingest. He was ordered to complete 40 hours community service and to have no contact with an Avondale Avenue, East Liverpool property. A charge of criminal trespass was dismissed without prejudice for allegedly trespassing in a condemned residence in East Liverpool on Jan. 27. Henry possessed a glass burnt meth pipe during a traffic stop on Dec. 27, 2024 and a digital scale, baggies and numerous Suboxone strips and a second digital scale during a traffic stop on Feb. 11 in Liverpool Township.

A probation violation hearing was set March 13 for Jada Pack, 38, Erie Street, East Liverpool, for a disorderly conduct case from 2024. A pretrial was also set March 13 for Pack, who’s charged with OVI second offense and slow speed.

A pretrial was set April 10 for Desarae Callehan, 29, East Street, East Palestine, charged with disorderly conduct for allegedly being involved in a fight outside Rich Oil in Wellsville on Dec. 8, 2024.

A criminal mischief charge against Wilbert Edward Faulk, 39, Church Street Extension, Salineville, was dismissed without prejudice due to the alleged victim’s whereabouts being unknown. He was accused of allegedly slicing the tire on a vehicle and busting the driver side window on Feb. 24, 2024 in East Liverpool.

A pretrial was set May 6 for Billie Lockhart, 48, Echo Dell Road, East Liverpool, charged with theft, no driver’s license and license suspension. Lockhart allegedly concealed an item totaling $49 and left Giant Eagle in East Liverpool without paying for the item on Sept. 20, 2024.

A pretrial was set May 5 for Richard Phillis II, 53, Ohio Avenue, Salem, charged with operating a vehicle impaired first offense, obstructing official business and resisting arrest for allegedly fleeing from a stopped vehicle during a traffic stop and leading Salem police officers on a short foot chase on Feb. 18. After an officer grabbed him and ordered him to stop, he continued to try to run and pull away.

A pretrial was set May 6 for Aubrey Trayvick III, 28, Petersburg, charged with illegal use or possession of drug paraphernalia and excessive muffler for allegedly possessing two $1 bills coated with a white powder substance during a traffic stop on Feb. 19 in Columbiana.

Jason Naylor, 38, McCoy Avenue, Calcutta, was fined $700 and sentenced to 180 days in jail, with 160 days suspended, leaving a balance of 20 days still to serve for OVI, marked lanes and a turn signal violation. He was ordered to complete 20 hours community service and his driver’s license was suspended for two years.

A pretrial was set April 17 for Tamra Bing, 42, East High Street, Lisbon, charged with OVI first offense, OVI breath first offense and a turn signal violation.

A pretrial was set April 7 for Thomas Hilty, 40, Niles, charged with OVI first offense, marked lanes, no seat belt and two counts driving under suspension

A pretrial was set April 10 for Joseph McIntosh, 37, Quaker Church Road, East Rochester, charged with failure to stop after an accident, driving under suspension, reasonable control and no seat belt.

A pretrial was set May 6 for Kevin Ramsey, 29, Rochester Road, East Rochester, charged with driving under suspension.

Donald E. White II, 40, state Route 45, Lisbon, was fined $150 for wrongful entrustment.

A pretrial was set April 15 for Scott Johns, 45, Creek Road, New Waterford, charged with driving under suspension.

A pretrial was set April 7 for Joseph Jackson IV, 27, Youngstown, charged with driving under suspension and improper/expired registration.

Curtis Smith, 51, Youngstown, was fined $250 for driving under suspension.

Brandon Thomas, 39, Brookfield Avenue, Lisbon, was fined $100 for driving under suspension.

Bailee Mae Daugherty, 24, Youngstown, was fined $150 for an equipment violation amended from speeding.

David Ruwe, 55, Allison Street, East Liverpool, was fined $100 for driving under suspension.

Jessie Webb, 43, McGeehan Road, East Liverpool, was fined $180 for no seat belt and no license amended from driving under suspension.

George Moore, 53, Cannons Mill Road, East Liverpool, was fined $150 for driving under suspension.

Joseph Beatty, 37, Old Lincoln Highway, East Liverpool, was fined $150 for driving under suspension and improper backing.

A driving under suspension charge against Dalton Culler, 21, Martin Street, East Palestine, was dismissed.

Eric Slagle, 33, Berry Road, Kensington, was fined $300 for driving under suspension and no license.
