LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Feb. 13 for Jaden Koehn, 22, Mountz Road, Minerva, who was charged with two counts of burglary, a second-degree felony, for allegedly breaking into two separate Minerva area properties while residents were home, including with children present, on Feb. 4.
Sheriff’s deputies were called at 6:32 p.m. Feb. 4 to Mountz Road where Koehn allegedly trespassed in a structure when the homeowner and other family members, including a newborn baby, were present. He tried to gain access to other parts of the home but was stopped by the homeowner.
He fled prior to deputies arriving, but was apprehended a short time later after shattering a rear, lower level glass door and going into a Homeworth Road residence where the homeowner and family members, including three juveniles, were present. He had to be stopped by the homeowner and was taken into custody inside by deputies who had responded to the residence.
His bond was set at $100,000 cash or surety.
A preliminary/pretrial hearing was set Feb. 13 for Richard Vecchio, 62, state Route 164, Lisbon, charged with fourth-degree felony assault on a peace officer and misdemeanor resisting arrest and disorderly conduct for allegedly standing in the middle of North Market Street in Lisbon while intoxicated, approaching vehicles as they slowed down and hitting their windows on Feb. 5. He had been warned previously to stay out of the road. He allegedly resisted arrest and pulled away from officers attempting to take him into custody and placed his hands under himself after being taken to the ground, preventing them from handcuffing him, also not willingly sitting in the patrol vehicle. He allegedly kicked an officer in the shin two times while being placed in the vehicle.
A preliminary hearing was set Feb. 13 for John Pierre Dunlap, 41, Oakland Avenue, East Liverpool, charged with second-degree felonies of felonious assault and domestic violence for an incident Jan. 6 in East Liverpool when he allegedly pistol whipped a woman causing injury that required medical treatment.
A preliminary/pretrial hearing was set Feb. 13 for Kevin Frazier, 43, May Road, East Liverpool, charged with fourth-degree felony theft and misdemeanor criminal damaging. On Jan. 30 in East Liverpool, he allegedly took a woman’s keys and stole her 1997 Chevy GMC and then wrecked it, causing damage.
A pretrial was set Feb. 18 for Joshua Greene, 40, North Lincoln Avenue, Salem, charged with domestic violence for allegedly throwing a cell phone at a woman and striking her in the head during an argument on Feb. 5 in Salem.
Robinette Alisha Bell, 19, Youngstown, was fined $250 and given a suspended 60-day jail term for soliciting. She was ordered to complete 40 hours community service and an online 12-hour prostitution prevention course. Bell was accused of posting an ad on a known prostitution website offering sex for hire and arranging for sexual activity with an undercover agent in exchange for money, then traveling to East Palestine on Nov. 20, 2024 for the meeting.
Alec Hamling, 40, Gavers Road, Hanoverton, was fined $100 and sentenced to 74 days in jail, with credit for 74 days served, for obstructing official business. A charge of unauthorized use was dismissed. Hamling hid from deputies on May 13, 2024 in Hanoverton to avoid apprehension.
Kayla Roberts, 25, West Ninth Street, East Liverpool, was fined $200 for falsification for giving East Liverpool police a fraudulent insurance card on July 19, 2024 after an accident on July 12, 2024.
Jocelyn Birch, 28, Annesley Road, East Liverpool, was fined $150 for disorderly conduct and ordered to complete 40 hours community service. She was accused of entering and sitting in the back of a police cruiser and refusing to speak or give any information while highly intoxicated on Nov. 30 in East Palestine. An affidavit said officers were walking to their cruiser after a previous call when they noticed Birch in the back seat. A probation violation hearing for another case was set for March 11.
Tina Gilbert, 52, state Route 45 South, Salem, was fined $200 for disorderly conduct amended from theft for an incident at the Salem Walmart on Oct. 22, 2024.
A pretrial was set April 22 for Michael Russell, 42, Wells Avenue, Wellsville, charged with theft for allegedly failing to scan and pay for five items totaling $480 at the Calcutta Walmart on Jan. 30.
A pretrial was set Feb. 18 for Allen Vancooney, 29, South Union Avenue, Salem, charged with criminal trespass for being on a property in Salem on Feb. 4 that he was previously trespassed from.
A pretrial was set Feb. 18 for Kayla Clingerman, 38, homeless, Salem, charged with criminal trespass and drug paraphernalia for allegedly trespassing inside the Salem Post Office on Feb. 6 in Salem, two days after being trespassed from the facility. She also possessed multiple pipes with burnt residue.
Garrett Mays, 26, Glenn Street, East Liverpool, was fined $550 and sentenced to 90 days in jail, with 85 days suspended and credit for one day served, leaving a balance of four days still to serve in jail for failure to comply, texting while driving, unauthorized plate, and a stop sign violation. His driver’s license was suspended for 180 days, with driving privileges granted, and he was ordered to complete 30 hours community service. A reckless operation charge was dismissed.
Calvin White, 67, Mulberry Street, East Liverpool, was fined $1,000 and given a suspended 120-day jail term for physical control amended from operating a vehicle impaired. He was ordered to complete 20 hours community service.
Donald Terwilliger, 53, East Martin Street, East Palestine, was fined $1,205 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI, no seat belt, open container and an amended misdemeanor charge of attempted improper handling of a firearm. He was originally charged with fifth-degree felony improper handling firearms in a motor vehicle. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service. He was accused of drinking out of an open bottle of whiskey in a vehicle off the side of the road on Jan. 8 in Unity Township. Terwilliger also allegedly possessed a firearm while impaired.
Shawn Uptegraph, 53, Columbia Street, Salem, was fined $1,125 and sentenced to 90 days in jail, with 80 days suspending, leaving a balance of 10 days still to serve in jail for OVI second offense and reasonable control. His driver’s license was suspended for two years, with driving privileges granted, and he was ordered to complete 40 hours community service.
A pretrial was set April 15 for Ross Chaplow, 43, Metz Road, Columbiana, charged with driving under suspension and a stop sign violation. He was fined $200 for driving under suspension and failure to signal.
Desiree Walker, 30, East Taggart Street, East Palestine, was fined $200 for two lights required and no license amended from driving under suspension.
Noel McCoy, 26, County Airport Road, East Liverpool, was fined $100 for speeding.
Michelle Green, 56, West Main Street, East Palestine, was fined $300 for two counts of driving under suspension.
Rebecca Hawke, 19, Salineville Road West, Salineville, was fined $130 for no seat belt, a stop sign violation and permit required.
Wyatt Duffield, 33, St. Clair Avenue, East Liverpool, was fined $150 for an equipment violation amended rom reasonable control. A charge of no license was dismissed.
Michael Vrabel, 61, Old state Route 558, Salem, was fined $150 for a stopped school bus violation.
Grand Jury
LISBON — A man who attempted to remove a child from a Lisbon area property after entering illegally in November was one of 10 defendants openly indicted by the Columbiana County Grand Jury this week.
Michael William Dailey, 40, North Lincoln Avenue, Salem, was charged with first-degree felony aggravated burglary, second-degree felony burglary, fourth-degree felony trespass in a habitation when a person is present or likely to be present, and misdemeanors of interference with custody and endangering children.
Dailey was attempting to remove the child after entering the property unwanted and a physical altercation allegedly occurred with the homeowner. Dailey allegedly attempted to escape the residence with the child, with all three falling down the porch steps onto the front yard and the mother then retrieving the child on Nov. 28, 2024 in Center Township.
The grand jury met for one day and issued the 10 open indictments and 32 secret indictments. Secret indictments are not revealed until the defendant has been served with the paperwork.
Besides Dailey, other defendants with open indictments included:
— Christian M. Bell, 29, last known address Youngstown, second-degree felony burglary, third-degree felony grand theft when the property is a firearm or dangerous ordnance, fifth-degree felony theft and misdemeanor theft. On Aug. 30, 2024 in East Liverpool, Bell allegedly entered another man’s home while he was at work and stole several items, including a video game system, a firearm and $2,000 cash.
— Kaleb Farnsworth, 30, Cartwright Street, East Liverpool, fifth-degree felonies of breaking and entering, possessing criminal tools and two counts of theft for allegedly entering a Maple Lane property in St. Clair Township illegally on Dec. 15, 2024 when he was caught exiting the residence in possession of a forged title for a vehicle in the garage of the vacant home. According to the indictment, he allegedly stole three catalytic converters from Cassens Transport on Nov. 23, 2024 and possessed a sawzall on Dec. 9, 2024.
— Joseph DeSarro II, 31, Duke Vodrey Road, East Liverpool, third-degree felonies of illegal conveyance of prohibited items onto grounds of a detention facility or of an institution and tampering with evidence for allegedly tampering with a plastic bag and shoving it down his pants after being placed in a patrol car following a traffic stop in East Liverpool on Dec. 31, 2024 when he was a passenger. While in the dressing room at the Columbiana County jail, he was allegedly found to be in possession of multiple illegal narcotics and allegedly admitted to the illegal narcotics being crack, cocaine and fentanyl.
— Alayah Thornton, 25, Commerce Street, Wellsville, fourth-degree felony assault and misdemeanor drug paraphernalia for allegedly kicking an Ohio State Highway Patrol trooper after being placed under arrest during a traffic stop on Dec. 20, 2024 in Fairfield Township. She also allegedly possessed a broken glass smoking pipe with burnt white residue during the initial traffic stop.
— Johnathan G. Vinkler, 48, Youngstown Pittsburgh Road, Petersburg, fourth-degree felony strangulation and misdemeanor domestic violence and assault for allegedly pushing, grabbing, punching and choking a woman with both hands while allegedly threatening her life on Dec. 21, 2024 in East Palestine.
— Phillip Devine, 35, Monroe Avenue, Salem, fourth-degree felony strangulation and misdemeanors of two counts domestic violence. Devine allegedly became violent, grasping a woman on either side of the base of the neck, and forcefully squeezing and shaking her, leaving abrasions on her neck on Dec. 15, 2024 in Salem.
— Ronald Melott, 48, last known address Lacroft Avenue, East Liverpool, failure to comply with the order or signal of a police officer, a third-degree felony, for allegedly leading police on a 9-mile long pursuit on Oct. 22, 2024 in Liverpool Township before crashing the truck he was driving over an embankment, then bailing from the truck that landed on its roof and fleeing into the nearby woods.
— Shane Laflame, 23, state Route 172, Lisbon, fourth-degree felony carrying a concealed weapon and misdemeanor aggravated menacing for allegedly pulling out a knife and having his hands toward the victim during an incident at the Foundry on South Broadway Avenue in Salem on Dec. 19, 2024.
— Megan D. Behnke, 36, last known address Follansbee, W.Va., third-degree felony escape and fifth-degree felony vandalism. On Feb. 18, 2024 Behnke was under detention at the Columbiana County jail for a drug charge and was taken to Salem Regional Medical Center for a medical condition. According to an affidavit, an electronic ankle monitor was placed on her ankle and she was told she’s still in custody and not free to leave. The hospital contacted a deputy later to report she left. A deputy had received a tampering alert from the monitoring company and was allegedly told by the defendant that she intentionally cut the monitoring device.
