Grand Jury

LISBON — An East Liverpool man accused of stealing two barge propellers was served Friday with a secret indictment issued by the Columbiana County Grand Jury.

Kevin Frazier, 43, May Road, East Liverpool, was charged with grand theft, a fourth-degree felony, and breaking and entering, a fifth-degree felony, for allegedly trespassing in an unoccupied property and stealing the two barge propellers valued at $30,000 each.

Also served with a secret indictment was Steven Watters II, 46, Salem Unity Road, Salem, charged with aggravated possession of drugs and possession of drugs, both fifth-degree felonies, for allegedly possessing methadone and buprenorphine.

LISBON — Arraignment for an East Liverpool man charged with four counts of first-degree felony rape has been rescheduled for 2:15 p.m. Feb. 7 in Columbiana County Common Pleas Court.

Brett L. Thompson, 19, Dairy Lane, was supposed to appear this week for arraignment, but a continuance was granted due to a scheduling conflict for his defense attorney Edward Hartwig.

The prosecution is being handled by Assistant Attorney General William Walton due to a conflict for the county prosecutor’s office.

The case was assigned to Common Pleas Court Judge Scott Washam. Bond was set at $250,000 cash or surety, with Thompson ordered to have no contact with the victim.

According to the indictment, Thompson allegedly compelled a woman to submit by force or threat of force to sexual conduct from Oct. 1, 2023 to Oct. 2, 2023, with each count representing a different form of sexual conduct.

In another rape case, Michael Pressley, 40, Sistersville, W.Va., appeared briefly for a status hearing before Washam, accompanied by his defense attorney Terry Grenga. Washam indicated the case had been resolved and set a new hearing for 1:30 p.m. Monday.

Pressley is facing one count of first-degree felony rape for allegedly engaging in sexual conduct with an 11-year-old child victim from Nov. 1, 2022 to Nov. 20, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a pretrial was set Feb. 10 for Arthur Niles Sherin, 48, Wilbert Avenue, East Liverpool, charged with domestic violence for allegedly striking a woman three times in the right side of her face, causing injury, on Jan. 30 in East Liverpool.

A pretrial was set April 8 for Brandon Scott Miles, 34, Huxley Road, Salem, charged with engaging in prostitution for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $100, then driving to Salem on Jan. 22 for the meeting.

A pretrial was set Feb. 6 for Lucas Reid, 41, homeless, Salineville, who pleaded not guilty to theft for allegedly putting an electronic razor down his pants with the alleged intent to steal from Family Dollar in Salineville on Jan. 30. He was fined $300 and sentenced to 90 days in jail, with 80 days suspended, leaving a balance of 10 days to serve in jail for charges of falsification and obstructing official business. The fine was stayed until the theft case is resolved. He was ordered to complete 40 hours community service. The falsification and obstructing charges stem from him providing police with a relative’s information instead of his own, giving a wrong social security number and name on Jan. 30 in Salineville.

Timothy Wilson, 47, West Pershing Street, Salem, was fined $450 and sentenced to 30 days in jail, with credit for 14 days served, leaving a balance of 16 days to serve in jail, for resisting arrest, obstructing official business and illegal use or possession of drug paraphernalia. On Jan. 17 in Lisbon, he attempted to flee from police on foot after he was confronted by officers who were aware of active felony drug warrants against him. Officers used a taser, which was ineffective, and tackled him to the ground when he disobeyed multiple orders. On June 20, 2024 in Salem, he allegedly possessed a glass pipe commonly used with narcotics.

Douglas Sheppard, 64, Longs Crossing Road, Leetonia, was fined $1,025 and sentenced to 180 days in jail, with 150 days suspended and credit for 13 days served, leaving a balance of 17 days still to serve in jail for operating a vehicle impaired second offense and reasonable control. A charge of OVI refusal with prior within 20 years was dismissed. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

A pretrial was set April 17 for Devin Earich, 29, West Third Street, Salem, charged with driving under suspension and a stop sign violation.

A pretrial was set April 8 for Andrew James Smith, 38, North Market Street, East Palestine, charged with failure to stop after an accident and reasonable control.

David Laflin, 59, North Canton, was fined $150 for speeding, with a charge of reckless operation dismissed.
