Grand Jury

LISBON — A man imprisoned at the Columbiana County jail last summer on a felonious assault charge was served recently with a secret indictment alleging he possessed a weapon while incarcerated.

William Keyes Jr., 46, Dresden Avenue, East Liverpool, was charged by the county grand jury with possession of a deadly weapon while under detention, a third-degree felony.

According to the indictment, Keyes allegedly possessed a deadly weapon described as a homemade knife (shank) while under detention on July 11, 2024.

Keyes had been at the county jail awaiting trial for the felonious assault charge, a second-degree felony. He entered a guilty plea in October and was sentenced to an indefinite term of two to three years in prison, with credit for 302 days already served in jail. He had been ordered to pay restitution with two co-defendants of $1,130 to the victim. Keyes knowingly caused serious physical harm to the victim on July 15, 2023.

Also served with a secret indictment was Dale Kinney, 45, Pennsylvania Avenue, East Liverpool, charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Feb. 8, 2023.

Court News

LISBON — A Rogers man accused of cutting a piece of AT&T wire in Lisbon was sentenced to 15 months in prison for three felony charges related to the 2023 incident.

Robert J. Anderson III, 45, Dutchtown School Road, Rogers, recently appeared for sentencing in Columbiana County Common Pleas Court where he entered a guilty plea in October the day his jury trial was set to start. He pleaded guilty to fourth-degree felony disrupting public services and fifth-degree felonies of vandalism and possessing criminal tools. A misdemeanor theft charge was dismissed.

He received 15 months for the disrupting public services charge and nine months each for the other two charges, but with all the terms to be served at the same time.

Anderson was accused of possessing bolt cutters and wire cutters and cutting a piece of AT&T wire and attempting to remove it in Lisbon on Nov. 28, 2023, with the wire valued in excess of $1,000.

Also in Common Pleas Court:

— Betty Jo Plumm, 44, Garner Avenue, East Liverpool, pleaded guilty to fourth-degree felony grand theft, with sentencing set for March 20. A fifth-degree felony breaking and entering charged will be dismissed. Plumm was accused of breaking into a man’s property and stealing two barge propellers valued at $30,000 each on Nov. 14, 2023.

— April Foutts, 56, Riverside Avenue, East Liverpool, was sentenced to 125 days in the county jail, with credit for 37 days served, leaving a balance still to serve in jail of 88 days for violating her probation for aggravated possession of drugs, a fifth-degree felony. Her community control was dishonorably terminated. She possessed methamphetamine on July 23, 2020.

— Andrea Brown, 47, Canton, pleaded guilty to possession of fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Oct. 2, 2023. Sentencing was set for April 17.

Municipal

LISBON — In Columbiana County Municipal Court, a woman taken into custody at the scene of a drug search in Columbiana had an extradition hearing set for 1 p.m. Jan. 27.

Seraphim Laws, 20, Brenda Lane, Columbiana, was charged as a fugitive from justice for allegedly failing to appear on a robbery charge in Beaver County, Pa. A bench warrant had been issued in December for her arrest through the Beaver County Sheriff’s Office.

The Columbiana County Drug Task Force executed a narcotics search warrant at the Brenda Lane, Columbiana residence on Jan. 19, assisted by the county Sheriff’s Office, Columbiana Police and county Special Response Team. The search yielded 113 grams of suspected methamphetamine, along with suspected LSD, Suboxone and money. Future charges are pending lab results.

Cases against Ronald Harper, 37, North Market Street, East Palestine, were bound over to the county grand jury for fourth-degree felony theft and misdemeanors of OVI first offense, reasonable control, traffic control devices and expired license. Harper allegedly stole a woman’s vehicle while she was inside the East Palestine Circle K, struck a tractor trailer that was turning from West Main Street onto North Market Street and walked away on Nov. 7.

A preliminary hearing was set Jan. 27 for Christopher Osborne, 44, Riley Avenue, East Liverpool, charged with third-degree felony failure to verify change of address and fourth-degree felony domestic violence. Osborne allegedly registered a Wellsville address with the county sheriff’s office in October 2014 as required since he’s a Tier II sex offender, but then listed an address in East Liverpool when he was booked into the county jail on Jan. 19. He was required to notify the sheriff’s office 20 days prior to changing his address, an affidavit said. The domestic violence charge stemmed from him allegedly busting through a door and charging at a woman, then shoving her into a wall, causing her to drop to her knees on Jan. 19 in East Liverpool.

A preliminary hearing was set Feb. 13 for Mathew Eugene Shelton, 26, state Route 154, Lisbon, charged with failure to register, a first-degree felony, for allegedly failing to register his address with the county sheriff’s office within three days of moving, as he was required since he’s a convicted sex offender. He reported on Jan. 22, but said he moved to the county on Dec. 11, 2024.

A preliminary hearing was set Jan. 27 for Heidi Gallagher, 58, West Sixth Street, East Liverpool, charged with fifth-degree felony receiving stolen property for allegedly using a stolen debit card to pay a cell phone bill and buy items at two businesses on May 10, 2024. The debit card was stolen in New Waterford on May 9, 2024.

Caden Randolph, 19, Vine Street, East Liverpool, was fined $250 and received a suspended 180-day jail term for assault. He was ordered to complete 20 hours community service and to have no contact with the victim. Randolph was accused of punching a juvenile in the head at least four times on Sept. 17, 2024 in East Liverpool.

A status conference hearing was set March 24 and a jury trial was set April 16 for Mollieann Gorby, 25, West Wilson Street, Salem, charged with domestic violence for allegedly hitting another woman in the face with a closed fist multiple times during an argument on Oct. 21, 2024 on Winona Road in Butler Township.

Michael Greathouse, 42, Valley Avenue, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 150 days suspended and credit for nine days served, leaving a balance of 21 days still to serve in jail for assault. He was ordered to complete 20 hours community service and to stay away from the victim. Greathouse punched a woman in the face twice at the St. Clair Laundry Room in East Liverpool on June 17, 2024.

Kristina Avis, 40, Jefferson Street, Salineville, was sentenced to 60 days in jail, with credit for 24 days served, for violating her probation for four criminal cases from 2023 for charges which included theft, criminal damaging and four counts disorderly conduct. She was also fined $150 for no license and failure to display plates.

Eric Wilson, 57, Dresden Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence. He was ordered to complete 40 hours community service. Wilson was accused of punching a woman in the face during an altercation on Aug. 29, 2024 in East Liverpool.

A pretrial was set March 20 for Robyn Wornoff, 35, Garfield Heights, charged with assault, failure to stop after an accident, driving under suspension and traffic control devices for allegedly punching another woman in the nose with her fist on Nov. 6, 2024 in New Waterford. The traffic charges also stem from Nov. 6, 2024.

Dennis S. Womer, 48, Rochester, Pa., was fined $750 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Womer was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $200, arriving in East Palestine on July 12, 2024 for the meeting with the cell phone used to make the arrangements in his possession. He was also fined $250 for driving under suspension.

A pretrial was set Feb. 3 for Richard Dowling, 18, Wells Hollow Road, Wellsville, charged with menacing for allegedly following a juvenile driver for two hours, boxing her in and going up to her door screaming and pulling on the door handle trying to get into the car on Jan. 20 in Wellsville.

A passing bad checks charge against Kelly Richard, 42, Beaver Falls, Pa., was dismissed due to the age of the charge. The case was filed in 2003 for a bad check from November 2002 for $53.51 written to East Palestine Giant Eagle.

A charge of criminal mischief was dismissed against Preston Kimble, 18, Main Street, Wellsville, who was accused of trying to get into a parked vehicle in East Liverpool on April 20, 2024, pulling on the door handle in an attempt to open the door.

Kaleb Dailey, 23, New Cumberland, W.Va., was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired and a red light violation. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service.

A third-degree felony charge of tampering with evidence was dismissed against Davante Jackson, 32, Cleveland, who was already indicted for the charge in Common Pleas Court. He was also fined $1,055 and sentenced to 30 days in jail, with credit for 16 days served, leaving a balance of 14 days still to serve in jail for OVI, driving under suspension, no seatbelt, expired registration, two counts no license, expired plates, unauthorized plate, and drug paraphernalia.

Andrew Hager, 47, Ohio Avenue, East Liverpool, was fined $725 and sentenced to 180 days in jail, with 170 days suspended and credit for two days served, leaving a balance of eight days still to serve in jail for OVI second offense and reasonable control. He was also ordered to serve electronically monitored house arrest for 36 days upon release from jail. His driver’s license was suspended for one year, with driving privileges granted. He was also ordered to complete 40 hours community service.

Steven Shaffer Jr., 41, Moore Avenue, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense and left of center. Another OVI charge was dismissed. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

A pretrial was set April 21 for Cody Allen Dehoff, 35, Beaver Circle, Columbiana, charged with OVI second offense, reasonable control, no seat belt and material on roadway.

James Riley, 33, Youngstown, was fined $425 and sentenced to 30 days in jail for OVI and speeding, with the sentence ordered to be served at the same time as pending felonies. His driver’s license was suspended for one year. A tinted glass charge was dismissed.

A pretrial was set April 14 for Ian Dennis Frederick, 21, Richlands, N.C., charged with OVI first offense and park on highway.

A pretrial was set March 18 for Steven Barr Jr., 38, Cricket Lane, Columbiana, charged with driving under suspension. He’s also facing a probation violation hearing on March 18 for a 2023 case that includes multiple traffic charges, including OVI.

A pretrial was set April 22 for Loni Quinn, 34, Warren, charged with driving under suspension and failure to display valid sticker.

A pretrial was set April 10 for Joseph Khalil, 58, Carnegie, Pa., charged with speeding.

A pretrial was set April 21 for Anthony Owens, 36, Girard, charged with driving under suspension and speeding.

Henry Powell, 35 Akron, was fined $100 for no license amended from driving under suspension.

Jerry Rhea, 55, Akron, was fined $100 for driving under suspension.
