LISBON — A former Salem man accused of assaulting a woman last year and violating his probation for a domestic from 2023 was ordered to prison for 13 months.

Emilio Quinones, 53, whose last known address was listed as Youngstown, was sentenced to the 13 months for violating his probation for fourth-degree felony domestic violence and misdemeanor obstructing official business for assaulting a woman on Sept. 19, 2023 in Salem, with a previous domestic violence conviction on his record. While police were there, he continued to walk away and not follow their commands. He received credit for 269 days served in jail.

He was also sentenced to nine months in prison for third-degree felony domestic violence, with credit for 196 days served, for assaulting a woman on June 24, 2024 when he had two previous domestic violence convictions on his record. A charge of strangulation was dismissed.

The two sentences were ordered served at the same time.

Also in Common Pleas Court:

— Bryand Augustin, 25, Brooklyn, N.Y., was placed under community control for two years after pleading guilty to fourth-degree felony disrupting public services and misdemeanors of unlawful restraint and two counts of assault. He received credit for six days served. On Nov. 21, 2022, Augustin fled from a residence on West Clark Street, East Palestine where he had been accused of assaulting two women and barricading one of the women in a bathroom with a washing machine and locking the door.

Secret Indictment

LISBON — Melissa Jean Hill, 53, Wampum, Pa., was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing psilocyn on Sept. 3, 2023.

Open Indictments

LISBON — A Lisbon man accused of robbing a juvenile while brandishing a knife in Salem was openly indicted by the Columbiana County Grand Jury for second-degree felony robbery and fifth-degree felony theft.

Donovain Casey, 18, Roller Coaster Road, was one of 14 defendants charged through open indictments after the county grand jury met for two days this week, also issuing one superseding indictment and 34 secret indictments. Secret indictments aren’t made available until the defendants are served with the paperwork.

Casey was accused of allegedly approaching a juvenile with a knife and stealing the victim’s cell phone before fleeing the area on foot on Oct. 29, 2024 in Salem. The victim, who was riding a bike at the time, said the defendant was wearing a ski mask.

A superseding indictment was issued against David M. Kane, 39, West Ninth Street, East Liverpool, who’s facing an additional charge of aggravated possession of drugs, a fifth-degree felony, after already being indicted for fifth-degree felonies of breaking and entering and possessing criminal tools. He was allegedly caught in the basement of an East Liverpool building with a crow bar in his possession on Aug. 4, 2023 and also possessed methamphetamine.

Other open indictments issued included:

— Jeffrey D. Riachy, 53, Laurel Lane, East Liverpool, third-degree felony burglary for allegedly entering an occupied structure with the purpose to commit theft on Nov. 22, 2024 in East Liverpool.

— Olivia N. Redman, 19, Clark Avenue, Wellsville, third-degree felony burglary for allegedly trespassing in an occupied structure in East Liverpool on Nov. 22, 2024 with the purpose to commit theft.

— Zachary A. Hutchison, 40, Youngstown, third-degree felony harassment with a bodily substance, fourth-degree felony assault, fifth-degree felony obstructing official business and misdemeanors of resisting arrest and expose others to contagion for allegedly refusing to comply with Salem police officers initiating a traffic stop on his vehicle on Nov. 29, 2024, fighting with officers after being physically removed from the vehicle, kicking at officers and biting an officer on the finger causing injuries. He allegedly told officers and medical staff that he had Hepatitis C while being treated at the Salem Regional Medical Center emergency room, with the contagion charge related to that.

— Andrew Erwin Martin, 49, Hammondsville Road, Wellsville, third-degree felony burglary, fifth-degree felony theft, two counts of misdemeanor misuse of credit cards and misdemeanor criminal mischief for allegedly possessing a stolen credit card on Sept. 16, 2024 in Wellsville and then using the stolen credit card to make purchases at Milligan Hardware in East Liverpool for more than $300 and at Ace Hardware in Calcutta for more than $787. He also allegedly messed with a Continuous Positive Airway Pressure (CPAP) system.

— Walter Morgan, 36, Cleveland, third-degree felonies of failure to comply and tampering with evidence, fifth-degree felony possession of cocaine and misdemeanor obstructing official business for allegedly fleeing from an Ohio State Highway Patrol trooper attempting a traffic stop on May 12, 2024 on state Route 11 in Elkrun Township. When the vehicle was initially stopped, Morgan allegedly put the vehicle in drive and fled, with speeds reaching 100-plus miles per hour. At one point, he allegedly threw a plastic bag out the window, which was later recovered containing a white powdery substance. The pursuit was terminated when he crossed the bridge into West Virginia, but there was a positive identification which matched the Ohio ID he provided before fleeing.

— William Dale Jacquet, 30, Canton, third-degree felony tampering with evidence and misdemeanor drug paraphernalia for allegedly possessing a glass smoking pipe with white residue during a traffic stop on Nov. 11, 2024 in Liverpool Township after the pipe fell from his pant leg.

— Lonnie D. Cunningham, 31, Lincoln Avenue, East Liverpool, fourth-degree felony receiving stolen property and misdemeanors of obstructing official business, disorderly conduct and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI. Ohio State Highway Patrol troopers investigating a traffic crash involving a stolen vehicle on Dec. 7, 2024 in Yellow Creek Township learned that Cunningham was the alleged driver and brought him back to the scene, but he refused to identify himself. The vehicle he was driving, a 2016 Ford Escape, had been reported stolen.

— Davon Moats, 22, Lisbon Street, East Liverpool, third-degree felony having weapons while under disability for allegedly having a weapon on Oct. 14, 2024 when he was prohibited from having one due to a previous conviction.

— Cody Jones, 35, Mill Street, Salineville, fifth-degree felony breaking and entering and misdemeanors of criminal trespass and theft for allegedly breaking into an occupied structure of Dollar General and trespassing, taking tables and chairs on Oct. 26, 2024.

— Bud N. Hull, 45, West Ninth Street, East Liverpool, fourth-degree felony assault and misdemeanors of obstructing official business and menacing for allegedly threatening staff at Carriage Hill apartments in St. Clair Township with a handheld taser, then fleeing the scene on foot on Dec. 11, 2024. Police found him and he again fled before being taken into custody. Once at the jail, he was very uncooperative and kicked the police detective who was standing behind him in the leg.

— Kaila DiMaggio, 27, Bradshaw Avenue Rear, East Liverpool, fourth-degree felony grand theft of a motor vehicle for allegedly taking a 2009 Ford Edge belonging to another woman on Nov. 16, 2024 in East Liverpool.

— Stephen Jones, 35, East Martin Street, East Palestine, third-degree felonies of strangulation and domestic violence and misdemeanor endangering children for allegedly assaulting a woman after an argument on Nov. 13, 2024 in East Palestine. A police affidavit said Jones allegedly smashed a wooden dining room chair and punched out the glass window of the microwave and struck the woman in the back with a large piece of broken dining room chair. She went upstairs and was holding a child when he allegedly grabbed her by the throat with both hands and choked her.

— Donald C. Fiore, 58, North Ellsworth Avenue, Salem, third-degree felony domestic violence and fourth-degree felony strangulation for allegedly grabbing a woman by the neck and squeezing, then striking her, causing a laceration on her lip and red marks to her neck, then throwing her to the ground in Salem on Nov. 28, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Kaleb Farnsworth, 30, Garfield Road, East Liverpool, were bound over to the county grand jury for fifth-degree felony breaking and entering and misdemeanor possessing criminal tools for allegedly entering a Maple Lane property in St. Clair Township illegally on Dec. 15, 2024 when he was caught exiting the residence in possession of a forged title for a vehicle in the garage of the vacant home. He was known to not be allowed in the residence and possessed two backpacks that contained a mask, sawmill and two catalytic converters.

During an interview with St. Clair Township officers, he allegedly admitted to taking a television and various kitchenware from the home and allegedly said one catalytic converter was from a random car in Newell, W.Va., that he cut off and the other was from a vehicle in St. Clair Township. He alleged that a woman was the driver of the vehicle that took him there multiple times and she also went inside with him and they allegedly signed the title of the vehicle in the garage to himself. He was going to take the vehicle after charging the battery. According to the police affidavit, Farnsworth allegedly had a journal that outlined target vehicles and homes in the area and what he would like to take from the residences. He was also fined $300 and sentenced to three days in jail for left of center and a 12-point suspension.

A case against Michael William Dailey, 40, North Lincoln Avenue, Salem, was bound over to the county grand jury for first-degree felony aggravated burglary. A kidnapping charge was dismissed. Dailey was attempting to remove a child after entering a Lisbon area residence unwanted. A physical altercation allegedly occurred with the homeowner and Dailey attempted to escape the residence with the child, with all three falling down the porch steps onto the front yard and the mother then retrieving the child on Nov. 28, 2024 in Center Township.

A case against Ronald Melott, 48, last known address Lacroft Avenue, East Liverpool, was bound over to the county grand jury for failure to comply, a third-degree felony, for allegedly leading police on a 9-mile long pursuit on Oct. 22, 2024 in Liverpool Township before crashing the truck he was driving over an embankment, then bailing from the truck that landed on its roof and fleeing into the nearby woods. Another felony count of failure to comply related to an Oct. 6, 2024 pursuit was dismissed since an indictment was already issued. Melott was fined $350 and sentenced to 30 days in jail, with credit for 14 days served, leaving a balance of 16 days still to serve for theft, criminal trespass and drug paraphernalia for trespassing onto a property on Old State Route 45 in Madison Township and stealing a trail camera on Sept. 8, 2024. The drug paraphernalia charge stemmed from his possession of a broken glass pipe at the scene of a vehicle crash on Aug. 17, 2024 in Wayne Township. Pretrial were set March 13 for Melott for charges of use of use of unauthorized plate, marked lanes, failure to display valid sticker and reckless operation.

A pretrial was set Jan. 16 for Eric Nathaniel Mayfield, 25, North Shadylane Drive, East Liverpool, charged with domestic violence for allegedly threatening to kill a woman and being outside yelling and threatening people on Jan. 7 in Liverpool Township.

Kirk Price, 56, Eighth Avenue Lacroft, East Liverpool, was fined $200 and sentenced to nine days in jail, with credit for nine days already served in jail, for assault for spitting in a woman’s face during an argument on Oct. 22, 2024 in Liverpool Township.

Sentencing was set Jan. 23 for Joseph Rugar, 59, Cameron Road, Wellsville, who pleaded no contest and was found guilty of violation of a protection order for sending messages to a protected person on Dec. 31, 2024 in violation of a protection order served to him on Dec. 28, 2024.

Michelle Lynn Kerr, 42, Levittsburg, was fined $150 for disorderly conduct amended from domestic violence for throwing a valance from a mini blind and attempting to strike another woman on July 7, 2024 in East Palestine.

Craig Lower, 44, Louisville, was fined $150 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served in jail for assault amended from domestic violence. He was ordered to complete 20 hours community service. Lower was accused of hitting a woman in the face twice near her eye on July 14, 2024 in West Township.

A pretrial was set April 3 for Brian Veith, 48, McDonald, Pa., charged with possessing criminal tools and engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $40, traveling to East Palestine on Jan. 8 for the meeting with the phone used to make the arrangements in his possession.

Terrence R. Fletchman Jr., 29, Warren, was fined $750 and given a suspended 180-day jail term for engaging in prostitution and possessing criminal tools. Charges of drug paraphernalia and possessing marijuana were dismissed. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course. Fletchman responded to an undercover ad of a female offering sex for hire on a known prostitution website and arranged for sexual activity with the female in exchange for $50 and a small amount of marijuana, traveling to East Palestine on Nov. 19, 2021 with the phone used to make the arrangements in his possession.

Richard Vecchio, 62, state Route 164, Lisbon, was fined $125 and sentenced to 30 days in jail, with credit for 11 days served, leaving a balance of 19 days still to serve in jail for resisting arrest and disorderly conduct after being intoxicated and walking in an active roadway on Dec. 29, 2024 in Lisbon, then physically resisting attempts to place him under arrest.

Robert Douglas, 46, Wilbert Avenue, East Liverpool, was fined $250 and sentenced to one day in jail, with credit for one day served, for criminal trespass for entering a condemned structure on Sept. 9, 2024 in East Liverpool.

Carl Lee Ours, 22, Industry, Pa., was fined $700 and sentenced to 90 days in jail, with 80 days suspended and credit for three days served, leaving a balance of seven days still to serve for failure to comply, reckless operation, a stop sign violation and failure to display. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service. On April 26, 2024 in East Liverpool, Ours fled from police attempting a traffic stop.

A pretrial was set Feb. 27 for Anthony DiBiase-Harris, 33, Youngstown, charged with trafficking in drugs, a minor misdemeanor, for allegedly offering a gift of marijuana on Dec. 21, 2024 in East Palestine.

Robert Uyselt, 54, First Street, Beloit, was fined 625 and sentenced to 90 days in jail, with 87 days suspended, leaving a balance of three days to serve in jail for operating a vehicle impaired and driving under suspension. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Meagan Conte, 36, Massillon, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for one day served in jail and three days served in a driver intervention program, for OVI. A charge of OVI refusal with prior within 20 years was dismissed. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 20 hours community service.

Brandon Marchese, 38, Warren, was fined $280 for no seat belt, driving under suspension and a red light violation.

Dylan Bredeck, 23, Park Way, East Liverpool, was fined $50 for improper lights.

A pretrial was set March 10 for Steven Spencer, 33, Butcher Road, Salem, charged with use of unauthorized plate and forfeiture.

Lonnie Laughlin, 39, Avondale Street, East Liverpool, was fined $200 for driving under suspension and a turn signal violation.

Samuel Stacey III, 50, state Route 45, Lisbon, was fined $30 for no seat belt, with no fine for driving under suspension since he was now valid.
