Grand Jury
LISBON — Kristopher Elsass, 65, state Route 517, Lisbon, was served Friday with a secret indictment issued by the Columbiana County Grand Jury for possession of cocaine, a fifth-degree felony, and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing cocaine and drug paraphernalia on July 11, 2023.

LISBON — A Canton man accused of threatening a woman and allegedly attempting to set a child on fire was sentenced to an indefinite term of two to three years in prison.
Matthew S. Jackson, 24, appeared Friday in Columbiana County Common Pleas Court for sentencing on charges of felonious assault, a second-degree felony and two counts of misdemeanor aggravated menacing for a Dec. 30, 2023 incident in Liverpool Township.
He received the indefinite sentence of two to three years for the felonious assault and 180 days each in jail for the aggravated menacing charges, with all to be served at the same time.
He received credit for 390 days served in jail.
According to an affidavit filed in county Municipal Court in the case against Jackson, he was accused of shooting out a woman’s window at her house in Liverpool Township with a BB gun, becoming aggressive and threatening to punch her in the back of the head and kill her, then taking out a torch lighter and allegedly attempting to set a 3-month-old child on fire, continuing to threaten the woman before he ran out the door.
A first-degree felony charge of aggravated arson will be dismissed as part of the plea agreement.
Also in Common Pleas Court:
— Jesse Sands, 34, 18th Street Heights, Wellsville, was sentenced to nine months in prison for grand theft of a motor vehicle, a fourth-degree felony, with credit for one day served in jail. He was ordered to pay restitution of $450 to Six Recycling. Sands was accused of stealing a 2009 Chevy Malibu from Six Recycling on June 28, 2023.
— Denise Edmond, 46, Irondale, was ordered to serve three days in the county jail for violating the terms of her intervention plan for aggravated possession of drugs, a fifth-degree felony, with the plan then dishonorably terminated. She will remain on community control. She was accused of possessing oxycodone on June 3, 2022.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Homer Scott Linger, 49, West Sixth Street, East Liverpool, was bound over to the county grand jury for second-degree felony burglary. Linger was accused of allegedly breaking into an apartment in East Liverpool on Jan. 18, allegedly seen by the residents running from the apartment with a bag of potatoes and cigarettes in his hands. Linger was fined $200 and sentenced to 30 days in jail, with credit for six days served, leaving a balance of 24 days to serve in jail for criminal damaging for slashing a woman’s tires on Feb. 21, 2024 in East Liverpool.
Cases against Christopher Osborne, 44, Riley Avenue, East Liverpool, were bound over to the county grand jury for third-degree felony failure to verify change of address and fourth-degree felony domestic violence. Osborne allegedly registered a Wellsville address with the county sheriff’s office in October 2014 as required since he’s a Tier II sex offender, but then listed an address in East Liverpool when he was booked into the county jail on Jan. 19. He was required to notify the sheriff’s office 20 days prior to changing his address, an affidavit said. The domestic violence charge stemmed from him allegedly busting through a door and charging at a woman, then shoving her into a wall, causing her to drop to her knees on Jan. 19 in East Liverpool. The domestic violence charge was originally filed as a misdemeanor, but was dismissed and refiled as a felony.
Cases against Nashua Jenkins, 27, South Lincoln Avenue, Salem, were bound over to the county grand jury for fourth-degree felony strangulation and misdemeanor domestic violence for allegedly assaulting a woman on Jan. 20 in Salem, choking her during the altercation.
A case against Heidi Gallagher, 59, West Sixth Street, East Liverpool, was bound over to the county grand jury for fifth-degree felony receiving stolen property for allegedly using a stolen debit card to pay a cell phone bill and buy items at two businesses on May 10, 2024. The debit card was stolen in New Waterford on May 9, 2024.
A preliminary/pretrial hearing was set Feb. 3 for Rusty Ray Altman, 52, Cream Ridge Road, Lisbon, charged with fourth-degree felony aggravated menacing and misdemeanor domestic violence for allegedly threatening a woman and her son during a phone conversation on Jan. 6 in the Rogers area, making threat of violence with a knife and firearm.
A preliminary hearing was set Feb. 3 for William McFarland Jr., 33, Lisbon Road, Salem, charged with third-degree felony having weapons while under disability for allegedly having a 9mm pistol in his possession on Jan. 26 in Salem when he was prohibited from having a weapon due to a previous felony conviction.
A preliminary hearing was set Feb. 13 for Augustina Newman, 51, Cleveland, charged with fifth-degree felony possession of drugs for allegedly possessing illegal narcotics during a traffic stop in Fairfield Township on Jan. 10.
A pretrial was set Feb. 6 for Jesse David Rambo, 33, West Martin Street, East Palestine, charged with assault for allegedly shoving a woman against the wall after arriving at an East Palestine apartment high or inebriated and yelling at her and calling her vulgar names, then flipping over a table on Jan. 24.
A pretrial was set April 15 for Sara Klein, 28, Oak Street, Lisbon, charged with aggravated menacing, endangering children and domestic violence for allegedly throwing a plastic bottle full of vitamins at a man during a domestic on Jan. 23 in Lisbon in an attempt to hit him with the bottle. During the incident, she was also holding a 10-month-old child in her arm while trying to rip a flatscreen television off of the wall during an argument.
A pretrial was set March 25 for Frank Phillips, 28, Newgarden Avenue, Salem, charged with violation of a temporary protection order for allegedly being inside a vehicle with a protected person on Jan. 26 in Columbiana.
A pretrial was set Feb. 27 for Adyn A. Magada, 19, Youngstown, charged with unlawful sexual conduct with a minor for allegedly having sexual conduct with a 15-year-old male in a vehicle in a parking lot at Firestone Park in Columbiana on Jan. 26.
A pretrial was set April 1 for Raymond C. Gay, 36, Cortland, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $120 from an undercover agent, driving to Salem on Jan. 24 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set March 31 for Ethan Samuel Hart, 19, East Washington Street, Lisbon, charged with resisting arrest and disorderly conduct for allegedly failing to leave an East Liverpool establishment after being told numerous times to leave on Jan. 19 when police were called to the bar for a fight. When told he was under arrest, he resisted.
A pretrial was set March 27 for Allen Vancooney, 29, listed as homeless, Salem, charged with theft and criminal trespass for allegedly trespassing at the Salem Walmart on Dec. 15, 2024 after being trespassed from the business, attempting to scan several items totaling $327 and trying to leave without paying.
A pretrial was set March 20 for Brandy Allison, 42, New Cumberland, W.Va., charged with obstructing official business and possess instruments to ingest for allegedly hiding a glass narcotics pipe with burn marks and residue in her underwear after a traffic stop on May 16, 2020 in Perry Township.
Megan Douds, 30, Primrose Lane, East Liverpool, was fined $300 for obstructing official business for failing to comply with commands to show her hands while police were conducting a drug search at an East Liverpool home on First Avenue on April 23, 2024.
A sentencing hearing was set Feb. 11 for Jared Ault, 39, Fairfield Avenue, Columbiana, who pleaded no contest and was found guilty of theft for stealing an alcoholic beverage on Jan. 25 from Duke & Duchess in Columbiana. He was fined $250 for driving under suspension.
A pretrial was set April 1 for Kathleen Parks, 63, Broadway Avenue, Wellsville, charged with theft for allegedly taking a $500 gift card from the office at Dollar General in Wellsville on Dec. 15, 2024. Parks was a former employee of the store.
A pretrial was set Feb. 25 for Ryan Pritt, 43, Lisbon Street, East Liverpool, charged with drug paraphernalia for allegedly possessing two pill bottles with various pills not prescribed to him, a $1 bill folded up with an unknown powder inside and a burnt glass pipe during a traffic stop on Dec. 28, 2024 in St. Clair Township.
A pretrial was set March 24 for Brian Ensminger, 41, Steubenville, charged with possession of drug paraphernalia for allegedly possessing multiple glass narcotics pipes with burnt ends during a traffic stop on Jan. 26 in Lisbon. He was fined $50 for expired plate.
Dylan Davis, 25, Bacon Avenue, East Palestine, was fined $575 and given a suspended 30-day jail term for physical control amended from operating a vehicle impaired first offense and lighted lights required. Another OVI charge was dismissed. He was ordered to complete 20 hours community service.
A pretrial was set April 1 for Mark McCauley, 67, Mars, Pa., charged with OVI first offense, OVI breath first offense and failure to display valid sticker.
Cheyanne Gorby, 26, New Cumberland, W.Va., was fined $950 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and failure to control. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 20 hours community service.
Matthew Lawrence, 38, Dyke Road, Negley, was fined $330 and given a suspended 60-day jail term for failure to stop after an accident, no seat belt and reasonable control. He was ordered to complete 40 hours community service.
Michael Caligiuri, 65, Southridge Drive, Salem, was fined $300 for speeding and no license amended from driving under suspension.
A pretrial was set April 1 for Ricky Hendricks, 41, Ooltewah, Tenn., charged with failure to stop after an accident and assured clear distance.
A pretrial was set March 20 for Stephen Strawderman, 40, West Eighth Street, Salem, charged with driving under suspension, failure to display valid sticker and no seat belt.
Macey Lynn Blair, 28, Woodbine Avenue, East Liverpool, was fined $75 for texting while driving.
