Grand Jury

LISBON — An East Liverpool man accused of possessing methamphetamine, fentanyl and another drug was served Saturday with a secret indictment issued by the Columbiana County Grand Jury.

Jason McEldowney, 38, Ravine Street, was charged with second-degree felonies of aggravated possession of drugs and possession of fentanyl-related compound and misdemeanor possession of drugs, along with specifications for forfeiture of money in a drug case.

On July 13, 2024, McEldowney allegedly possessed $60, xylazine, methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk and fentanyl in an amount equal or greater than 10 grams but less than 20 grams.

Also served with secret indictments recently were:

— April Foutts, 56, Calcutta Smith Ferry Road, East Liverpool, fifth-degree felony aggravated possession of drugs and third-degree felony tampering with evidence for alleged possessing methamphetamine and tampering with evidence on June 8, 2022.

— Ronald Melott, 48, Riverside, East Liverpool, third-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing from police on Oct. 6, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Shane Laflame, 23, South Union Avenue, Salem, were bound over to the county grand jury for fourth-degree felony carrying a concealed weapon and misdemeanor aggravated menacing for allegedly pulling out a knife and having his hands toward the victim during an incident at the Foundry on South Broadway Avenue in Salem on Dec. 20. An affidavit said police were called there for a fight, with the incident caught on video security footage. The victim told police the defendant thrust the knife toward him.

A case against Kassi Snay, 27, Malone Road, Salineville, was bound over to the county grand jury for third-degree felony escape for allegedly removing a GPS ankle bracelet from the county jail while she was an inmate being treated at Salem Regional Medical Center in the emergency room, walking out and leaving on foot on Dec. 12. She was not accompanied by a deputy and signed a form that explained she could be charged with escape if the walked away. She was located by Salem police officers at North Union Avenue and East Third Street.

A preliminary/pretrial/status conference hearing was set Jan. 6 for Christian Matthew Bell, 29, last known address Youngstown, charged with second-degree felony burglary, third-degree felony theft, fourth-degree felony theft and misdemeanors of assault, criminal damaging, and four counts of theft. On Aug. 28, 2024 in East Liverpool, Bell allegedly entered another man’s home while he was at work and stole several items, including a video game system, a firearm and $2,000 cash. Police collected security footage that showed the defendant entering and exiting the home. On Aug. 27, 2024, Bell allegedly stole razors, deodorant and soap from Dollar Tree in East Liverpool. On Aug. 22, 2024, Bell was accused of assaulting a man in East Liverpool when he threw a rock at him, striking the victim in the elbow and causing him to fall to the ground while he was walking his dog. On July 23, 2024, he allegedly stole a woman’s phone and tablet without her knowledge in East Liverpool and on July 29, 2024 he allegedly stole a man’s phone and tablet in East Liverpool without consent. On March 27, 2023, he allegedly threw a brick at another man’s GMC Envoy and allegedly used a collapsible wand to strike the passenger side window, leaving marks.

A preliminary/pretrial hearing was set Jan. 9 for Ronald Melott, 48, Lacroft Avenue, East Liverpool, charged with two counts of failure to comply, a third-degree felony, and misdemeanors of drug paraphernalia, use of unauthorized plate, marked lanes, failure to display valid sticker, reckless operation, theft and criminal trespass. On Oct. 22, 2024 in Liverpool Township, Melott allegedly led police on a 9-mile long pursuit before crashing the truck he was driving over an embankment, then bailing from the truck that landed on its roof and fleeing into the nearby woods. Melott was allegedly involved in another police pursuit on Oct. 6, 2024 in Liverpool Township when he allegedly almost crashed into the rear of another vehicle on the Jennings Randolph Bridge and bailed from the vehicle in an open field and fled on food in Hancock County, West Virginia. He was found lying in tall brush under a small tree and taken into custody. On Sept. 8, 2024, Melott allegedly trespassed onto a property on Old State Route 45 in Madison Township and stole a trail camera. Melott allegedly possessed a torch light commonly used with drug paraphernalia and a broken glass pipe was found on the driver side of the vehicle at a crash scene on Aug 17, 2024 in Wayne Township.

A pretrial was set Jan. 9 for Brandon Shaffer, 28, Wood Aly, Washingtonville, charged with domestic violence for allegedly head butting a woman and pushing her around on Dec. 28 in Washingtonville.

A pretrial was set Jan. 13 for Brittany Ruf, 31, West Main Street, New Waterford, charged with assault for allegedly punching another woman in the face on Dec. 29 in New Waterford after the other woman asked her to stop cursing and failed to leave Ruf’s property when asked to leave several times.

A pretrial was set Jan. 9 for Richard Vecchio, 62, state Route 164, Lisbon, charged with resisting arrest and disorderly conduct after allegedly being intoxicated and walking in an active roadway on Dec. 29 in Lisbon, then physically resisting attempts to place him under arrest.

A pretrial was set Jan. 13 for Jason Lee McEldowney, 38, Ravine Street, East Liverpool, charged with two counts of theft and two counts of criminal trespass for allegedly trespassing at Dollar Tree in East Liverpool on Dec. 22 after being told on Oct 23, 2023 that he could no longer enter the store. He was also accused of stealing three bags of gummy bears and four bottles of chocolate milk from the store. Also on Dec. 22 in East Liverpool, he stole items from Giant Eagle and also trespassed at the Dollar General, knowing he was trespassed from the store in March 2024 and wasn’t allowed to enter.

Justin Theodore, 30, state Route 45, Lisbon, was fined $150 and given a suspended 30-day jail term for domestic violence for threatening to punch a woman on Dec. 19 in Madison Township.

A pretrial was set April 3 for Donald Cornwell, 24, North Market Street, Lisbon, charged with menacing for allegedly sending threatening text messages to another man in Lisbon on Dec. 16.

A pretrial was set March 27 for Misty Lynn Tice, 41, Anderson Avenue, Wellsville, charged with criminal mischief for allegedly tampering with equipment at East Liverpool City Hospital while under the influence of drugs, trying to take phones and medical equipment in the presence of a police officer on Dec. 29 in East Liverpool.

A pretrial was set March 6 for Tricia Watson, 41, Fair Avenue, Salem, charged with obstructing official business and disorderly conduct. Perry Township police received a call about a woman laying in the ditch and walking in the road in the 1700 block of Depot Road on Dec. 28, 2024 and when police arrived, she continued to walk as an officer was attempting to talk to her, causing a risk to herself. A police affidavit said she took off running and was tased.

A pretrial was set March 27 for Christina Penn, 39, Warren Avenue, East Liverpool, charged with obstructing official business for allegedly giving police false information about her identify during a traffic stop when she was a passenger on Dec. 28 in East Liverpool.

A pretrial was set March 4 for Melissa Barnhart, 45, 15th Street, Wellsville, charged with obstructing official business for allegedly not making herself known to police executing a narcotics search warrant one Dec. 19, 2024 in St. Clair Township. She was allegedly on the phone with a relative and did not follow police commands while they were clearing the property.

A pretrial was set April 3 for Timothy Keyes, 45, Empire, charged with two counts of drug paraphernalia for allegedly possessing an open baggie containing a white powder residue during a traffic stop on Dec. 17 in St. Clair Township. While St. Clair Township officers were executing a search warrant on Dec. 19, Keyes allegedly had a scale with white powder residue in his room.

A pretrial was set Feb. 20 for Sterling Henry, 26, Boardman, charged with drug paraphernalia for allegedly possessing a burnt glass meth pipe during a traffic stop when he was a passenger on Dec. 27 in East Liverpool.

A pretrial was set March 11 for Robert Guy, 60, East Liverpool Road, Lisbon, charged with drug paraphernalia for allegedly possessing a cut straw with an unknown power/crystal substance on it when police executed a narcotics search warrant at a residence in St. Clair Township on Dec. 19.

A pretrial was set April 3 for Mariah Beaver, 33, Lang Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt glass crack pipe on Dec. 16 in East Liverpool.

Derek Thompson, 30, Chester Avenue, Wellsville, was fined $75 for disorderly conduct for yelling and throwing himself against vehicles in the Giant Eagle parking lot in East Liverpool on Dec. 18, acting erratically.

A pretrial was set March 11 for Adam Neider, 35, Carrollton, charged with operating a vehicle impaired first offense, OVI refusal with prior within 20 years and marked lanes.

A pretrial was set April 1 for Mark Kalin, 67, North Canton, charged with OVI second offense.

A pretrial was set Feb. 13 for Jordan Scheller, 23, South Elm Street, Columbiana, charged with OVI first offense, OVI breath first offense, failure to reinstate and speeding.

A court trial was set Jan. 14 for James Allen Duncan, 22, Salem Grange Road, Salem, charged with assured clear distance.

A pretrial was set April 3 for Steven Cunningham, 54, Sixteen School Road, Irondale, charged with driving under suspension and a tail lights violation.

A pretrial was set Feb. 20 for Dalton Culler, 21, East Martin Street, East Palestine, charged with driving under suspension.

A pretrial was set March 6 for Dylan Walsh, 23, Lacroft Avenue, East Liverpool, charged with no valid license, use of unauthorized plate and a stop sign violation.
