LISBON — Jessica Cain, 40, East Fourth Street, East Liverpool, was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for possession of fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on Dec. 9, 2022.

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 23 for Jeffrey Knoblock, 26, Taylor Road, Rogers, for fourth-degree felonies of domestic violence and disruption of public services for causing issues while intoxicated, knocking the phone out of a man’s hands when he was attempting to call 911 and having a physical altercation over the phone and then continuing to yell and make threats after the victim ran into a bedroom and locked the door to continue dialing 911.

A preliminary/pretrial hearing was set Dec. 30 for Shane Laflame, 23, South Union Avenue, Salem, charged with fourth-degree felony carrying a concealed weapon and misdemeanor aggravated menacing for allegedly pulling out a knife and having his hands toward the victim during an incident at the Foundry on South Broadway Avenue in Salem on Dec. 20. An affidavit said police were called there for a fight, with the incident caught on video security footage. The victim told police the defendant thrust the knife toward him.

A preliminary/pretrial hearing was set Jan. 27 for Drew K. Browne, 24, Whippoorwill Avenue, Hanoverton, charged with fourth-degree felony theft, and misdemeanor assault and criminal trespass. On Dec. 20, Browne allegedly walked toward the bouncer/victim and swung attempting to strike the victim’s face during a fight at the Foundry on South Broadway Avenue, Salem. The affidavit said Browne continued to fight with the victim then began to fight with a separate patron, with the incident on security footage. On Dec. 2 in Salem, he allegedly took a woman’s vehicle without permission. The trespassing charge stemmed from an incident Oct. 24 at Guilford Lake Estates, Spillway Road, Lisbon in Hanover Township when he was allegedly seen on video walking into the mailroom.

A pretrial was set Dec. 30 for Justin Theodore, 30, state Route 45, Lisbon, charged with domestic violence for allegedly threatening to punch a woman in the side of the head and beat the heck out of her on Dec. 19 in Lisbon.

Joseph Weyand, 48, McKinnon Avenue, East Liverpool, was fined $100 and sentenced to 180 days in jail, with 120 days in jail and credit for nine days served, leaving a balance of 51 days still to serve for domestic violence amended from a felony to a misdemeanor. He was ordered to complete 40 hours community service. He was accused of placing his thumb in a woman’s mouth causing a cut during a domestic on Dec. 9 in St. Clair Township.

Richard Henline, 30, Roberts Road, Leetonia, was fined $500 and sentenced to 180 days in jail, with 120 days suspended and credit for 11 days served, leaving a balance of 49 days still to serve for domestic violence. He was ordered to complete 40 hours community service. Henline was accused of punching a woman in the face during an argument on Dec. 7 in Fairfield Township.

David Mercer, 55, U.S. Route 62, Beloit, was fined $500 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served, for falsification. He was ordered to complete 80 hours community service. Mercer was accused of signing his sex offender registration to confirm his address and the sheriff’s office learned it was not his address.

A pretrial was set March 24 for Todd Kelly, 62, Park Court, Columbiana, charged with disorderly conduct-intoxication for allegedly admitting to trying to get into an apartment in Columbiana in the early morning of Dec. 9 because he thought it was his own, with the victim saying he was knocking on the windows and demanding to be let in, which scared her. He was found lying outside the door to the apartment and was very intoxicated, a police affidavit said.

A pretrial was set March 3 for Hope Marie Steed, 26, South Lundy Avenue, Salem, charged with operating a vehicle impaired second offense, OVI breath second offense and speeding.

A pretrial was set March 24 for Kevan Merriman, 63, Lang Street, East Liverpool, charged with OVI first offense and reasonable control.

David Vaughn, 62, West Main Street, Salineville, was fined $925 and sentenced to 180 days in jail, with 170 days suspended, leaving a balance of 10 days to serve in jail for OVI and marked lanes. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Trisha Hartley, 43, Penn Avenue, East Liverpool, was fined $200 for driving under suspension.

Gregory Curtis, 26, Beechwood Road, Salem, was fined $50 for a red light violation, with a charge of driving under suspension dismissed.

A pretrial was set Feb. 6 for Sydney Huffnagle II, 31, Salineville Road NE, Mechanicstown, charged with driving under suspension and a tail lights violation.

A pretrial was set March 13 for Jennifer Whaley, 44, Maplewood Drive, Columbiana, charged with failure to reinstate.

A pretrial was set March 24 for Beau Manley, 41, Wood Street, East Palestine, charged with driving under suspension.

A pretrial was set March 27 for Leana Hall, 29, Akron, charged with driving under suspension and traffic control devices.
