Grand Jury
LISBON — Several drug defendants were served recently with secret indictments issued by the Columbiana County Grand Jury, including:
— Bryan Veglia, 32, Ruth Street, East Liverpool, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Feb. 10, 2024.
— Chad Lang Jr., 30, Lincoln Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on July 11, 2024.
— Steven Faulkner, 40, South Middle Street, Columbiana, two counts aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine and oxycodone on Dec. 14, 2023.
— Scott Allen Dean, 41, Benton Road, Salem, four counts aggravated possession of drugs, a fifth-degree felony, and specifications for forfeiture of money in a drug case, for allegedly possessing $229, methamphetamine and THC on July 10, 2023, for allegedly possessing psilocyn on Sept. 28, 2023 and for allegedly possessing $39 and methamphetamine on Oct. 2, 2023.

LISBON — A Canton man accused of threatening a woman and allegedly attempting to set a child on fire pleaded guilty Friday to felonious assault and two counts of aggravated menacing.
The most serious charge against 24-year-old Matthew Jackson for first-degree felony aggravated arson was dismissed.
Sentencing for the two misdemeanor menacing charges and the felonious assault, a second-degree felony, was set for Jan. 24 in Columbiana County Common Pleas Court.
Jackson had been found competent to stand trial by Judge Megan Bickerton, with the decision based on an evaluation by the Forensic Psychiatric Center of Northeast Ohio.
He was indicted earlier this year for multiple charges related to a Dec. 30, 2023 incident in Liverpool Township.
According to an affidavit filed in county Municipal Court in the case against Jackson, he allegedly shot out a woman’s window at her house with a BB gun, became aggressive and threatened to punch her in the back of the head and kill her, then took out a torch lighter and allegedly attempted to set a 3-month-old child on fire, continuing to threaten the woman before he ran out the door.

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 2 for Donovain Casey, 18, last known address Roller Coaster Road, Lisbon, charged with second-degree felony robbery for allegedly approaching a juvenile with a knife and stealing the boy’s cell phone before fleeing the area on foot on Oct. 29 in Salem. The victim was riding a bike on Ohio Avenue at the time and reported Casey was wearing a ski mask during the incident. Bond was set at $75,000 cash or surety and he was ordered to have no contact with the victim and to have no firearm or weapons.
A preliminary hearing was set Jan. 6 for Randy Reese, 35, Youngstown, charged with promote prostitution-transport across state lines for sex for hire, a fourth-degree felony, and possessing criminal tools, a fifth-degree felony, for allegedly driving a woman to a sex for hire meeting in East Palestine on Nov. 23, with at least one of the phone numbers the woman used to communicate with an undercover agent allegedly coming from Reese’s phone.
A preliminary/pretrial hearing was set Dec. 2 for Edward Pittman, 42, Youngstown, charged with third-degree felony tampering with evidence and misdemeanors of obstructing official business, illegal use or possession of drug paraphernalia and driving under suspension. Pittman allegedly claimed he was not the person officers were looking for when they arrived on Nov. 22 in Salem for a warrant check. After he was taken into custody, a pill bottle with a bag for storage of dangerous drugs was found during a search and he attempted to grab the pill bottle and an officer’s hands trying to destroy or remove the evidence.
A pretrial was set March 6 for Sally Jo Stanley, 59, Leslie Road, Lisbon, charged with theft and two counts of domestic violence for allegedly pushing a woman from a chair and getting on top of her, attempting to punch her in the face, which the victim blocked with her arms. While the victim was on the ground, Stanley allegedly started to kick her in the legs, back and head multiple times before taking the victim’s phone and leaving on Aug. 4 in East Liverpool.
Olivia Dailey, 19, Lexington Avenue, Salem, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from assault. She was ordered to complete 20 hours community service and to have no contact with the victim. Dailey was accused of striking a man in the face while he was checking out at the self-checkout register at the Salem Walmart on July 20.
A pretrial was set March 3 for Ronald Buzzard, 47, Cleveland Avenue, East Liverpool, charge with domestic violence for allegedly causing physical harm to a woman after throwing her on the ground during a fight on Nov. 12 in East Liverpool.
A pretrial was set Dec. 2 for Kristen Russell, 34, St. John Street, East Liverpool, charged with domestic violence for allegedly grabbing a man by his face and sweatshirt and threatening to beat his face in after a confrontation in East Liverpool on Nov. 23.
Seaton Ruffner, 41, Union Ridge Road, Negley, was fined $200 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for domestic violence. Ruffner was ordered to complete 20 hours community service and have no contact with the victim. Ruffner was accused of trying to hit a juvenile girl after swinging a frying pan in her direction on Aug. 20 in Salem.
A pretrial was set Feb. 3 for Cheyenne Elizabeth Weaver, 21, Youngstown, charged with soliciting and possessing criminal tools for allegedly offering sex for hire on a known prostitution website and arranging to meet an undercover agent for sexual activity in exchange for money, then traveling to East Palestine on Nov. 23 for the meeting.
Robert P. Acri, 30, Canfield, was fined $250 for disorderly conduct amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to forfeit $100 to the Mahoning Valley Human Trafficking Task Force. Acri was accused of requesting sexual conduct for an agreed upon price of $100 from an undercover agent, driving to Salem on Sept. 20 for the meeting with the phone used to make the arrangements in his possession.
Hang Yin, 34, Wadsworth, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to forfeit $100 to the Mahoning Valley Human Trafficking Task Force, and to complete 20 hours community service and an online prostitution prevention course. Yin was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $100 and then traveling to Salem for the meeting on June 13 with the phone used to make the arrangements in his possession.
Timothy Boggs, 32, Glenn Street, East Liverpool, was fined $850 and sentenced to 180 days in jail, with 145 days suspended and credit for 35 days already served, for criminal trespass, assault and obstructing official business. He was ordered to complete 40 hours community service. Boggs was accused of threatening a woman with a large crow bar before grabbing her by the throat and pinning her to the hood of her vehicle in the driveway and state Route 154 property in Middleton Township on May 4, 2024. He was accused of trespassing at a property in St. Clair Township on July 29, 2023. On July 28, 2022 on Sprucevale Road, Rogers, Boggs was accused of failing to follow commands of deputies to come out of a camper and was found hiding in the bathroom after deputies forced entry.
Aaron Francis, 39, Youngstown, was $450 and sentenced to 90 days in jail, with credit for 21 days served, leaving a balance of 69 days still to serve in jail for violation of a protection order, obstructing official business and criminal trespass for violating the terms of a protection order by being with a protected person while they were both allegedly attempting to get into vehicles in East Liverpool on Nov. 3. He was also accused of trespassing on an East Liverpool property and fleeing into the woods when police found him there on Oct. 31.
A pretrial was set Dec. 5 for Justin Michael-Lee Buckel, 32, Dakota Street, East Liverpool, charged with menacing for allegedly sending threatening text messages to a woman and threatening her during a phone call on Nov. 1 in East Liverpool.
A pretrial was set Dec. 2 for Sean Victor, 39, Steubenville Pike Road, Lisbon, charged with weapons while intoxicated and aggravated menacing for allegedly sending a text message threatening to come to a Lisbon residence and shoot people on Nov. 24. When deputies arrived at his residence, he was holding a glass beer bottle and witnesses said he arrived there with a pistol, which he laid on a table inside the residence.
Karly Golden, 21, Wyoming Avenue, East Liverpool, was fined $1,225 and sentenced to 90 day in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired, marked lanes and obstructing official business. A charge of disorderly conduct was dismissed. Her driver’s license was suspended for one year, with driving privileges granted. Golden was accused of interfering with the arrest of another person by trying to pull police away on Sept. 21 in East Liverpool. She was also disruptive by yelling and refusing to desist when ordered by police while she was allegedly intoxicated.
A pretrial was set March 3 for Cory Haueter, 38, last known address North Ellsworth Avenue, Salem, charged with possessing drug abuse instruments, obstructing official business and possession of drug paraphernalia. On Nov. 22, Haueter was taken into custody on a warrant and possessed three hypodermic needles and a clear pipe with burnt residue commonly used for narcotics. During his arrest, he obstructed officers trying to take him into custody by fleeing to a back room and attempting to get into the garage.
Levi Stamp, 32, Columbia Street, Salem, was fined $300 and given a 90-day suspended jail term for failure to comply. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service. Stamp fled from Leetonia police attempting a traffic stop on May 13.
Dennis Quinn, 64, Southeast Boulevard, Salem, was fined $140 for possess instruments to ingest, a stop sign violation and a turn signal violation. During a traffic stop on Nov. 22, Quinn possessed a glass pipe with burn marks and residue inside. A probation violation hearing was set Feb. 6 for charges of violation of a protection order and theft from earlier this year when he violating a protection order by texting a protection person on March 1 in Rogers and failed to scan and pay for $273 worth of items at the Salem Walmart on May 15.
Shanna Mathes, 21, Benton Road, Salem, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs merged with a charge of operating a vehicle impaired. A left of center charge was dismissed. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
A pretrial was set March 3 for Christopher Stauffer, 42, North Road, Beloit, charged with OVI first offense, driving under suspension and a turn signal violation.
A pretrial was set March 3 for Domingo Calel, 38, North Lundy Avenue, Salem, charged with OVI first offense, OVI refusal with prior within 20 years and expired license.
A pretrial was set Feb. 3 for Brianne Lou Trump, 33, Alliance, charged with driving under suspension and no seat belt.
A pretrial was set Feb. 25 for Justin Davis, 40, St. Clair Avenue, East Liverpool, charged with driving under suspension.
Madalyn Thrasher, Georgetown Road, Homeworth, was fined $150 for an equipment violation amended from failure to control.
A driving under suspension charge against Lyndsey Meredith, 32, Riverside Avenue, Wellsville, was dismissed.
Julia Soules, 43, Georgetown Road, Salem, was fined $200 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for reckless operation amended from physical control. She was ordered to complete 40 hours community service.
