Grand Jury
LISBON — Josiah Laughlin, 25, state Route 7, Rogers, was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 4, 2022.

LISBON — A Warren man accused of owing child support had his case dismissed recently due to the child being adopted by a third party.
Scott Kreps, 54, had been indicted last year for one count of nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for one child from July 4, 2021 to July 2, 2023.
A Common Pleas Court judge dismissed the indictment after the prosecutor’s office file a motion for dismissal, writing that because the child had been adopted by a third party, the defendant no longer has a duty to support the minor child.

— Richard Rice, 52, Alliance, pleaded guilty to fourth-degree felony receiving stolen property for being in possession of a stolen 2019 Toyota 4Runner on Jan. 9. Sentencing was set for Jan. 17.
— Joseph Giralico, 40, Quay Road, Negley, pleaded guilty to possession of fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Feb. 17, 2022. Sentencing was set for Jan. 17.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Matthew Spack, 37, state Route 172, Lisbon, was bound over to the county grand jury for second-degree felony pandering obscenity involving a minor and fifth-degree felony illegal-minor in nudity-oriented material. On June 17 and 18 and Sept. 30, Spack was accused of creating, reproducing or publishing videos depicting children engaging in sexual activity. When officers executed a search warrant at his house, images depicting minor females in a state of nudity were found on his cell phone.
Cases against William Dale Jacquet, 30, Canton, were bound over to the county grand jury for second-degree felony burglary, fifth-degree felony receiving stolen property, third-degree felony tampering with evidence and misdemeanor drug paraphernalia and criminal trespass for allegedly breaking into a woman’s garage in East Liverpool on Oct. 11 and taking multiple items. Jacquet allegedly possessed a glass smoking pipe with white residue during a traffic stop on Nov. 11 in Liverpool Township after the pipe fell from his pant leg.
Cases against Nicholas Wolfe, 45, East Washington Street, Lisbon, were bound over to the county grand jury for third-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing. Wolfe was accused of allegedly grabbing a woman by the throat so she could not breathe, pushing her to the ground, causing her to hit her head and kicking her in the head during a domestic on Oct. 15 in Salem. He allegedly threatened to kill her if she called police.
A case against Ryan Pritt, 42, Lisbon Street, East Liverpool, was bound over to the county grand jury for vandalism, a fifth-degree felony, for allegedly removing the fuses from a truck on Oct. 10, forcing the owners to purchase new fuses to get the vehicle running again.
Cases against Indya Spann, 24, Commerce Street, Wellsville, were bound over to the county grand jury for complicity, a second-degree felony, and misdemeanor driving under suspension. Charges of use of unauthorized plate and speeding were dismissed. Swann was accused of allegedly being the driver for two others accused of breaking into a woman’s garage in East Liverpool and taking several items on Oct. 11.
A pretrial was set Feb. 27 for Lucas Christman, 29, Edgewood Drive, Salem, charged with domestic violence for allegedly shoving a juvenile’s face into a wall during an argument on Nov. 20 in Salem.
A pretrial was set Jan. 30 for Shaun Edward Bednarek, 52, Summerset Road, East Liverpool, charged with two counts of public indecency expose private parts for allegedly showing a picture of his private parts on his phone at the clerk’s window at the BP gas station in St. Clair Township on Nov. 7, and then going inside the gas station and showing his private parts to the clerk and a customer. According to a police affidavit, a picture of his private parts was found on Bednarek’s phone.
Albert McVay, 61, Trinity Church Road, Lisbon, was fined $100 and sentenced to five days in jail, with five days suspended, for possession of drug abuse instrument for possessing two needles and plastic baggie containing a white powdery substance during a search incident to his arrest for an active warrant on Nov. 16 in Salineville. A fifth-degree felony charge of breaking and entering was dismissed by the state. He had been accused of allegedly breaking into the Conex building in Salineville on Oct. 30.
Wilbert E. Faulk, 65, Minerva Street, East Liverpool, was fined $400 and sentenced to 180 days in jail, with 160 days suspended and credit for nine days served, leaving a balance of 11 days still to serve for domestic violence and criminal trespass. He was ordered to complete 40 hours community service and to have no contact with the victim. Faulk was accused of entering a woman’s detached garage on Nov. 4 in East Liverpool and on Nov. 11 in East Liverpool, striking a woman in the arm several times and threatening to burn the house down with household members inside.
Kane Robert Moore, 29, Washington, Pa., was fined $1,525 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired first offense, engaging in prostitution, possessing criminal tools and open container. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 60 hours community service and an online prostitution prevention course. He was ordered to forfeit $300 to the Mahoning Valley Human Trafficking Task Force. Moore responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $300 and marijuana, then drove to East Palestine for the meeting with the phone used to make the arrangements in his possession, along with marijuana. He also possessed an open container of alcohol.

Wilson Peake, 63, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $180, then traveling to East Palestine on Nov. 20 for the meeting, with the phone used to make the arrangements in his possession.
Omro Mousa Ghaith, 21, Youngstown, was fined $500 and given a suspended 30-day jail term for two counts of disorderly conduct amended from engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention court. He was also ordered to forfeit $27 to the Mahoning Valley Human Trafficking Task Force. Ghaith was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $100 and then traveling to Salem for the meeting with the phone used to make the arrangements in his possession.
Christopher Graham, 48, Broadway Avenue, Wellsville, was fined $200 and given a suspended 90-day jail term for theft. He was ordered to complete 80 hours community service and to stay out of the Calcutta Walmart. Graham was accused of failing to scan and pay for 24 items totaling $170 at the Calcutta Walmart.
A pretrial was set Jan. 27 for Mark Stewart, 58, North Ellsworth Avenue, Salem, charged with theft for allegedly failing to complete work at a Tower Road, Salem property after being paid $1,500 on Aug. 29, 2023 to do the work. He failed to return the money.
A pretrial was set Jan. 30 for Harold Dunlap, 67, West School Street, East Rochester, charged with receiving stolen property for allegedly having four stolen DVD movies in his possession on July 16.
A pretrial was set Feb. 27 for Jennifer Keyser, 41, First Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for 11 items valued at $141 from the Calcutta Walmart on Aug. 10.
A pretrial was set Feb. 27 for Jennifer Zackasee, 41, Prospect Street, Salem, charged with theft for allegedly concealing $71 worth of merchandise and leaving Salem Giant Eagle without paying on Nov. 1.
A pretrial was set Jan. 27 for Susan Mullins, 55, Scroggs Road, Lisbon, charged with weapons while intoxicated for allegedly holding a loaded firearm to a man’s head during an incident on Oct. 21 while she was intoxicated, then placing the loaded firearm in the kitchen drawer.
Six counts of failure to file city income tax return were dismissed against Mariah Peachey, no age listed, West Fourth Street, East Liverpool. The charges alleged that Peachey failed to file East Liverpool city income tax returns from 2018 through 2023.
A pretrial was set Feb. 25 for Levi Bryarley, 20, Church Street, Salineville, charged with possession of marijuana drug paraphernalia for allegedly possessing a weed bowl on Nov. 13 in Lisbon.
Dawson Mayfield, 19, Williams Avenue, East Liverpool, was fined $500 and given a suspended 180-day jail term for misdemeanor possession of drugs amended from fifth-degree felony possession of cocaine for possessing two bags with an unknown white powder inside that tested positive for cocaine during a traffic stop on June 14 in East Liverpool. Mayfield was ordered to complete 80 hours community service.
All charges against Edward Hough, 60, Churchill Road, Lisbon, were dismissed, including OVI first offense, OVI breath first offense and unsafe vehicle after he was found not competent and not restorable. Hough had bee evaluated by the Forensic Psychiatric Center of Northeast Ohio for competency to stand trial.
A pretrial was set Feb. 24 for Kevin Hupp, 28, West Fourth Street, East Liverpool, charged with OVI third offense, OVI third offense breath, speeding and left of center.
Arraignment was set Nov. 25 for Domingo Calel, 38, North Lundy Avenue, Salem, charged with OVI first offense, OVI refusal with prior within 20 years and expired license.
Crystal Blue Kugler, 42, Tallmadge, was fined $905 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and no seat belt. A charge of reasonable control was dismissed. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 30 hours community service.
Sophia Slight, 23, state Route 517, Lisbon, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense and reasonable control. Another OVI charge was dismissed. She was ordered to complete 30 hours community service. Her driver’s license was suspended for one year, with driving privileges granted.
Steven Ray Knowles, 46, Ravine Street, East Liverpool, was fined $220 and given a suspended 60-day jail term for no valid license, unauthorized plate and a right of way violation. He was ordered to complete 40 hours community service.
A pretrial was set Feb. 24 for Willis Brink, 57, Whinnery Road, Salem, charged with slow speed and improper/expired registration.
A pretrial was set Jan. 30 for Catrina Crump, 18, Hubbard, charged with speeding.
A charge of no license was dismissed against Lisa Renee White, 41, Gardendale Street, East Liverpool.
Ethan Hill, 21, state Route 154, Lisbon, was fined $150 for speeding.
Murad Yousef Ali Hassan, 37, Struthers, was fined $50 for unsafe vehicle amended from speeding.
