Grand Jury

LISBON — Three defendants served Monday with secret indictments issued by the Columbiana County Grand Jury included:

— Michael Beaver, 36, Opal Drive, Wellsville, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on March 10.

— Michael Hover Jr., 34, West Ninth Street, Salem, possession of drugs, a fifth-degree felony, for allegedly possessing tramadol on Feb. 24.

— Jessica Fitzpatrick, 39, Uniontown, two counts nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for two children from Aug. 28, 2022 to Aug. 25, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Christina Butler, 34, Canton, was bound over to the county grand jury for fourth-degree felony promote prostitution-supervise/manage prostitution and misdemeanors of possessing criminal tools and soliciting for allegedly posting an ad on a known prostitution website and soliciting sexual conduct from an undercover agent posing as a purchaser of sex for $400, which included gas money. During an undercover phone conversation, she also told the agent she posted an ad on the same website for another woman to solicit sexual conduct from him, then traveled to Salem on Sept. 14 for the meeting.

A pretrial was set Nov. 25 for Dustin Brooks, 37, Vine Street, East Liverpool, charged with domestic violence for allegedly destroying items in an East Liverpool residence with a brick, yelling and making threats against another man on Nov. 18.

Matthew Robert McBride, 43, Peace Valley Road, New Waterford, was ordered to serve the balance of his jail term, 105 days, in the county jail after he was credited for 45 days, for assault. McBride had filed an appeal of this sentence, which included the 150-day jail term, a $250 fine and 20 hours community service, but the 7th District Court of Appeals affirmed the trial court’s judgment. The charge stemmed from McBride approaching a man pumping gas at JDE Food and Fuel in New Waterford and punching him in the face on Jan. 11.

Allison Heverly, 24, U.S. Route 30, Lisbon, was fined $500 and given a suspended 180-day jail term for assault amended from domestic violence. She was ordered to complete 20 hours community service and to have no contact with the victim. On Feb. 3, in Salem Township, Heverly pushed another woman, causing the other woman to trip over her own child and causing injury.

Ryan Romigh, 30, Gamble Road, Lisbon, was fined $750 and sentenced to 180 days in jail, with 90 days suspended and credit for 30 days served, leaving a balance of 30 days still to serve in jail for domestic violence, obstructing official business and possession of drug abuse instruments. He was ordered to complete 20 hours community service and to have no weapons of any kind. Romigh repeatedly punched a woman in the face while he was driving in Salem on July 19. On Oct. 19, deputies were called to remove him from a Butler Township property where he was found hiding in the rafters of a garage. He possessed two syringes at the time.

Stephen Merritt, 55, Ohio Avenue, East Liverpool, was fined $100 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. Merritt was accused of attempting to strike a juvenile in the head with a closed fist, grabbing him and placing him up against the wall by his neck on Feb. 8 in East Liverpool.

A pretrial was set Feb. 3 for Vicki Crowe, 31, Independence Square, Wellsville, charged with endangering children for allegedly assaulting a juvenile on Sept. 25 in Wellsville, creating a risk to the child’s health or safety.

A pretrial was set Feb. 3 for Patricia Craven, 44, West Martin Street, East Palestine, charged with endangering children for allegedly directing a juvenile to punch another juvenile during an incident Aug. 25 in Columbiana.

Jasmine Powers, 25, Rose Drive, Lisbon, was fined $500 and given a suspended 90-day jail term for falsification. She was ordered to complete 80 hours community service. Powers claimed to Lisbon police on May 23 that she was being given baked goods with THC without her knowledge, keeping up the statements two more times, leading Lisbon Police to continue the investigation. Lab results showed the baked goods tested negative for THC.

Charles Slocum, 32, Brookfield Avenue, Lisbon, was fined $50 and sentenced to 30 days in jail for disorderly conduct amended from misuse of 911 system for trying to use voice control on his phone to call 911 while he was in custody in the back of a Columbiana police cruiser on Oct. 26 and his phone was with officers in the front. He was warned multiple times not to continue this action, but said he was falsely arrested and continued to try to call 911. He was also ordered to serve an additional 40 days in jail for violating his probation on a 2023 OVI case. In another case, he was ordered to spend an additional 90 days in jail, with 30 days suspended, leaving 60 days still to spend for criminal damaging amended from vandalism. The terms for all three cases were ordered served consecutively for a total of 130 days in jail. The criminal damaging stemmed from damage to the Columbiana police cruiser when he kicked the window divider, causing cracking and damage on Oct. 26.

A pretrial was set Jan. 9 for Stephen Camp, 39, Industry, Pa., charged with criminal trespass for allegedly being inside a condemned garage on Etruria Street, East Liverpool on Oct. 30.

A pretrial was set Feb. 18 for Daner Adkins Jr., 83, Penn Avenue Extension, East Liverpool, charged with intoxication and criminal mischief for allegedly throwing a large rock to the hood and windshield of a truck, damaging the hood and windshield, on July 25, 2020 in East Liverpool and being publicly intoxicated.

Charges of resisting arrest, OVI first offense and reasonable control were all dismissed against Amy Jade Cain, 36, Ashland Avenue, East Liverpool, who was found incompetent to stand trial and not restorable, according to the judgment entry. Cain had been accused of allegedly becoming combative and refusing to follow commands after being arrested for OVI, with a Liverpool Township officer using a taser on her on March 1.

Joseph Savin, 38, Clark Avenue, Wellsville, was fined $150 and sentenced to 30 days in jail, with 28 days suspended, leaving two days to serve in jail for drug paraphernalia. He was ordered to complete 40 hours community service. Savin possessed a burnt glass pipe during a traffic stop on Oct. 27.

A pretrial was set Feb. 4 for Caralee Blystone, no age listed, Wilbert Avenue, East Liverpool, charged with six counts of return and payment of tax for allegedly failing to file East Liverpool city income tax returns from 2019 to 2024.

Six counts of failure to pay city income tax against Joshua Michael, no age listed, Ohio Avenue, East Liverpool, were dismissed, with costs taxed to the city. He was accused of allegedly failing to file city tax returns in East Liverpool in 2018 and 2019 and 2021 through 2024.

Pretrials were set Feb. 25 for Shawn and Dana Harpold, no ages listed, both Spring Grove Avenue, East Liverpool, both charged with four counts each of failure to pay city income tax for allegedly failing to East Liverpool city income tax from 2019 through 2023.

Pretrials were set April 8 for Carlos and Allison Zanders, no ages listed, both Holliday Street, East Liverpool, both charged with six counts each of failure to file city income tax return for allegedly failing to file East Liverpool city income tax returns from 2019 through 2024.

Charges of possession of marijuana drug paraphernalia and possession of marijuana against Roy Johnson, 29, Youngstown, were dismissed by the court. The charges stemmed from a 2020 traffic stop. He was fined $330 for driving under suspension, speeding and no seat belt.

A pretrial was set Feb. 18 for Luke Maola, 39, state Route 267, East Liverpool, charged with operating a vehicle impaired first offense, marked lanes, left of center, drug paraphernalia and two counts driving under suspension. Maola was accused of possessing a glass smoking device with burn marks and residue during a traffic stop on Aug. 12 in East Liverpool.

Kerry Rouse, 48, Washington Street, Salem, was fined $1,075 and sentenced to 180 days in jail, with 165 days suspended, leaving a balance of 15 days to serve for OVI and expired plate. Her driver’s license was suspended for two years, with driving privileges granted, and she was ordered to complete 40 hours community service.

Anthony Cook, 36, Shaker Heights, was fined $1,025 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and driving under suspension. Charges of no seat belt and failure to display valid sticker were dismissed. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Matthew Stamets, 19, Alliance, was fined $950 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, marked lanes and no seat belt. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.

John Dunlap Jr., 41, Oakland Avenue, East Liverpool, was fined $930 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 30 hours community service.

A pretrial was set Feb. 27 for Nicholas Hays, 22, Washington Street, Salem, charged with non-compliance/driving under suspension.

A pretrial was set Jan. 27 for Christian Vega, 37, New Kensington, Pa., charged with assured clear distance.

A pretrial was set Feb. 24 for Joseph Jenkins, 40, New Springfield, charged with speeding-school zone.

Robert William Little, 82, Prospect Street, Salem, was fined $100 for failure to control, with a charge of hit skip/leave scene dismissed.

Scott Jackson, 50, state Route 558, New Waterford, was fined $250 for driving under suspension.

Charles Campbell, 78, Fairfield Glade, Tenn., was fined $150 for speeding-school zone.

Amanda Lynn Dee, 44, New Middletown, was fined $200 for speeding-school zone.

A speeding charge was dismissed against Robert Esarey, 18, U.S. Route 30, Lisbon, who was ordered to pay court costs.

Montana Matheson, 24, West State Street, Salem, was fined $100 for reasonable control and found not guilty of operating a vehicle impaired.

James Morocco, 31, Canfield, was fined $50 for driving while texting.
