Grand Jury
LISBON — During the past weekend, three defendants were served with secret indictments issued by the Columbiana County Grand Jury, including:
— Matthew Stiles, 37, Canton, having weapons while under disability, a third-degree felony, and carrying a concealed weapon, a misdemeanor, for allegedly possessing a firearm or dangerous ordnance while prohibited from having any firearms due to a previous felony conviction and also allegedly possessing brass knuckles, both on May 4.
— Britania Brown, 43, Haiti Road, Salineville, open burning or open dumping of solid waste, an unclassified felony, for allegedly recklessly disposing of solid waste by open burning or open dumping from April 2, 2023 to Sept. 5, 2024.
— James Berg, 36, East Lincoln Way, Lisbon, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on July 1, 2023.

LISBON — A Lisbon man accused of domestic violence was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for competency and sanity.
Kaden Desellem, 21, Black Road, appeared recently in Columbiana County Common Pleas Court for fourth-degree felony domestic violence and misdemeanor domestic violence for allegedly punching a man in the chin on Sept. 1 in Salineville.
His attorney requested the evaluation to check his competency to stand trial and to plead not guilty by reason of insanity.
Also in Common Pleas Court:
— Aaron Sugar, 27, East Garfield Road, Petersburg, was ordered to serve 180 days in the county jail, with credit for 50 days served, leaving a balance of 130 days still to serve for violating his probation for two counts of aggravated possession of drugs, a fifth-degree felony, with a specification for forfeiture of money from a drug case. The term was ordered served concurrent or at the same time as a sentence in Mahoning County. Sugar possessed psilocyn and morphine on May 25, 2019.
— Lena Craig, 28, New Cumberland, Pa., was sentenced to 11 months in prison after pleading guilty to a lesser offense of attempted aggravated possession of drugs, a fourth-degree felony, and a forfeiture specification, with credit for 95 days served in jail. Craig was ordered to forfeit $762. She was accused of possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk, along with possessing $762, on April 7, 2021.
— Amanda Delay, 40, Pittsburgh, Pa., was placed on an intervention plan for 18 months after pleading guilty to possession of drugs, a fifth-degree felony, for possessing cocaine on July 18, 2016.
Municipal
LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 2 for Stephen Jones, 35, East Market Street, East Palestine, charged with third-degree felony strangulation and fourth-degree felony domestic violence for allegedly assaulting a woman after an argument on Nov. 13 in East Palestine. A police affidavit said Jones allegedly smashed a wooden dining room chair and punched out the glass window of the microwave and struck the woman in the back with a large piece of broken dining room chair. She went upstairs and was holding a child when he allegedly grabbed her by the throat with both hands and choked her.
A preliminary/pretrial hearing was set Nov. 21 for Albert McVay, 61, Trinity Church Road, Lisbon, charged with breaking and entering, a fifth-degree felony, and misdemeanor possession of drug abuse instrument for allegedly possessing two needles and a plastic baggie containing a white powdery substance during a search incident to his arrest for an active warrant on Nov. 16 in Salineville. The breaking and entering stemmed from him allegedly breaking into the Conex building in Salineville on Oct. 30.
A pretrial was set Feb. 24 for Heather Shreve, 37, Pendleton Street, Lisbon, charged with domestic violence for allegedly punching a juvenile on Nov. 15 in Lisbon.
A pretrial was set Nov. 25 for John David Wilson, 40, Girard, charged with assault for allegedly grabbing a woman by the hair and aggressively pulling on Nov. 8 in East Liverpool.
Connor Allen, 18, New Cumberland, W.Va., was fined $250 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for domestic violence. He was ordered to complete 40 hours community service and to have no contact with the victim. He made threats of doing physical harm to a woman on Nov. 7 in East Liverpool.
Jimmy Anderson, 34, Pine Hollow Road, Lisbon, was ordered to spend 60 days in the county jail for two counts of contempt in a case for menacing by stalking, with arraignment on the menacing by stalking charge set for Nov. 25. The case had been set Monday, but was continued due to the time tolling due to defendant’s refusal or inability to comprehend, court documents said. On Nov. 15, he allegedly sent a letter from the county jail to a protected person. Sentencing was reset Nov. 25 for charges of resisting arrest and menacing for being on a Leetonia property on Oct. 30 when he was trespassed from there and then resisting when police were placing him under arrest. A probation violation hearing was also set for Nov. 25 for criminal trespass.
Alexis Dobritz, 26, West Martin Street, East Palestine, was fined $700 and sentenced to 90 days in jail, with 80 days suspended and credit for two days served, leaving a balance of eight days to serve in jail for three counts of cruelty to animals and failure to register dog. There was no fine for a charge of obstructing official business. Dobritz was ordered to complete 50 hours community service and to have absolutely no companion animals. She had been charged with cruelty to animals for causing the death of a kitten on Sept. 14 in East Palestine by failing to provide necessary sustenance and care. The kitten was taken to a veterinary clinic and had to be euthanized due to health conditions, with an affidavit noting severe sickness, dehydration and malnutrition. Dobritz had been prohibited from owning companion animals due to previous charges of animal cruelty. Dobritz also allegedly gave police false medical information about the kitten, claiming the veterinarian advised her the kitten had a blood disorder, which was false and delayed the investigation. On Aug. 3 in East Palestine, she had been charged for failing to provide necessary sustenance and care and shelter to a dog found on her property with no shelter, no food or water and in state of severe neglect. She also failed to register the dog.
Levi Vollnogle, 30, West Martin Street, East Palestine, was fined $400 and sentenced to two consecutive terms of 180 days in jail, each with 170 days suspended and credit for one day served, leaving consecutive terms of nine days to serve, for a total of 18 days in jail for two counts of violation of a protection order. The terms were also ordered to be serve consecutive to another case against Vollnogle. He was ordered to complete 40 hours community service and have no contact with the victim. Vollnogle violated a protection order on Sept. 9, 2023 on Columbia Street, Leetonia by texting a woman over and over for no reason. He also pulled his car into a lot and pulled out when confronted in Columbiana at a property where a protected person was on Feb. 22.
Dylan James Ratley, 33, Cuyahoga Falls, was fined $400 and given a suspended 90-day jail term for engaging in prostitution, possessing criminal tools and possessing marijuana. He was ordered to complete 40 hours community service and an online prostitution prevention course. Ratley requested sexual conduct from an undercover agent for an agreed upon price of $140, then drove to Salem on Nov. 14 for the meeting.
Travis Gillespie, 59, Indianapolis, Ind., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course. He was ordered to forfeit $180 to the Mahoning Valley Human Trafficking Task Force. Gillespie requested sexual conduct from an undercover agent for an agreed upon price of $180 and then drove to Salem on Aug. 14 for the meeting.
Jeremy A. Finan, 40, Tallmadge, was fined $250 and given a suspended 60-day jail term for criminal mischief amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete 20 hours community service and an online prostitution prevention course. Finan was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, then traveling to East Palestine on May 5 for the meeting.
A pretrial was set Jan. 28 for Kayla Foster, 34, Pennsylvania Avenue, East Liverpool, charged with criminal trespass for allegedly trespassing inside a condemned garage on Etruria Street, East Liverpool on Oct. 30.
A pretrial was set Feb. 18 for Blakely Sue Cooper, 33, Ravine Street, East Liverpool, charged with obstructing official business for allegedly giving a false name to police and saying several times that the person they wanted was not in the residence in East Liverpool on Nov. 2. The wanted person was located hiding in the bath tub.
A pretrial was set Feb. 20 for Kristine Edwards, 56, Rochester Road, East Rochester, charged with disorderly conduct for allegedly being intoxicated and argumentative with deputies while walking on U.S. Route 30, East Rochester on Nov. 16, insisting she would just walk to Kensington.
A drug paraphernalia charge was dismissed against David Kane, 39, West Ninth Street, East Liverpool, due to the complaint being defective, the judgment entry said. Kane had been accused of possessing a silver pipe typically used to smoke illegal narcotics during a traffic stop on Feb. 16 in East Liverpool.
A pretrial was set Jan. 23 for Steven Shaffer, 40, Moore Avenue, East Liverpool, charged with possession of drugs for allegedly possessing a pill bottle containing multiple pills and a separate pill bottle in the center console during a traffic stop on Oct. 13 in East Liverpool. The pills were allegedly identified as commonly abused and the pill bottles had no name on them.
Bobbi Stoddard, 53, state Route 154, Lisbon, was fined $200 and sentenced to five days in jail for drug paraphernalia, to be served concurrent with another case. Stoddard possessed a burnt glass pipe during a traffic stop on July 15, 2022 in St. Clair Township.
A pretrial was set Feb. 24 for Paul Wagner, 30, Northfield, charged with illegal use or possession of drug paraphernalia for allegedly possessing a plastic bag used with dangerous drugs in his vehicle during an investigation in Salem on Nov. 16.
A pretrial was set Nov. 25 for Daniel Cunningham, 39, East Eighth Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt glass pipe with a bubble on the end, commonly used to ingest methamphetamine, on Aug. 22 in East Liverpool.
A pretrial was set Jan. 27 for Robert M. Greenisen, 58, East State Street, Salem, charged with operating a vehicle impaired third offense, OVI refusal with prior within 20 years, driving under suspension and marked lanes.
Patricia Phillips, 30, Vine Street, Salem, was fined $420 and sentenced to 10 days in jail for OVI first offense and no turn signal, to be served at the same time as a prison sentence already being served for a Common Pleas Court case. Her driver’s license was suspended for one year.
A sentencing hearing was set Nov. 25 for Kimberly Ann Beatty, 33, Ohio Avenue, East Liverpool, charged with OVI first offense, unauthorized use of a motor vehicle and drug paraphernalia. Beatty was found passed out behind the wheel of a vehicle that the owner said she did not have permission to use on Oct. 3 in East Liverpool. She also possessed a pipe with burnt residue inside and a small rubber container with a suspected narcotic inside.
A pretrial was set Feb. 18 for Natalie Granito, 43, Garfield Avenue, East Palestine, charged with OVI first offense, two lights displayed, marked lanes and open container.
A pretrial was set Jan. 27 Payten Densmore, 22, state Route 46, New Waterford, for driving under suspension, reasonable control and no seat belt.
A pretrial was set Feb. 4 for John Woolmaker, 43, College Street, East Liverpool, charged with driving under suspension.
A pretrial was set Feb. 4 for James Hum, 26, South Elm Street, Columbiana, charged with speeding.
A pretrial was set Dec. 3 for Charles Bosel Jr., 35, state Route 154, Lisbon, charged with OVI second offense and marked lanes.
A pretrial was set Feb. 24 for L Susan Janovec, 75, Stewart Avenue, Salem, charged with driving under suspension.
Ryan Exline, 19, Hillcrest Road, Wellsville, was fined $200 for reasonable control and a stop sign violation. Charges of failure to display valid sticker and no seat belt were dismissed.
