LISBON — A Leetonia man accused of assaulting a sheriff’s deputy during an incident in April was ordered evaluated for competency and sanity.

Randy May, 46, Mill Street, was charged with fourth-degree felony assault for causing or attempting to cause harm on April 11 to the officer, who’s a sergeant with the Columbiana County Sheriff’s Office.

Columbiana County Common Pleas Court Judge Scott Washam ordered the evaluation by the Forensic Psychiatric Center of Northeast Ohio for competency to stand trial and the ability to plead not guilty by reason of insanity at the request of May’s defense attorney, Charley Kidder.

Also in Common Pleas Court:

— Regis R. Allgood, 34, Vine Street, East Liverpool, was sentenced to a total of 36 months in prison after pleading guilty to charges in two separate indictments to third-degree felonies of domestic violence and intimidation of an attorney, victim or witness in a criminal case, fifth-degree felony possession of drugs and misdemeanor domestic violence for threatening a woman, spitting in her face and pushing her on May 24 in East Liverpool. He also made physical threats to a juvenile when he said he would kick in her door and physically assault her. The intimidation charges stemmed from an incident on June 2 involving a threat of harm. He also pleaded guilty to third-degree felony domestic violence, fourth-degree felony strangulation and misdemeanor domestic violence for allegedly throwing a woman up against the wall of a Wellsville residence and choking her on Jan. 24.

— Kristopher Quintero, 35, Lorain, was ordered to spend 110 day in the county jail, with 89 days credit, leaving a balance of 21 days still to serve in jail for violating his probation for aggravated trespassing, aggravated menacing and obstructing official business, all misdemeanors. Quintero was accused of kicking open a locked door at an Echo Dell Road, Rogers property on Aug. 19, 2023 and threatening to harm a woman and her sister. During the incident, he allegedly continuously used offensive, vulgar language toward deputies and the victim and did not cease after multiple requests to calm down.

— Dustin Whaley, 29, North Market Street, Lisbon, was placed under community control for two years during sentencing for trafficking in cocaine, a fifth-degree felony, for preparing cocaine for sale on Dec. 19, 2022. Two other counts of trafficking in cocaine were dismissed.

— Clarence McCune, 29, Florence Street, East Liverpool, was ordered to serve a term at the Eastern Ohio Correction Center until the program is successfully completed during sentencing for possession of fentanyl-related compound, a fifth-degree felony. He received credit for one day served in jail. McCune possessed fentanyl on Oct. 9, 2023.

— Dorian Downs, 19, Washington Street, Lisbon, was placed under community control for three years during sentencing for theft, a fifth-degree felony. Downs was also ordered to pay $5,229 restitution. According to the indictment, Downs deprived Circle K of $5,229 from Nov. 23, 2023 to Dec. 9, 2023.

— Thomas Phillips Jr., 52, Carbon Hill Road, East Palestine, was ordered to serve 150 days in the county jail, with credit for 21 days, leaving a balance of 129 days still to serve for violating his probation for nonsupport of dependents, a fifth-degree felony. His community control was dishonorably terminated. Phillips failed to pay child support for one child from Feb. 28, 2021 to Feb. 26, 2023.

— Christopher Stevens, 35, Wilbert Avenue, East Liverpool, was placed under community control for 18 months during sentencing for nonsupport of dependents, a fifth-degree felony. Stevens failed to pay child support for one child from July 4, 2021 to July 2, 2023.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Oct. 28 for Branden Robinson, 40, West Ninth Street, East Liverpool, charged with felonious assault, a second-degree felony, third-degree felony tampering with evidence and misdemeanor criminal damaging.

Robinson was accused of allegedly pointing a loaded handgun and pulling the trigger in an attempt to physically harm another man in a fit of rage Oct. 19 in East Liverpool. The tampering charge stemmed from him allegedly throwing a spent shall casing out of the window of his vehicle while fleeing the scene. Robinson also took a rock and allegedly smashed the windshield out of the man’s car.

Bond was set at $100,000 cash or surety and he was ordered to have no contact with the victim or any firearms or weapons.

A preliminary/pretrial hearing was set Oct. 28 for Ronald Shaffer, 31, Salineville Road West, Salineville, charged with fifth-degree felony domestic violence and misdemeanors of resisting arrest and possession of drug abuse instrument for allegedly striking a woman in the face and shoulder during an argument on Oct. 17 in Salineville, then returning to the residence on Oct. 18 and causing fear with the victim. After being placed in the rear seat of a police cruiser, he allegedly removed his seatbelt and kicked the right rear window while also threatening to assault officers.

A preliminary hearing was set Nov. 14 for Kerry Lytle, 48, Lisbon Street, East Liverpool, charged with fifth-degree felony theft for allegedly failing to pay the proper price for multiple items at the Calcutta Giant Eagle on Oct. 15.

A pretrial was set Jan. 27 for Susan Mullins, 55, Scroggs Road, Lisbon, charged with domestic violence and aggravated menacing for an alleged assault on Oct. 21 in Elkrun Township when she allegedly held a firearm to a man’s head then later put the loaded firearm in a kitchen drawer.

A sentencing hearing was set Oct. 24 for Manuel Perez, 30, South Lincoln Avenue, Salem, who pleaded guilty to criminal damaging and disorderly conduct for throwing a bottle and breaking a window at Quaker Village in Salem on Oct. 20 while intoxicated.

A felonious assault charge was dismissed against Ryan Romigh, 30, Tower Road, Salem, with court documents saying the complaint was not supported by the affidavit. Romigh had been accused of allegedly punching a woman repeatedly in the face while he was driving in Salem, causing the woman to jump out of the passenger side of the truck in a parking lot to get away from him. Witnesses allegedly advised he possibly ran over the victim, who was injured on July 19. A pretrial was set Oct. 31 for Romigh for domestic violence, obstructing official business and possession of drug abuse instruments for the July 19 incident when the woman was injured and an Oct. 19 incident when deputies were called to remove him from a Butler Township property where he was found hiding in the rafters of a garage. He allegedly possessed two syringes at the time.

A pretrial was set Jan.. 27 for Michael Kuhlen, 41, state Route 558, Leetonia, charged with domestic violence for allegedly assaulting a woman on Oct. 21 in Elkrun Township.

A pretrial was set Oct. 28 for Tyler Fickle, 31, Samuel Street, East Liverpool, charged with domestic violence and aggravated menacing for allegedly threatening people with a knife after pushing a woman out of the way to grab the knife from the kitchen and threatening to kill a man on Oct. 7 in St. Clair Township.

A pretrial was set Jan. 30 for Richard Austin, 34, St. George Street, East Liverpool, charged with violation of a protection order and domestic violence for allegedly threatening a woman and assaulting her and forcefully taking her phone from her hand in East Liverpool on Oct. 4. He also allegedly violated the protection order she now has against him on Oct. 9 by pulling into the parking lot while she was walking into a business in East Liverpool.

A pretrial was set Jan. 16 for Jeremiah Medley, 40, Girard, charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, then traveling to East Palestine on Oct. 19 for the meeting. He allegedly possessed methamphetamine and methamphetamine smoking devices, along with the cell phone used to make the arrangements.

Chad Richard Shelton, 47, last known address Mercer, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course. Shelton was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, then traveling to East Palestine on July 22 for the meeting.

Robert Barry French, 42, Gnadenhutten, was fined $250 and given a suspended 60-day jail term for criminal mischief amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete 20 hours community service and an online prostitution prevention course. An amount of $180 was forfeited to the Mahoning Valley Human Trafficking Task Force. French was accused of allegedly responding to an undercover ad and arranging for sexual activity with a female in exchange for $180, then traveling to East Palestine on June 6 for the meeting.

Jerome S. Stelmach, 62, Hamburg, N.Y., was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete 20 hours community service and an online prostitution prevention course. Stelmach was accused of allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on Aug. 9 for the meeting.

Scott Michael Flenke, 61, last known address Harrisburg, Pa., was fined $250 and given a suspended 30-day jail term for criminal mischief amended from engaging in prostitution. A charge of possessing criminal tools was dismissed. Flenke was ordered to complete 40 hours community service and an online prostitution prevention course. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on July 28 for the meeting.

William James Courtney, 25, Pittsburgh, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution prevention course. Courtney was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female for $220, then traveling to East Palestine on April 26 for the meeting.

A probation violation hearing was set Dec. 3 for Dalton Dewitt, 32, Winona Road, Salem, for a 2023 case for engaging in prostitution, possessing criminal tools, failure to comply and obstructing official business.

Charles Lewis, 42, Dresden Avenue, East Liverpool, was ordered to jail for 16 days, with credit for eight days served, leaving a balance of eight days still to serve for violating his probation for a 2024 case of domestic violence

Elizabeth Newlin, 29, Wilbert Avenue, East Liverpool, was fined $350 and sentenced to 90 days in jail, with 83 days suspended and credit for two days served, leaving a balance of five days still to serve for criminal damaging, disorderly conduct and disorderly conduct-presence of emergency facility person. She was ordered to complete 20 hours community service and to have no contact with the victim. She was accused of acting belligerent toward officers investigating a dispute in East Liverpool on July 19 and coming off the porch after being told to stay on there while officers talked to the other person. On July 20, she allegedly busted out a window while under the influence of alcohol and allegedly admitted to having thrown her father’s ashes through the window after an altercation.

A pretrial was set Dec. 16 for Brooke Frye, 21, South Main Street, Columbiana, charged with furnishing alcohol to underage persons for allegedly purchasing alcohol for juveniles in Columbiana on Oct. 18.

A pretrial was set Oct. 28 for Crystal Hoskinson, 33, North Lundy Avenue, Salem, charged with falsification and obstructing official business for allegedly giving a different name when asked to identify herself by deputies on a Salem Township property, claiming she didn’t have identification and denying that she had just exited the residence on the property.

A pretrial was set Dec. 23 for Tatyana Walker, 28, Lacroft Avenue, East Liverpool, charged with disorderly conduct for allegedly fighting on Oct. 12 in St. Clair Township.

A pretrial was set Dec. 23 for Thomas Clark, 32, Lacroft Avenue, East Liverpool, charged with disorderly conduct for allegedly fighting on Oct. 12 in St. Clair Township.

A status hearing was set Dec. 23 and a court trial was set Dec. 30 for Kurtis Materna, 44, East Fifth Street, Salem, charged with theft for allegedly stealing a camera in Salem on June 19, which was caught on video.

Angie McElroy, 43, Lisbon Street, Wellsville, was fined $250 and given a suspended 90-day jail term for prohibitions concerning companion animals. Another count of prohibitions concerning companion animals was dismissed. McElroy was ordered to complete 20 hours community service, prohibited from owning any pets and ordered to complete an online animal cruelty education program. McElroy was accused of failing to provide necessary sustenance to three dogs found severely emaciated in January 2020.

Cody Hostetter, 23, North Pleasant Drive, East Palestine, was fined $350 ad given a suspended 30-day jail term, with all fines and costs suspended, for drug paraphernalia and two counts obstructing official business. On May 4 in Salem, Hostetter was accused of ignoring multiple commands from Salem police to stop and possessed a glass vial with an white crystal substance in his pants pocket. On April 30 when a narcotics search warrant was executed in Perry Township, he failed to obey orders to exit the home.

Christopher Craft, 31, last known address Mill Street, Rogers, was fined $350 and given a suspended 90-day jail term for failure to display valid sticker and no valid license. A probation violation hearing for a 2023 assault case was set for Nov. 18.

A pretrial was set Jan. 21 for Scott Johns, 45, Creek Road, New Waterford, charged with operating a vehicle impaired first offense, OVI breath first offense, and a turn signal violation.

A pretrial was set Jan. 28 for Autumn Sechrist, 39, Grandview Street, East Liverpool, charged with failure to comply, OVI first offense, OVI breath first offense, lighted lights required and reckless operation for allegedly fleeing from a traffic stop in East Liverpool on Oct. 19.

Richard Randolph Jr., 40, Orchards Grove Avenue, East Liverpool, was fined $1,275 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI third offense, driving under suspension and reasonable control. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

A pretrial was set Jan. 27 for Douglas Risinger, 45, West Martin Street, East Palestine, charged with OVI second offense, OVI refusal with prior within 20 years and marked lanes.

Dylan Bredeck, 23, Park Way, East Liverpool, was fined $50 for a tail light violation.

Michael Smith, 19, Industry, Pa., was fined $100 for lighted lights for speeding.

George Dilling, 29, East Fifth Street, East Liverpool, was fined $50 for intoxication.

Cheyenne Matta, 27, Amsterdam, was fined $150 for speeding.

A pretrial was set Jan. 2 for Debra Hamilton, 62, Alliance, charged with driving under suspension and failure to display valid sticker.

A court trial was set Nov. 25 for Shawn Hildreth, 47, Chester, W.Va., charged with no seat belt.

A pretrial was set Dec. 23 for Dominic Dotson, 27, Louisville, charged with failure to stop after an accident and reasonable control.

A court trial was set Dec. 5 for Michael McClain, 49, Midland, Pa., charged with speeding.
