LISBON–A pretrial for prostitution charges has been set in Columbiana County Municipal Court for the Western Reserve Joint Fire District assistant fire chief.

Timothy Clavin, 58, Poland, who is also a former zoning administrator for the village of Poland, will have a pretrial on Jan. 30, charged with engaging in prostitution and possessing criminal tools for allegedly arranging to receive sexual acts from an undercover agent from the Mahoning Valley Human Trafficking Task Force in exchange for $140 and traveling to Salem to meet the agent, with the cellular device used to arrange the meeting in his possession.

A pretrial and a preliminary hearing were set Oct. 24 for Sterling Henry, 26, Boardman, charged with suspended operator’s license, expired plate, obstructing official business, and third-degree felony having weapons under disability for allegedly walking away from an East Liverpool residence while the Columbiana County Drug Enforcement Task Force were executing a search warrant and attempting to get into his pocket while being detained forcing officers to take the man to the ground where a knife was found in his pocket, and was later found to have a firearm on his person which he is prohibited from possessing or owning due to prior felony convictions on Oct. 15.

A preliminary hearing was set Oct. 24 for Michael Stacy, 34, Myrtle Beach, South Carolina, charged with second-degree felony felonious assault for allegedly breaking this inside an apartment and attacking a woman with a deadly weapon leaving blood running down her face and cuts on her leg, and allegedly hitting her with a stick in Wellsville on Oct. 17.

Madison Clark, 20, Orlando Road, Canfield, was fined $1,400 and sentenced to 180 days in jail with 137 suspended, and credit for 19 days served for receiving stolen property, and misuse of credit cards, and 43 days in jail with credit for 19 days served for obstructing official business and resisting arrest to be served concurrent with the sentence for obstructing official business and resisting arrest for a total term of 24 days in jail to be served, 120 hours of community service, and ordered to pay restitution of $491.70 to the victim within 30 days and have no further contact with them. Additional charges of falsification, illegal use or possession of drugs, and obstruction of official business and resisting arrest were dismissed at Clark’s expense stipulated to probable cause. The charges of receiving stolen property and misuse of credit cards stem from an incident on Aug. 25 when Clark and another woman used a credit card stolen from a vehicle to purchase $491.70 in goods at a Lisbon business and online retailer Temu. The charges of obstruction of official business and resisting arrest stem from an incident on June 12, when provided a false name and date of birth to officers during a warrant check and fled from officers on foot when advised she was being detained while the warrant was double-checked in Salem.

Indya Spann, 24, Commerce Street, Wellsville, was fined $1,200 and sentenced to 180 days in jail with 150 suspended, and credit for 14 days served for misuse of credit cards, and receiving stolen property, to run concurrent with a sentence of 30 days in jail with credit for 14 days served for obstructing official business, and drug paraphernalia for a total term of 16 days in jail to be served, 80 hours of community service, and to have no further contact with the victim. The charges of receiving stolen property and misuse of credit cards stem from an incident on Aug. 25 when Spann and another woman used a credit card stolen from a vehicle to purchase $491.70 in goods at a Lisbon business and online retailer Temu; the charges of obstructing official business and drug paraphernalia stem from an incident when Spann fled from a traffic stop, and a silver pipe with burnt “chore boy” inside was located in her vehicle in East Liverpool on Oct. 3.

Steven Crawford, 33, Creek Road, New Waterford, was fined $250 and sentenced to 30 days in jail with 30 days suspended leaving no time to be served and ordered to complete an online prostitution prevention program, for disorderly conduct amended from engaging in prostitution, with an additional charge of possessing criminal tools dismissed at Crawford’s cost for responding to an ad posted by an undercover agent with the Mahoning Valley Human Trafficking Task Force and arranging to have sexual activity with who he believed to be a woman for $100 and to meet the woman in the parking lot of a business to ensure they weren’t law enforcement in East Palestine on April 23.

Frank Phillips, 27, New Garden Avenue, Salem, was fined $200 and sentenced to 180 days in jail with 167 days suspended and credit for 12 days served, leaving a balance of one day to be served, 80 hours of community service and ordered to complete alcohol and substance abuse treatment, and have no contact with the victim for fourth-degree felony theft and domestic violence for grabbing the face and arm of a woman and demanding control of a vehicle while they were attempting to take him to the hospital, and driving away with the vehicle without permission after she exited the vehicle on Oct. 6 in Salem.

Joseph Canfield, 51, Springview Street, East Liverpool, was fined $750 and sentenced to 180 days in jail with 150 suspended, leaving 30 days to be served in jail, 120 hours community service, 30 days electronically monitored house arrest at his expense, and ordered to complete alcohol and substance abuse treatment and have no further contact with the victim for theft for stealing two tires valued at $1,085.68 from an East Liverpool business and selling them for $500 on Sept. 25

Donna McCune, 50, River View Street, East Liverpool was fined $100 for criminal trespass for knowingly failing to vacate a condemned home in East Liverpool on July 8.

Schmere McGee, 22, Youngstown, was fined $100 for driving under suspension.

Lindsey Willard, 36, East Fourth Street, Salem, was fined $100 for driving under suspension.

Dustin Huff, 34, Glasgow Road, Lisbon, was fined $150 for driving under suspension and speeding.

Brandy Pinkerton, 38, Eutaw Avenue, East Liverpool, was fined $75 for illegal plates.

A charge of driving while texting was dismissed against Theresa Bosel, 53, Foxden Drive, Salem, at Bosel’s cost.

A pretrial was set Jan. 7, for Kristen Layne, 32, Marion, charged with window tint and illegal use of possession of drug paraphernalia for allegedly possessing a glass smoking device with suspected narcotics residue and burn marks in her vehicle during a traffic stop in Lisbon on Oct. 12.

A pretrial was set Jan. 30, for Lonnie Cunningham, 31, Lincoln Avenue, East Liverpool, charged with disorderly conduct for allegedly running into traffic and trying to jump into other people’s vehicles, yelling at people in front of their residence, attempting to hide from officers on behind a fence on private property, failing to answer officers questions about being on someone else’s property and becoming verbally aggressive, and while officers were attempting to walk him to the police department post-arrest let his body go limp dropping to the ground and failing to get back up, and slamming his head twice on the ground causing injury to himself prior to the arrival of EMS on Oct. 17 in East Liverpool.

A pretrial was set Jan. 16 for Katie Girting, 34, New Brighton, Pennsylvania, charged with domestic violence for allegedly striking a man in the face and beginning to strike herself in the face when he called police advising that “if she got arrested so would he” at an East Palestine Park on July 4, 2023.

A pretrial was set Oct. 28 for Stephanie Shack, 57, East Ohio Avenue, Sebring, charged with violating a protection order, for allegedly contacting the protection order multiple times between June 11, and June 19 by calling and texting them.

A pretrial was set Jan 7 for Alayah Thornton, 24, Commerce Street, Wellsville, charged with theft for allegedly stealing five items totaling $6.70 in value from an East Liverpool business on May 23.

A pretrial was set Jan. 14 for Julian Simmons, 39, Aliquippa, Pennsylvania, charged with theft for allegedly failing to pay for 21 items totaling $171.79 in value from an East Liverpool business on Oct. 10.

A pretrial was set Oct. 21 for Richard Austin, 34, Saint George Street, East Liverpool, charged with violation of a protection order for allegedly going to the protected person’s place of employment on Oct. 9.

A pretrial was set Jan. 23 for Bradly Cianni, 38, Chester Avenue, Wellsville, charged with drug paraphernalia for allegedly possessing a hypodermic needle and a plastic baggie containing a powdered white substance on Oct. 1.

A pretrial was set Oct. 28 for Ashley Rhodes,37, state Route 344, Leetonia, charged with possession of drug abuse instruments for allegedly possessing a used white and orange hypodermic syringe containing traces of a liquid substance in her vehicle during a traffic stop on Oct. 2.

A pretrial was set Dec. 23 for Jodi Stone, 61, Weirton, West Virginia charged with OVI, OVI breath, speeding, and two lights displayed.

A pretrial was set Jan. 16 for Vada Browning, 64, U.S. Route 62, Alliance, charged with OVI, OVI breath, and reasonable control.

A pretrial was set Dec. 5 for Michael Zema, 48, Duke Vodrey Road, East Liverpool, charged with a turn signal violation.

A pretrial was set Jan. 21 for Timothy Dugan, 27, Middle Beaver Road, Lisbon, charged with speeding.
