LISBON — An East Liverpool man was fined $200 in the Columbiana County Municipal Court for disorderly conduct amended from assault.
In addition to the fine Dillon Allen, 31, Birch Road, East Liverpool, was sentenced to 30 days in jail with 29 suspended and credit for one day served leaving no further time to be served in jail, 50 hours of community service, and ordered to complete anger management and substance abuse treatment, and have no further contact with the victim. Allen was observed on video footage taking his shirt off during a child custody exchange in a gas station parking lot in East Liverpool to entice another man to fight him and spitting on him on Dec. 26, 2023.
A preliminary hearing was set Oct. 28 for Ryan Pritt, 42, Lisbon Street, East Liverpool, charged with fifth-degree felony vandalism, for allegedly removing the fuses from a woman’s vehicle at her home in East Liverpool sometime between a dispute on Oct 8 and the time of the report on Oct. 10.
Melissa Hupp, 51, West Park Avenue, Columbiana, was fined $200 and sentenced to 30 days in jail with 28 suspended, and credit for two days served, leaving no further time to be served in jail, 20 hours of community service, and ordered to complete treatment for anger management for disorderly conduct amended from domestic violence for slapping a man outside her home on July 16.
Robert Hupp Jr., 50, West Park Avenue, Columbiana, was fined $200 and sentenced to 30 days in jail with 28 days suspended and credit for two days served leaving no further time to be served in jail, 20 hours of community service, and ordered to complete anger management treatment for disorderly conduct amended from domestic violence for slapping a woman across the left side of the face causing her to fall to the ground after they slapped Hupp during a verbal dispute outside his home on July 16.
Gloria Lykens, 34, Youngstown, was fined $200, sentenced to 10 days in jail, and ordered to pay $15 restitution to the affected business for theft for stealing items totaling $15 in value from business in Rogers on Sept. 22, 2022.
Jeffrey Long, 50, Park Boulevard, East Liverpool, was sentenced to 180 days in jail with 180 days suspended leaving no further time to be served, 40 hours of community service, and ordered to complete anger management and mental health treatment and have no further contact with the protected person for violation of a temporary protection order for contacting the protected person on Aug. 7.
Lynda Moylan, 36, Youngstown, was fined $250, and sentenced to 15 days in jail with credit for 15 days served leaving no further time to be served in jail, for providing a false social security number during a traffic stop on Sept. 11.
Krystal Strickland, 41, Wilbert Avenue, East Liverpool, was fined $350 for drug paraphernalia and driving under suspension, and a turn signal violation was dismissed for possessing a black digital scale with a white powder residue during a traffic stop on July 9, 2018, in East Liverpool.
Sharon Tarnovich, 64, New Waterford, was fined $150 for disorderly conduct, amended from theft for stealing over 100 items totaling $407.92 from a business in Salem on Dec 10, 2023.
A charge of assault was dismissed against Nicholas Stacey, 48, North Market Street, Lisbon, at his cost stipulated to probable cause.
A charge of reckless operation was dismissed against Mohamud Barre, 41, Columbus, at his cost stipulated to probable cause.
Ryan Pritt, 42, Lisbon Street, was fined $350 for driving under suspension, sidewalk obstruction, and depositing litter, garbage, trash, or junk on adjacent property or alley.

A pretrial was set Jan 21 for Brianne Flaherty, 29, Birch Road, East Liverpool, charged with theft for allegedly taking eight items totaling $110.55 in value without paying from an East Liverpool business on Oct. 9.
A pretrial was set Jan 9 for Lillian Simms, 24, Prospect Street, Salem, charged with possessing criminal tools, and theft for allegedly failing to pay for 85 items totaling $722.96 in value from an East Liverpool business on Oct. 9.
A pretrial was set Jan 23 for Caden Randolph, 19, Vine Street, East Liverpool, charged with assault for allegedly punching a juvenile in the head at least four times leaving a red mark on their temple and left side of their ear at Randolph’s home on Sept. 17.
