LISBON — In Columbiana County Municipal Court, a case against Kara Carter, 42, Ohio Avenue, East Liverpool, was bound over to the county grand jury for second-degree felony kidnapping, fourth-degree felony domestic violence and fifth-degree felony strangulation for allegedly pulling another woman’s hair and choking her during a domestic incident that became physical and holding her captive in a bedroom on Oct. 1 in East Liverpool.

A preliminary/pretrial hearing was set Oct. 31 for Tyler Smith, 34, Duke Road, East Liverpool, charged with fifth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle impaired first offense, OVI breath and reasonable control for allegedly having a loaded handgun in his vehicle while he was allegedly driving impaired on Oct. 9 in Madison Township.

A pretrial was set Jan. 2 for Rachael McKinnon, 25, Henry Avenue, East Liverpool, charged with assault for allegedly striking a man in the nose and in the lip, with a glass beer bottle, on July 21 in East Liverpool.

Shawn Laughlin, 47, Brookfield, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from violating a protection order for sending a text message to a protected person on Oct. 29, 2023 and two more times via email on Nov. 2, 2023.

A pretrial was set Dec. 19 for Kenneth Bragg, 31, Youngstown, charged with violation of a protection order for allegedly having an altercation with a protected person from a protection order against him on Sept. 30 in East Liverpool, shouting the person’s name multiple times during the altercation.

Kailee Diehl, 19, Stewart Avenue, Salem, was fined $200 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct amended from domestic violence. Diehl was ordered to complete 20 hours community service. She was accused of striking a juvenile in the Heston July 13 in Salem.

Joseph Richard Muster, 36, Akron, was fined $250 and given a suspended 90-day jail term for engaging in prostitution. A charge of possessing criminal tools was dismissed. He was ordered to complete 20 hours community service and an online prostitution prevention course. Muster was accused of requesting sexual conduct for an agreed upon price of $60 from an undercover agent via a cell phone, driving to Salem on April 13 for the meeting.

A pretrial was set Oct. 17 for David Patrick Miscimarra, 62, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity for hire, traveling to St. Clair Township for the meeting on Oct. 9.

A pretrial was set Jan. 14 for Raymond Earnest Masters, 55, Chester, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity for hire, traveling to St. Clair Township for the meeting on Oct. 9.

A charge of interference with custody against Jennifer Jackson, 42, Foulks Drive, East Liverpool, was dismissed, with costs taxed to the defendant after stipulating to probable cause. Jackson was accused of picking up a teen from East Liverpool High School and dropping her off on Nov. 15, 2023 at a house where both she and a male had been issued no contact orders related to the teen.

Ryan Sell, 32, Sumner Street, East Palestine, was fined $775 and given a suspended 60-day jail term for criminal damaging, criminal mischief and disorderly conduct amended from aggravated menacing. Charges of aggravated menacing and criminal trespass were dismissed. He was ordered to complete 60 hours community service. A restitution hearing was set for Dec. 23. Sell was accused of taking a woman’s phone and throwing it onto his roof, then climbing up and throwing the phone onto the street, destroying it on May 31 in East Palestine. Also on May 31, he was accused of trespassing on a property, driving through gravel at a high rate of speed, disturbing the gravel, and driving through the grass, leaving marks, also attempting to strike a man by driving toward two men on the property.

Erica Sprankle, 40, Vale Street, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 79 days suspended and credit for 11 days served, for obstructing official business, amended from a felony to a misdemeanor. She was ordered to complete 40 hours community service. Sprankle was accused of U.S. Marshals that a person wanted on a warrant was out of town on a trip, but then he was found inside the residence on March 14 in East Liverpool.

William Santimarino, 36, Hammondsville, was fined $250 and sentenced to 45 days in jail, with credit for seven days served, leaving a balance of 38 days to serve in jail for fifth-degree felony theft for stealing an electric bike from an East Liverpool property on July 27.

A pretrial was set Jan. 14 for David Kendrick, 46, Ravenna, charged with disorderly conduct-intoxication for allegedly being intoxicated in the parking lot at Town Center Avenue in Columbiana on Oct. 8.

A pretrial was set Dec. 3 for Gregg Bailey, 44, Commerce Street, Wellsville, charged with theft for allegedly taking 48 items valued at $246 and walking past all points of sale without paying for them on Oct. 3 at the Calcutta Walmart.

Adam Cornwell, 36, Darlington, Pa., was fined $200 for failure to obtain permission, specifically to hunt on Unity Township property on Nov. 15, 2023.

Traci Wells, 46, North Lincoln Avenue, Salem, was fined $150 and sentenced to three days in jail, with credit for three days served, for drug paraphernalia for possessing a metal straw/tube with white residue during a traffic stop on May 23, 2023 in Columbiana.

A pretrial was set Oct. 17 for Krystal Strickland, 41, Wilbert Avenue, East Liverpool, charged with drug paraphernalia, driving under suspension and no seat belt. Strickland allegedly possessed a digital scale with white powder residue during a traffic stop on July 9, 2018 in East Liverpool.

Denise Ferrebee, 62, Market Street, East Liverpool, was fined $150 and given a suspended 30-day jail term for drug paraphernalia for allegedly possessing a cut plastic straw and small container with a rock/powder substance inside during a traffic stop on July 19 in St. Clair Township while she was a passenger.

A pretrial was set Jan. 2 for Alvin Everson, 21, Fairview Street, East Liverpool, charged with criminal trespass for allegedly being at Height’s Manor apartments in East Liverpool on Oct. 5 after being trespassed from the property.

A pretrial was set Dec. 17 for Ashley Wagner, 30, Boardman, charged with falsification, failure to stop after an accident and reasonable control for allegedly telling police she crashed her car after attempting to avoid an animal in the road, leaving the vehicle behind in Columbiana on Oct. 4, but video footage determined that she allegedly ran a stop sign and went off the road, crashing into an embankment.

A pretrial was set Oct. 15 for Todd Ritchie, 47, East Third Street, Salem, charged with possession of drug abuse instrument for allegedly possessing several syringes next to suspected methamphetamine in a camper he fled from on Oct 4 in Salem Township.

A pretrial was set Dec. 19 for Sebastian Chomczyk, 45, Poland, charged with obstructing official business and disorderly conduct for allegedly being intoxicated in a parking lot at Town Center Avenue and charged a police officer and had to be physically restrained on Oct. 8 in Columbiana.

Clarence McCune, 29, Florence Street, East Liverpool, was fined $100 and sentenced to 180 days in jail, with 145 days suspended and credit for 21 days served, leaving a balance of 14 days still to serve in jail for menacing and aggravated menacing. He was ordered to have no contact with the victims. McCune allegedly threatened a man in Wellsville, saying he was going to blow up his vehicle and that he should be shot on Oct. 16. On March 27, 2022 in East Liverpool, he sent threatening text messages to three people.

Jay Troyer, 31, McCracken Road, Salem, was fined $1,105 and sentenced to 180 days in jail, with 160 days suspended, leaving a balance of 20 days still to serve in jail for menacing, telecommunications harassment, operating a vehicle impaired and speeding. A charge of refusal with prior within 20 years was dismissed. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 30 hours community service.

A competency hearing was set Nov. 21 for Edward Hough, 60, Churchill Road, Lisbon, charged with operating a vehicle impaired first offense, OVI breath first offense and unsafe vehicle. Hough was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for competency to stand trial.

Mitchell Vincent, 34, Grimms Bridge Road, East Liverpool, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. A charge of reasonable control was dismissed. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.

A pretrial was set Dec. 16 for Jonathan Mullet, 33, East Perry Street, Salem, charged with OVI first offense, OVI breath first offense and left of center.

Dana Duncan, 34, Haiti Road, Salineville, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, speeding and marked lanes. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

Ashley Vankirk, 39, Girard, was fined $100 for speeding.

Steven McCracken, 45, Berlin Center, was fined $400 and given a suspended 90-day jail term for physical control (two charges merged). His driver’s license was suspended for 180 days, with driving privileges granted, and he was ordered to complete 20 hours community service.

Petro Chernikhovskyy, 49, West Bloomfield, Mich., was fined $100 for an equipment violation, amended from marked lanes.

Michael Johnston, 31, Meadowbrook Circle, East Liverpool, was fined $80 for failure to control and no seatbelt.

Jennifer Huston, 45, Sherman Street, Lisbon, was fined $500 for stopped school bus.

Christopher Shaffer, 52, Parkview Drive, Wellsville, was fined $150 for reckless operation, with a charge of physical control dismissed.

A pretrial was set Jan. 13 for Jason Vantilburg, 52, Purinton Avenue, East Liverpool, charged with driving under suspension and speeding.

A pretrial was set Jan. 2 for Cory Dine, 33, Rose Avenue, Salem, charged with driving under suspension and loud exhaust.
