Grand Jury

LISBON — A Wellsville resident accused of conspiring with another person to get drugs into the Columbiana County jail was served Monday with a secret indictment for a felony charge issued by the county grand jury.

Taylor Thrasher, 25, Sixth Street, was charged with complicity in the commission of an offense, a third-degree felony.

On Nov. 21, 2021, Thrasher was accused of conspiring with another person to obtain items from Walmart, place controlled substances inside them and provide them to another party for delivery into the county jail.

Also served with secret indictments were:

— Justin Davis, 40, Metz Road, Columbiana, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Oct. 26, 2022.

— Bobbie Doss, 45, East Fourth Street, Salem, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Dec. 23, 2023.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Jennifer M. Lancaster, 34, Steubenville, was bound over to the county grand jury for fourth-degree felony promote prostitution – transport across state lines for sex for hire for allegedly transporting another woman to Salem on Aug. 14, knowing the other woman was going to engage in sexual activity for hire by admission of the other woman in a texting conversation.

Cases against Hayden Maxwell Wright, 34, St. George Street, East Liverpool, were bound over to the county grand jury for third-degree felony tampering with evidence, fifth-degree felony obstructing official business and misdemeanors of resisting arrest and obstructing official business. Charges of driving under suspension and no seat belt were dismissed. He was also fined $195 for driving under suspension and a tail lights violation. During a traffic stop on July 9 in East Liverpool, Wright was a passenger and was refusing to give his name after being asked by police several times, then was later recognized by an officer. He also refused to step out of the vehicle to be patted down for weapons, resulting in officers assisting him out of the vehicle. He attempted to pull away and thrashed around and was taken to the ground for officer safety to place handcuffs on him. When he was being removed from the vehicle, he allegedly dropped a bag of suspected methamphetamine on the ground and denied the drugs were his. On Nov. 28, 2023, he allegedly refused to give the name of who was driving a vehicle earlier in the day that was involved in a pursuit with an Ohio State Highway Patrol trooper in East Liverpool.

Cases against Joseph Hakala, 31, East Washington Street, Lisbon, were bound over to the county grand jury for third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of driving under suspension and reckless operation for allegedly fleeing from an Ohio State Highway Patrol trooper attempting a traffic stop in Madison Township, reaching speeds of 100 mph and fleeing into West Virginia on Aug. 14.

A preliminary/pretrial hearing was set Sept. 9 for Emily Patchin, 20, Summit Street, Salem, charged with fourth-degree felony assault on an officer and misdemeanors of domestic violence and resisting arrest. Patchin allegedly got into a physical altercation with a man while intoxicated, pushing and scratching him, leaving marks on his left rib cage. After being taken into custody while attempting to walk her to a police cruiser she fell to the ground and refused to get up, needing to be carried to the cruiser and when near began to fight with officers, refusing to enter the cruiser and kicking her feet preventing officers from shutting the door, and kicking an officer in the face twice.

A preliminary/pretrial hearing was set Sept. 12 for Michael D. Proctor Jr., 55, Rochester Road, East Rochester, charged with felonious assault, a second-degree felony, and misdemeanor criminal damaging. He allegedly was seen on camera spitting in a man’s face before being taken to the ground by the man recently in East Rochester. During the ensuing altercation he allegedly grabbed a screwdriver off of the ground and attacked the man with it. The man backed off and Proctor allegedly was observed stabbing the front driver’s side tire of the man’s vehicle.

A pretrial was set Sept. 23 for Narayana Cieslak, 35, Depot Street, Rogers, charged with public indecency expose private parts, disorderly conduct and two counts obstructing official business. He was ordered examined for competency to stand trial and plead not guilty by reason of insanity. Deputies received a call on Aug. 2 regarding a man standing at the bottom of his driveway on Depot Street, Rogers, completely nude, giving drivers the middle finger. Deputies attempted to make contact with Cieslak, who did not appear to have clothes on at the time and he retreated into his residence while holding an AR style rifle. On July 10 in Rogers, he was allegedly in the roadway behaving erratically. He also allegedly ran away from a sheriff’s deputy investigating a complaint of a man harassing juveniles at the park on July 27 in Rogers.

John Peuterbaugh, 50, Miller Street, Kensington, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours of community service and a 12-hour education course. Peuterbaugh was accused of responding to an undercover ad on a known prostitution website and arranging for sexual acts with a female in exchange for $80, traveling to Salem on Nov. 11, 2022 for the meeting with the phone used to make the arrangements in his possession. A court trial was set Oct. 1 for Peuterbaugh for driving under suspension.

A pretrial was set Dec. 9 for Johnny L. Wilson Jr., 30, Opelousas, Louisiana, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $80 from an undercover agent via a telecommunications device, then traveling to Salem on June 9 for the meeting with the device used to make the arrangements in his possession.

A sentencing hearing was set Sept. 12 for Justin Ingledue, 36, Fairfield School Road, Columbiana, who pleaded guilty to domestic violence for allegedly grabbing a woman by the throat, slamming her on the couch and holding her down against her will during a domestic on Sept. 1 in Elkrun Township.

A pretrial was set Dec. 9 for Dedra Ours, 35, Old Fredericktown Road, East Liverpool, charged with domestic violence for allegedly hitting a man in the forehead and waking him up to begin fighting, throwing his lunch box and other items and urinating in his water bottle on Sept. 2 in St. Clair Township.

A pretrial was set Nov. 4 for Donald Locher, 54, South Union Avenue, Salem, charged with domestic violence for allegedly using an elbow against a woman during a domestic on Sept. 2 in Salem. She allegedly admitted to throwing a plate at him.

A pretrial was set Nov. 4, for Toni Locher, 53, South Union Avenue, Salem, charged with domestic violence. She allegedly threw a plate at a man during a domestic on Sept. 2 in Salem. He allegedly admitted to using his elbows in some way against her.

A pretrial was set Dec. 3 for Jordan Speece, 28, Broadway Avenue, Wellsville, charged with endangering children for allegedly striking a child while disciplining him, leaving a welt on Aug. 29 in Wellsville.

A pretrial was set Nov. 26 for Kaden Desellem, 21, Foundry Hill Road, Salineville, charged with domestic violence for allegedly punching a man in the chin on Sept. 1 in Salineville.

Amie Prager, 40, Ogden Street, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for criminal damaging. Prager was also ordered to pay $51 dollars to the East Liverpool Dairy Queen. Prager entered the business irate about not being served her food in the drive-thru line due to her cutting in line and began yelling at employees and shoving everything off the counter on March 28, 2021.

Kimberly Coleman, 68, Beechwood Drive, Columbiana, was fined $250 and sentenced to 90 days in jail, with 87 days suspended and credit for one day served, leaving a balance of two days to serve in jail for obstructing justice. She falsely told officers that an individual with a warrant was not in the residence, hindering the discovery, apprehension, prosecution, conviction, or punishment of another in Columbiana on Sept. 2.

A pretrial was set Sept. 16 for Randall Fegert, 60, East Fourth Street, Salem, charged with violation of a protection order for allegedly going to a woman’s house in violation of a protection order, leaving prior to the arrival of officers on Sept.1 in Salem.

Jordan Miller, 33, Renkenberger Road, Columbiana, was fined $100 for disorderly conduct amended from violating a temporary protection order. He went to the home of a protected woman in Columbiana on June 20, in violation of a protection order.

A pretrial was set Oct. 1 for Bridget McKinnon, 38, North Street, East Palestine, charged with criminal damaging for allegedly throwing a boulder at the front windshield of a man’s vehicle, busting it out, during an altercation on Aug. 29 in East Liverpool.

A pretrial was set Dec. 9 for Michael Kuhlen, 40, Scroggs Road, Lisbon, charged with persistent disorderly conduct for refusing to comply with orders by law enforcement to cease taunting and insulting another person while intoxicated in Lisbon on Aug. 30.

A pretrial was set Dec. 5 for Brie Buckley, 26, South Park Circle, East Liverpool, charged with failure to confine dogs. On Aug. 26, she allegedly failed to restrain her dog in East Liverpool.

A pretrial was set Dec. 9 for Ryan Bevington, 47, Somer Street, Leetonia, charged with possession of drug abuse instruments. He allegedly had a syringe in his vehicle in plain view while hunched over behind the wheel at a gas station in East Liverpool on Aug. 31.

A pretrial was set Nov. 14 for Jesse Murray, 39, Southeast Boulevard, Salem, charged with obstructing official business. Murray allegedly fled from a traffic stop on Vine Avenue, continuing to a residence on East Fifth Street and pulling into the driveway, before exiting the vehicle and failing to comply with officer commands and refusing to provide his identification or information on Aug. 30 in Salem.

A pretrial was set Dec. 3 for Charles D. Bosel Jr., 35, Fair Avenue, Salem, charged with illegal use or possession of drug paraphernalia, use of unauthorized plate, a marked lanes violation, and improper/expired registration for allegedly possessing narcotics and narcotics paraphernalia during a traffic stop in Lisbon on Sept. 2.

A pretrial was set Nov.12 for Lisa Paterson, no age listed, Ohio Avenue, East Liverpool, charged with six counts of failure to file a city income tax return for allegedly failing to file city income tax returns for tax years 2018 through 2023 despite written correspondence directed to her to cure the deficiencies on June 28, 2019, Aug. 15, 2022, and Dec. 8, 2023 in East Liverpool.

Joseph Frye, 62, Jennings Avenue, East Liverpool, was fined $1,500, with the fine suspended, under the condition that Frye continue to remediate and maintain his property for two counts of buildings and structure housing code violations. Frye failed to replace missing siding and exterior protections from a Jennings Avenue property after being directed to do so on Feb. 22, 2023, in East Liverpool.

A pretrial was set Dec. 4 for Rebecca Dyke, no date of birth listed, West Fourth Street, East Liverpool, charged with six counts failure to file city income tax return for allegedly failing to file East Liverpool city income tax returns in 2019, 2020, 2021, 2022, 2023 and 2024.

A pretrial was set Dec. 10 for Andrew Bowden, 35, Michigan Avenue, East Liverpool, charged with six counts of failure to file city income tax for allegedly failing to file East Liverpool city income tax returns in 2018, 2019, 2020, 2021, 2022 and 2023

Kayla Grooms, 54, Park Avenue, Salem, was fined $650 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for driving under suspension and failure to comply. Grooms fled from officers attempting a traffic stop on East Pershing Street, continuing to drive east and turning south on Park Avenue, east onto Oak Street, south into an alleyway and parking her vehicle in her driveway on June 28 in Salem.

A pretrial was set Dec. 3 for Zaiah Blackwell, 24, East Third Street, Salem, charged with operating a vehicle impaired first offense, a marked lanes violation and endangering children for allegedly driving a vehicle while under the influence of alcohol with a 3-year-old child in the vehicle in Columbiana on Sept. 1.

Clarence Poon, 36, Atlanta, Georgia, failed to appear for a pretrial set for Aug. 29 for OVI first offense and restricted tinted glass. A warrant was issued for Poon’s arrest with bond set at $2,500 cash/surety.

Lawrence McBride, 53, Newgarden Avenue, Salem, was fined $1,300 and sentenced to 180 days in jail, with 140 days suspended, leaving a balance of 40 days to serve in jail for OVI second offense (with OVI refusal merged for sentencing) and reasonable control. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.

A pretrial was set Nov. 19 for David Laflin, 59, North Canton, charged with speeding and reckless operation.

Amy Ore, 49, Darlington, Pa., was fined $150 for driving under suspension and expired registration.

A driving under suspension charge was dismissed against Kimberly Sue Parrish, 28, Shadylane Drive, East Liverpool.

Madelyn Hairston, 37, North Street, Beloit, was fined $150 for unsafe vehicle, amended from traffic control devices.

Phillip Litchfield, 48, Ridge Road, East Rochester was fined $100 for failure to control, with an additional charge of driving under suspension dismissed.

Jessica Bragg, 45, Beechwood Street, East Liverpool, was fined $850 and sentenced to 90 days in jail with 87 days suspended and credit for three days served in a driver intervention program for OVI. Her driver’s license was suspended for one year. Additional charges of OVI breath, and two lights displayed were dismissed.

Michael Earich, 51, Campground Road, Wellsville, was sentenced to 20 days in jail for driving under suspension.

Tyler W. Morrell Sr., 30, Beechwood Drive, Columbiana, was fined $250 for driving under suspension and a taillight violation.

Benjamin Wallace, 37, Lincoln Avenue, Salem, was fined $250 for driving under suspension, with a second charge of driving under suspension dismissed.

Christian Lee Donald Grossa, 37, Saltwell Road, Lisbon was fined $50 for speeding.

A pretrial was set Nov. 12 for Robert Voight, 43, Ravenna, charged with no commercial driver’s license and a seatbelt violation.

A pretrial was set Oct. 10 for Anthony Blancato II, 27, Steubenville, charged with following too close and speeding.

A pretrial was set Dec. 3 for William Thompson, 57, Saint George Street, East Liverpool, charged with expired license and a marked lanes violation.

A pretrial was set Nov. 14 for Tracey Wright, 51, Moore Road, East Liverpool charged with failure to stop after an accident.
