LISBON — A man involved in a sex-for-hire meeting in East Palestine last year was placed on community control for three years after entering a guilty plea Monday.
Rico Terrell, 50, Cincinnati, appeared in Columbiana County Common Pleas Court for a hearing when he pleaded guilty to an amended fourth-degree felony charge of enticement or solicitation to patronize a prostitute. He was originally charged with promoting prostitution for allegedly being involved in a sex-for-hire meeting in East Palestine on Oct. 14, 2023.
The indictment alleged that he knowingly supervised, managed or controlled the activities of a prostitute in engaging in sexual activity for hire.
He received credit for two days served in jail.

— Lonnie Wilson, 36, Cleveland, pleaded guilty to nonsupport of dependents, a fifth-degree felony, for failing to pay child support for one child from Aug. 1, 2021 to July 30, 2023. Sentencing was set for Nov. 22.

LISBON — In Columbiana County Municipal Court, a case against Kaden Desellem, 21, Foundry Hill Road, Salineville, was bound over to the county grand jury for fourth-degree felony domestic violence for allegedly punching a man in the chin on Sept. 1 in Salineville. Desellem was also fined $150 and sentenced to 90 days in jail, with credit for 13 days served, leaving a balance of 77 days to serve in jail, for obstructing official business for leading deputies on a lengthy foot pursuit through multiple areas on Sept. 3 in Center Township.
A pretrial was set Nov. 26 for Victoria Redman, 19, Ohio Avenue, East Liverpool, charged with assault for allegedly assaulting a man in East Liverpool on Sept. 16.
A pretrial was set Dec. 2 for Sarah Eddy, 43, Seventh Avenue, East Liverpool, charged with assault for allegedly striking another woman in the face in East Liverpool on Sept. 13.
Keith Whorley, 27, East Clark Street, East Palestine, was fined $400 and sentenced to 90 days in jail, with 70 days suspended and credit for one day served, leaving a balance of 19 days to serve in jail for criminal damaging and obstructing official business. A charge of fifth-degree felony harassment with a bodily substance was dismissed, along with charges of disorderly conduct and an additional obstructing official business. He was ordered to complete 120 hours community service. On Sept. 7, while intoxicated, Whorley picked up a woman’s potted plant from her front porch and threw it into the road in East Palestine. While in a holding cell in East Palestine for the criminal damaging charge on Sept. 8, he allegedly peed on the floor of the cell next to the toilet. Whorley had refused to exit the holding cell to be finger printed and also to be transported to the county jail. Police had to physically drag him out of the holding cell and into a cruiser after he went dead weight and fell to the floor and refused to stand.
Jacob Keenan, 32, last known address Quay Road, Negley, was fined $500 and sentenced to 180 days in jail, with 140 days suspended and credit for eight days served, leaving a balance of 32 days to serve in jail for domestic violence and endangering children. He was ordered to complete 40 hours community service, possess no firearms and have no contact with the victim. He was accused of a domestic on Sept. 8 in Negley when he pulled a revolver and pointed it at the another man while intoxicated, then left with a child.
Kyrin McLaughlin, 26, last known address Rose Drive, Lisbon, was fined $350 and sentenced to 180 days in jail, with 90 days suspended and credit for 11 days served, leaving a balance of 79 days to serve in jail for domestic violence and possess instruments to ingest. He was ordered to complete 30 hours community service, possess no firearms and have no contact with the victim. McLaughlin was accused of striking a child in the face during a domestic dispute on Sept. 5 and having a black plastic pen hollowed out with white powdery residue on the inside in Center Township.
A pretrial was set Sept. 26 for Ronald Roach, 54, state Route 170, East Liverpool, charged with violation of a protection order and resisting arrest for allegedly sending a friend request to a protected person under a different name with his photo and sending multiple messages via social media to another protected person both on Sept. 4 in East Liverpool. On Sept. 16, he was placed under arrest for an active warrant and allegedly fought and resisted officers.
Randall Fegert, 60, East Fourth Street, Salem, was fined $350 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for violating a protection order and driving under suspension. He was ordered to complete 40 hours community service and to have no violent contact with the victim. He was accused of going to a woman’s house in violation of a protection order, leaving prior to the arrival of officers on Sept.1 in Salem. The driving under suspension was from a traffic stop on Sept. 4 in Salem.
Enzo Ciccone, 45, Hookstown, Pa., was fined $250 and given a suspended 30-day jail term for theft. He was ordered to complete 40 hours community service and to stay out of the Calcutta Walmart. Ciccone failed to scan and pay for 42 items totaling $214 at the Calcutta Walmart on June 14.
A pretrial was set Nov. 21 for Harold Dunlap, 67, West School Street, East Rochester, charged with receiving stolen property for allegedly possessing four DVDs missing from another man’s property in East Rochester on July 16.
Luz Chacon, 45, Brooklyn, N.Y., was fined $150 for disorderly conduct amended from criminal trespass for being at a residence on Hatcher Road on Feb. 15, 2023 after deputies warned her not to return to the New Waterford property.
Justin Davis, 40, St. Clair Avenue, East Liverpool, was ordered to spend 20 days in jail, with credit for 11 days served, leaving a balance of nine days to serve in jail for violating his probation for a 2021 case of criminal trespass and criminal damaging when he destroyed surveillance cameras at a St. Clair Township home and trespassed in the home, ransacking the inside.
A pretrial was set Sept. 26 for Tyler Howell, 26, New Cumberland, W.Va., charged with failure to control, drug paraphernalia and failure to stop after an accident for allegedly possessing a straw-like tube and small plastic container both with a white powder residue during a traffic stop on March 19 in St. Clair Township. He failed to stop after an accident on Sept. 10 in East Liverpool.
Aaron Cunningham, 26, East Main Street, Salineville, was fined $1,065 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for operating a vehicle impaired, marked lanes and driving while texting. An OVI breath charge was dismissed. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
A pretrial was set Dec. 2 for Eric Wiley, 43, Stagecoach Road, East Liverpool, charged with driving under suspension and improper/expired registration.
A pretrial was set Dec. 2 for Christopher Helsel, 30, Canfield, charged with speeding.
Cagney Springer, 35, Penn Avenue, East Liverpool, was fined $75 for illegal plates, with a charge of no valid license dismissed.
Cora Anderson, 44, Newton Falls, was fined $100 for speeding, with a charge of driving under suspension dismissed.
Dylan Roberts, 21, Hearthside Drive, Salem, was fined $150 for an equipment violation amended from speeding.
Krystal Senior, 41, East Third Street, Salem, was fined $200 and given a suspended 60-day jail term for driving under suspension. She was ordered to complete 20 hours community service.
A probation violation hearing was set Dec. 16 for Bobbie Doss, 45, Park Avenue, Salem, for a 2022 case for OVI and headlights.
Aaron Thompson, 34, Carter Road, New Waterford, was fined $100 for no operator’s license amended from driving under suspension.
George Freeman, 47, Valley Road, East Liverpool, was fined $50 for prohibited operation, with a charge of no operator’s license dismissed.
Shana Priestas, 46, North Pleasant Drive, East Palestine, was fined $20 for expired registration.
Jeffrey Proctor, 45, Warren, was fined $200 for driving under suspension.
Charles Bates, 67, Warren, was fined $150 for speeding.
