Grand Jury

LISBON — Wesley Clark, 34, South Lincoln Avenue, Salem, was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 1, 2023.

LISBON — A Wellsville man accused of harming a woman, endangering children and intimidating someone entered guilty pleas recently in Columbiana County Common Pleas Court to several charges.

Shawn Osborn, 43, state Route 39, pleaded guilty to third-degree felonies of burglary, domestic violence and violating a protection order, misdemeanor domestic violence, fourth-degree felony endangering children and misdemeanor intimidation of an attorney, victim or witness in a criminal case. Two counts of violating a protection order and a strangulation charge were dismissed.

Most of the charges stemmed from an incident Aug. 4, 2023 when Osborn allegedly choked, strangled and suffocated a woman and cut her face in the presence of a child in East Liverpool. The endangering children charge occurred from Aug. 17, 2023 to Aug. 19, 2023, with the intimidation allegedly occurring Aug. 15, 2023 to Aug. 22, 2023.

Also in Common Pleas Court:

— Camren Sisco, 20, Pancake Clarkson Road, Rogers, was sentenced to 12 months in prison after pleading guilty to fifth-degree felony possession of fentanyl-related compound and third-degree felony illegal conveyance of drugs of abuse onto the grounds of specified governmental facility for possessing fentanyl and taking drugs onto the grounds of a detention facility on Jan. 14, 2023. The prison term was ordered served at the same time as the prison term Sisco is currently serving. He was sentenced last fall to 24 months in prison for violating his probation for a third-degree felony burglary charge for trespassing on a property on Sept. 5, 2022.

— Cory Haueter, 38, Franklin Avenue, Salem, pleaded guilty to charges in three separate indictments, including second-degree felony aggravated possession of drugs, fifth-degree felonies of aggravated possession of drugs, possession of cocaine and possession of drugs and third-degree felony aggravated possession of drugs. Sentencing was set for Oct. 17. A charge of aggravated trafficking in drugs was dismissed. Haueter possessed methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on Aug. 4, 2022. He possessed methmphetamine on Sept. 20, 2022 and on Sept. 1, 2023, he possessed methamphetamine, cocaine and buprenorphine.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Arthur Gingher, 54, Hofmeister Road, Petersburg, were bound over to the county grand jury for fifth-degree felonies of possessing criminal tools and tampering with coin machine and misdemeanor criminal damaging for allegedly breaking into gaming machines at a laundromat in East Palestine on Aug. 10. When police responded, he was allegedly found with a flashlight and a large amount of change in his pockets that he claimed was for doing laundry. The business owner checked the video footage which a police affidavit said showed Gingher using some sort of pry bar to break the locks on three separate coin-activated gaming machines, then taking small buckets from each of the machines and emptying the quarters from the buckets into his hands, then into his pockets. The affidavit said Gingher allegedly stole $30 to $40 in quarters.

Cases against Ralph K. Lee, 47, Broadway Avenue, Wellsville, were bound over to the county grand jury for first-degree felony failure to verify residence address and fifth-degree felony breaking and entering. Lee allegedly failed to verify where he lived on May 22 as required since he was a registered sex offender. On March 3 in East Liverpool, he was allegedly caught in the act of stealing three stained glass windows from a property on St. Clair Avenue.

A case against Tiffany Marie Woolley, 37, Vine Street, East Liverpool, was bound over to the county grand jury for fifth-degree felony violation of a protection order for allegedly violating the terms of a protection order on Aug. 5 in East Liverpool by staying at a counseling center where she made contact with the protected person. A status hearing was set Nov. 5 and a jury trial was set Nov. 13 for Woolley for misdemeanors of domestic violence and violation of a protection order. On March 2, she was accused of striking a man in the ankle with a sweeper in East Liverpool after an argument over an extension cord. On March 28, she made a comment to a friend of a protected person, saying the protection order should be dropped.

A preliminary/pretrial hearing was set Sept. 5 for Zachary Paxson, 46, Skyline Drive, Wellsville, charged with fourth-degree felony strangulation and misdemeanor domestic violence for allegedly striking a woman in the face, pushing her against a wall causing injury to her face and forehead and choking her, causing her to almost lose consciousness on Aug. 21 in Wellsville.

A preliminary hearing was set Sept. 5 for Christopher Ingram, 41, Chester, W.Va., charged with two counts of breaking and entering, a fifth-degree felony, for allegedly entering vehicles in East Liverpool and taking items. He was accused of taking shoes and ear buds from a vehicle in the parking lot of the YMCA on East Fourth Street and taking change from a vehicle in the parking lot across from the Sixth Street Cafe.

A pretrial was set Nov. 25 for Olivia Dailey, 19, Lexington Avenue, Salem, charged with assault for allegedly striking a man in the face while he was checking out at the self-checkout register at the Salem Walmart on July 20.

Dillon Riley Everhart, 22, Lincoln Avenue, East Liverpool, was fined $250 and sentenced to 60 days in jail, with credit for 10 days served, leaving a balance of 50 days to serve in jail for domestic violence. Everhart was accused of shoving a woman in the chest, causing her to almost fall, stumbling toward a coffee table and knocking over a bottle of pop on Aug. 12 in East Liverpool.

A pretrial was set Oct. 29 for Heather Laizure, 37, North Madison, Salem, charged with domestic violence for allegedly scratching, punching and hitting a man on Southeast Boulevard on July 6.

A pretrial was set Nov. 25 for Seaton Ruffner, 41, Ohio Avenue, Salem, charged with domestic violence for allegedly swinging a frying pan in the direction of a juvenile victim, making her fearful that he was going to hit her on Aug. 20 in Salem.

A domestic violence charge was dismissed against James David Courtwright, 50, state Route 154, Rogers, at the request of the prosecutor because the alleged victim was deceased. The charge stemmed from an incident on July 26, 2023 in Rogers.

Matthew John Jerome, 38, Park Avenue, East Palestine, was fined $350 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for domestic violence. He was ordered to complete 100 hours of community service. A felony charge of strangulation was dismissed. Jerome was charged for an incident on Aug. 14 in East Palestine when he allegedly went after a woman who fled from a residence after an argument and pushed her to the ground, causing superficial injuries to her hands and bruising to an eye, then attempted to choke her.

Tyler Weaver, 26, Bloomingdale, was fined $550 and a suspended 90-day jail term for criminal trespass, aggravated menacing and disorderly conduct amended from domestic violence. Another domestic violence charge was dismissed. He was ordered to complete 60 hours community service and have no contact with the victims. On March 30 in Salineville, Weaver tried to push another man off of the front porch of a residence during an incident. On Aug. 12 in Washington Township, he trespassed on a property.

A pretrial was set Oct. 29 for Richard Vecchio, 62, state Route 164, Lisbon, charged with criminal mischief, resisting arrest and disorderly conduct for allegedly placing a bucket in the middle of the northbound lane of state Route 164, Lisbon, and pulling away from a deputy when placed under arrest on Aug. 20.

Joshua Watkins, 36, Eighth Avenue, East Liverpool, was fined $600 and sentenced to 180 days in jail, with 150 days suspended, leaving a balance of 30 days to serve for endangering children, drug paraphernalia and criminal trespass. He was ordered to complete 40 hours community service. Watkins trespassed in an apartment in East Liverpool on Jan. 15. The other charges stem from an incident Aug. 4 in East Liverpool when a child was found walking in the road with just a diaper on when Watkins was supposed to be watching the child and was instead found confused in the residence where drug paraphernalia was found.

Mary Craig, 56, Lincoln Street Extension, Salineville, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for resisting arrest and disorderly conduct. An additional charge of disorderly conduct was dismissed. She was ordered to complete 20 hours community service. The charges stemmed from incidents on May 15 starting in Salineville when she had an odor of alcohol, started yelling and walked into a deputy and was yelling at the deputy to leave. She was then in custody in the emergency room at Salem Regional Medical Center when she was causing a disturbance.

Howard Ammon, 28, Newell, W.Va., was fined $400 and sentenced to 180 days in jail, with 175 days suspended, leaving a balance of five days to serve in jail, for two counts of aggravated menacing. He was ordered to complete 30 days community service and have no contact with the victims. On July 17 in Wellsville, Ammon allegedly made threats against a woman and a man since receiving a no trespass order for a Wellsville property.

A pretrial was set Oct. 29 for Elizabeth Coulter, 43, Erie Street, East Liverpool, charged with criminal trespass for allegedly sleeping in her vehicle at the Broadway Wharf past closing time on Aug. 15 in East Liverpool after being warned multiple times that she can’t park there after hours.

A theft charge against Shaun Cooper, 36, Chester, W.Va., was dismissed with a stipulation to probable cause. Costs were taxed against the defendant. Cooper had been accused of taking someone’s wallet in East Liverpool on Feb. 7.

Jonathan Gbur, 35, state Route 517, Lisbon, was fined $150 and given a suspended 90-day jail term for domestic violence. A charge of violating a protection order was dismissed. Gbur was accused of striking a woman with a fist on June 19 in Leetonia while there was an active protection order against him.

Jessica Leann Hilderbrand, 33, Spillway Road, Lisbon, was fined $190 for loud exhaust and disorderly conduct amended from drug paraphernalia. During a traffic stop on March 20 in St. Clair Township, Hilderbrand possessed a container that contained a marijuana pipe and marijuana shake.

A pretrial was set Oct. 29 for Lori Lawrence, 58, Cherry Aly, Wellsville, charged with drug paraphernalia, illegal plates and illumination of rear license plate for allegedly possessing a pill grinder and a straw with residue in her purse during a traffic stop on Aug. 10 in East Liverpool.

A pretrial was set Oct. 28 for Danielle Rauch, 28, Hunter Camp Road, Lisbon, charged with operating a vehicle impaired first offense, OVI breath, one way traffic and endangering children/operating vehicle for allegedly driving and crashing a vehicle impaired with children in the vehicle at the time of the accident on June 24 in Salem.

Michael Murphy, 71, South Lincoln Avenue, Salem, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to perform 10 hours community service.

A pretrial was set Nov. 25 for Sean Zentner, 59, Court Street, Columbiana, charged with OVI second offense, OVI refusal with prior within 20 years and driving under suspension.

A pretrial was set Oct. 24 for Derek Westover, Fairmount Road, Lisbon, charged with OVI second offense and OVI breath second offense.

A pretrial was set Oct. 24 for Bailee Daugherty, 24, Youngstown, charged with speeding.

Harold Feezle, 65, Enon Valley, Pa., was ordered to pay costs after a driving while texting charge against him was dismissed. Feezle stipulated to probable cause.

Homer Swanson IV, 27, U.S. Route 30, Hanoverton, was fined $100 for driving under suspension.

Jeffrey Maldonado, 31, Unity Road, New Springfield, was fined $150 for driving under suspension and unauthorized plate.

Christopher McConville Jr., 27, state Route 14, Beloit, was fined $150 for an equipment violation amended from traffic control devices.

Kyra Gill, 27, Youngstown, was fined $50 for speeding, with no fine for driving under suspension.

Makayle Grace Kirkland, Winona Road, Salem, was fined $75 for an equipment violation amended from assured clear distance.
