LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 18 for Nicholas Taulbee, 32, McKinley Avenue, Lisbon, charged with fifth-degree felony aggravated menacing for allegedly making threats on July 6 to shoot up the county Department of Job and Family Services building in Lisbon and threatening physical harm to a Children Services employee, which elevated the charge to a felony.

A status hearing was set July 22 for Quantrel Samuel, 18, Y & O Road, East Liverpool, charged with aggravated menacing and domestic violence for allegedly threatening to light a 17-year-old female on fire if she wasn’t back at the residence at a certain time. While making the alleged threat, he had her cornered in the bathroom with nowhere for her to go and he had just sprayed a can of body spray, making a flame with a lighter on Feb. 14 in St. Clair Township.

Thomas Candle, 58, Autumn Road, Wellsville, was fined $250 and sentenced to 45 days in jail, with 43 days suspended and credit for two days served, for domestic violence. Candle was accused of grabbing a woman by the neck and throwing her out of a car on March 21 in East Liverpool.

Timothy Kuttler, 38, West Washington Street, Lisbon, was fined $150 and given a suspended 30-day jail term for disorderly conduct. He was ordered to complete 20 hours community service. Kuttler was accused of continuously yelling and swearing at citizens and police officers during an investigation in Lisbon on May 11. At one point, he allegedly began to taunt and challenge a police officer.

A pretrial was set Sept. 17 for Michael Langdon, 39, Oakdale, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $80, traveling to East Palestine on July 3 for the meeting, with the phone used to make the arrangements in his possession.

A pretrial was set Oct. 3 for Dustin Swann, 39, Pittsburgh, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for money, traveling to East Palestine on July 6 for the meeting, with the phone used to make the arrangements in his possession.

A pretrial was set Oct. 8 for Mark Devon Guenther, 61, Coraopolis, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $100, traveling to East Palestine on July 5 for the meeting, with the phone used to make the arrangements in his possession.

Clint Robert Eisnnicher, 38, last known address Newton Falls, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution education course. He was accused of responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $50, traveling to East Palestine on April 13 for the meeting, with the phone used to make the arrangements in his possession.

Tyrone Taylor Twyman, 56, Aliquippa, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. He was accused of responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $60, traveling to East Palestine on July 2 for the meeting, with the phone used to make the arrangements in his possession.

Linda Weyand, 57, Chaffin Avenue, East Liverpool, was fined $1,050 and sentenced to 30 days in jail, with credit for 22 days served, leaving a balance of eight days still to serve in jail, for multiple charges from multiple cases, including two counts of theft, and single counts of failure to comply, possessing criminal tools, illegal plates, expired license, reckless operation and driving under suspension. On March 2, 2021, Weyand was accused of placing several pieces of merchandise into a large purse and failing to pay for four items totaling $78 at Factory Connection in Calcutta. On July 25, 2022, she allegedly failed to scan and pay for a box of diapers at Dollar General in East Liverpool. On June 15 this year, she allegedly failed to comply with the order of a police officer attempting a traffic stop in East Liverpool, continuing to drive at high speeds in a residential area, pursued for 2 miles before stopping.

A pretrial was set Sept. 12 for Mark Foden, 54, Erie Street, East Liverpool, charged with falsification and theft for allegedly stealing two items valued at $50.95 from Calcutta Walmart on July 2 and lying about where he left the merchandise, claiming the items were in the parking lot. Police found the items later in the vehicle he was a passenger in.

A pretrial was set Sept. 10 for Tristan Apinis, 38, North Ellsworth Avenue, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a black and silver scale with a white crystal substance on it on July 8 in Salem.

Ashley Painter, 41, Newgarden Avenue, Salem, was fined $450 and given a suspended 30-day jail term for three counts of permitting dog to run at large for three separate incidents when her dog got loose in Salem. She was ordered to complete 60 hours community service. On Aug. 1, 2023 her dog, a pit bull type, was allegedly running loose and attacked another dog being walked by its owner on a leash. The affidavit said she had been issued a minor misdemeanor citation the month before after her dog left her property and killed a neighbor’s cat. On Aug. 29, 2023, police were called again for the dog being loose, with the dog described as vicious and known to attack other animals. She said the dog escaped from the residence. The dog was later found and returned to her. The report said this was the seventh report concerning the owner and her dog. On Oct. 5, 2023, the dog was loose again and she was cited again.

Brandi Pardell, 39, Irish Ridge Road, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 177 days suspended and credit for three days for misdemeanor theft, amended from a felony charge. She was ordered to complete 20 hours community service and to make restitution of $1,680 to the victim. That was the total amount of money she received from two pawn shops after selling silver she stole from the victim on Dec. 21, 2023.

A pretrial was set July 25 for Quint Witherow, 42, Steubenville Pike Road, Salineville, charged with obstructing official business, theft, driving under suspension, no motorcycle endorsement, failure to have a functioning brake light and failure to display valid sticker. On July 20, 2023, he allegedly fled on foot from a traffic stop of his motorcycle and failed to return after orders were given by a K-9 officer in Lisbon. The theft charge stemmed from him allegedly being paid $500 by a woman to cut a pine tree on her property in Center Township and then failing to do the job. He didn’t return the money after several requests and told the victim to take him to court.

A pretrial was set Sept. 3 for Michael McKinnon, no date of birth listed, and Trudy McKinnon, no date of birth listed, both North Street, East Liverpool, each charged with 6 counts of failure to file city income tax return. The charges against Michael McKinnon and Trudy McKinnon stem from each of them allegedly failing to file city income tax returns in the city of East Liverpool from 2019 through 2024.

A pretrial was set Sept. 10 for Nicolas White, 24, Clark Avenue, Wellsville, charged with criminal trespass for allegedly entering a condemned, boarded up home on Sunnyside in East Liverpool on Dec. 13, 2023. He was fined $130 for driving under suspension and no seat belt.

Tanya Gregory, 35, Darner Road, Lisbon, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 20 hours community service. Gregory possessed a smoking device during a traffic stop May 2 in St. Clair Township when she was a passenger.

Bradley Cianni, 38, Chester Avenue, Wellsville, was fined $400 and given a suspended 30-day jail term for possessing of drugs and drug paraphernalia for possessing methamphetamine and a meth pipe during an incident April 13 in East Palestine.

A pretrial was set Oct. 1 for Rodney Giannone, 58, Salineville Road NE, Salineville, charged with possession of drug abuse instrument for allegedly possessing a used syringe during a traffic stop on July 2 in East Liverpool.

James Wilkes, 49, Carroll Road, East Liverpool, was fined $100 for failure to control, with a charge of obstructing official business dismissed. He had been accused of being in a crash in Liverpool Township on July 8, 2023 and then claiming a buddy was driving and left the scene. Security video showed only one person in the vehicle.

Ryan Armstrong, 39, Depot Road, Salem, was fined $250 for two counts of disorderly conduct from two separate incidents, with a charge of open container dismissed. On June 1, he was accused of being intoxicated and having an open container at McCulloch Park in Salem. On June 14 in Salem, he was reported stumbling with slurred speech on South Lincoln Avenue near Snyder Road and admitted to drinking.

A pretrial was set Aug. 19 for Gregory Hulbert, 60, Harmony, Pa., charged with operating a vehicle impaired first offense.

Brandon Phillips, 20, Plymouth Street, Hanoverton, was fined $330 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for underage OVI, speeding and no seat belt. His driver’s license was suspended for 180 days and he was ordered to complete 20 hours community service.

Dylan Newhouse, 20, Brookfield Avenue, Lisbon, was fined $975 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted.

A pretrial was set July 30 for Jay Troyer, 31, McCracken Road, Salem, charged with OVI second offense, OVI refusal within 20 years and speeding.

A pretrial was set Oct. 3 for Cassandra Felekey, 35, Ohio Avenue, East Liverpool, charged with driving while texting.

A pretrial was set Oct. 8 for David Bello, 75, Winona Road, Salem, charged with failure to stop after an accident and improper backing.

A pretrial was set Sept. 24 for Eric Shoemaker, 39, New Middletown, charged with following too close.

A pretrial was set Sept. 12 for Aaron Sublett, 58, Teegarden Road, Lisbon, charged with assured clear distance.

A pretrial was set Oct. 3 for Crystal Lackey, 34, Alliance, charged with speeding.

A pretrial was set Sept. 17 for George Freeman, 46, Valley Avenue, East Liverpool, charged with no license-ATV and prohibited operations.

A pretrial was set Sept. 10 for Dustin Morrow, 39, Pineview Drive, Calcutta, aharged with no seat belt and driving while texting.

Jason Summers, 39, West State Street, Salem, was fined $150 for driving under suspension.

Auztin Thumm, 20, Beaver Falls, Pa., was fined $30 for fishing license required for fishing at Highlandtown Lake without a fishing license on June 25.

Brittany Mitchell, 29, East Third Street, Salem, was ordered to pay costs, with no fine, for an equipment violation, amended from reasonable control.

Dakota Trimnel, 21, Chester, W.Va., was fined $100 for reckless operation.
