LISBON — In Columbiana County Municipal Court, cases against Larry G. Moore II, 50, North Canton, were bound over to the county grand jury for fifth-degree felony possession of drugs and misdemeanors of engaging in prostitution and possessing criminal tools.
Moore was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $140 and driving to Salem on Feb. 16 for the meeting. When taken into custody, during a search of his person, a clear capsule-like cylinder with a powder substance was located and he allegedly said it was fake meth that he was going to use as a form of payment regarding the prostitution, according to a police affidavit. Lab tests found that the white powder substance contained methamphetamine.
David Boorn, 61, Hubbard, was fined $750 and given a suspended 90-day jail term for possessing criminal tools and engaging in prostitution for requesting sexual conduct from an undercover agent in exchange for $160 and traveling to Salem on July 12, 2023 for the meeting. He was ordered to complete 20 hours community service and a 12-hour education course.
A pretrial was set June 27 for Taelor Eckler, 20, Fawcett Apartments, East Liverpool, charged with menacing, aggravated menacing, resisting arrest and underage consumption for allegedly having a dispute with Fawcett Apartments management and threatening to cut a woman with a knife while brandishing a large fixed blade knife and showing it to her on June 17 in East Liverpool. While being taken into custody, he allegedly resisted and had to be taken to the ground. He also allegedly threatened the health and safety of police officers while being taken into the police station. The underage consumption charge stemmed from an incident Oct. 25, 2023 in Salem when he allegedly admitted to being intoxicated.
Hope Cronin, 24, Boring Lane, East Liverpool, was fined $150 for disorderly conduct amended from domestic violence for attempting to smack a phone out of a man’s hand and hitting him with an empty water jug on June 7 in East Liverpool.
A pretrial was set June 27 for Dustin Brooks, 36, Vine Street, East Liverpool, charged with domestic violence for allegedly flipping out and threatening a man on June 17 in East Liverpool.
A pretrial was set Sept. 3 for Graylen Thornton, 37, Globe Street, East Liverpool, charged with criminal trespass for allegedly trespassing at Sixes Recycling in East Liverpool on June 10.
Antonio Papale, 68, North Lincoln Avenue, Salem, was fined $150 and given a suspended 10-day jail term for disorderly conduct, amended from domestic violence, for allegedly striking a woman on April 13 in Salem.

A domestic violence charge was dismissed against John Douglas II, 61, Mulberry Street, East Liverpool, at the state’s request due to the alleged victim’s whereabouts being unknown. The charge stemmed from an alleged domestic violence incident on Oct. 29, 2023 in East Liverpool.
Multiple charges for substandard premises (14 counts), four counts of failure to register vacant structure, four counts of failure to pay monitoring fee for vacant structure and two window violations were all dismissed against James Taus, no date of birth listed, North Lundy Avenue, Salem, with costs taxed to the defendant. The charges were from a 2023 case and involved two properties on South Union and two properties on Buckeye Avenue, both in Salem.
Heidi Joy, 37, West Fourth Street, East Liverpool, was fined $500 each for five counts of failure to file city income tax returns, but with all but $50 of the fines suspended. Joy failed to file city income tax returns in East Liverpool in 2018, 2019, 2020, 2021 and 2022.
A pretrial was set Aug. 19 for Jade Cheyenne Caudill, 25, South Washington Street, East Palestine, charged with endangering children/operating vehicle, operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense, assured clear distance and child restraint. Caudill was accused of being impaired with an eight-month-old child in the vehicle when her vehicle struck a parked car on June 17 in East Palestine.
Cody McClain, 30, Carrollton, was fined $1,075 and sentenced to 90 days in jail, with 86 days suspended and credit for four days served, for OVI, driving under suspension and fictitious plates. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.
Brock Deem, 54, Mogadore, was fined $250 and given a suspended 60-day jail term for physical control, amended from OVI. He was ordered to complete 20 hours community service.
Cody Kurtz, 30, West Garfield Road, Salem, was fined $875 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served for a driver intervention program, for physical control, amended from OVI. His driver’s license was suspended for one year.
Cortni Rankin, 33, Steubenville Pike Road, Lisbon, was fined $975 and sentenced to 60 days in jail, with 54 days suspended and credit for three days served in a driver intervention program, leaving a balance of three days to serve in jail, for OVI, driving under suspension and a tail lights violation. Her driver’s license was suspended for one year and she was ordered to complete 40 hours community service.
A pretrial was set Aug. 19 for Kortnee Brown, 32, Taggart Drive, Wellsville, charged with OVI second offense, OVI refusal with prior within 20 years and traffic control devices.
A pretrial was set Aug. 20 for Summer Felker, 30, Franklin Avenue, Salem, charged with open container, OVI first offense, OVI breath first offense, no seat belt and marked lanes.
A pretrial was set Aug. 19 for Domonique Lemon, 37, Youngstown, charged with driving under suspension and driving while texting.
Giovanna Pucci, 41, Main Street, Wellsville, was fined $300 and given a suspended 10-day jail term for a stop sign violation and physical control amended from OVI. Her driver’s license was suspended for 180 days, with driving privileges granted, and she was ordered to complete 20 hours community service.
Mark Culley, 31, Y & O Road, Wellsville, was fined $750 and sentenced to three days in jail for two counts of driving under suspension.
A court trial was set July 18 for Sandi Phillips, 36, state Route 644, Kensington, charged with reckless operation.
A pretrial was set July 29 for Christopher Foerster, 42, state Route 46, New Waterford, charged with disobeying a traffic control device.
Rebecca Burr, 62, 12th Street, Wellsville, was fined $100 for driving under suspension.
Brittany Eversole, 27, Olive Street, Salem, was fined $80 for driving under suspension and no seat belt.
A driving under suspension was dismissed against Jayvon Howell, 53, Alliance, who was found valid now.
