LISBON — In Columbiana County Municipal Court, cases against Larry Robert Maglicco, 46, Elizabeth, Pa., were bound over to the county grand jury for fifth-degree felony improper handling firearms in a motor vehicle and misdemeanors of engaging in prostitution, possessing criminal tools and drug paraphernalia. Maglicco was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for methamphetamine, arriving in East Palestine on April 29 for the meeting. He had in his possession methamphetamine, two meth pipes and a cell phone used to make the arrangements, along with a loaded gun he failed to disclose to officers.

A case against Tiffany Woolley, 37, East Liverpool Road, East Liverpool, was bound over to the county grand jury for fifth-degree felony violation of a protection order for allegedly entering the home of a protected person on May 30 without permission in East Liverpool. A pretrial was set Aug. 8 for violation of a protection order and domestic violence for allegedly violating a protection order on April 1 in East Liverpool and for allegedly striking a man in the ankle with a sweeper over an argument regarding an extension cord on March 2 in East Liverpool.

Cases against Steven Watters II, 46, Elk Avenue, Lisbon, were bound over to the county grand jury for fifth-degree felony failure to stop after an accident and misdemeanors of drug paraphernalia for allegedly fleeing the scene of an accident on May 25 in Center Township, with a straw with powder residue located in the vehicle during an inventory. Watters was also fined $330 for no seat belt, driving under suspension and failure to control.

Michael Heverly, 39, Depot Road, Salem, was fined $300 and sentenced to 180 days in jail, with 160 days suspended and credit for seven days served, leaving a balance of 13 days still to serve in jail for possessing criminal tools, a misdemeanor amended from a felony of having weapons under disability. He was ordered to complete 20 hours community service. Heverly is barred from having weapons due to a previous felony conviction and had two guns in a garage on May 28 on Carey Road, Salem.

Seth Michael Barron, 30, Camden, Ariz., was fined $1,350 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for engaging in prostitution, possessing criminal tools, improper handling of a firearm in a motor vehicle amended from a felony to a misdemeanor, reckless operation amended from operating a vehicle under the influence of alcohol or drugs refusal, driving while texting and open container. His driver’s license was suspended for one year, with driving privileges granted and he was ordered to complete 20 hours community service and a 12-hour online course. Barron responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $140, arriving in East Palestine on April 26 for the meeting. He was found to be intoxicated and had a loaded gun in his possession.

A pretrial was set Aug 5 for Michael Parker, 59, Cuyahoga Falls, charged with engaging on prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $140, then driving to Salem on May 30 for the meeting.

A pretrial was set Sept. 5 for Korynne Lamparty, 21, Boardman, charged with domestic violence for allegedly pushing a man in the chest, punching his chest and then pushing him near his throat during an argument after meeting at the Salem Super Cruise on June 6 in Salem.

Bradley Reeder, 41, West Lincoln Way, Lisbon, was fined $500 and sentenced to 90 days in jail, with 60 days suspended and credit for 16 days served, leaving a balance of 14 days to serve in jail, for obstructing official business and failure to comply with the order or signal of a police officer. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service. On May 21 in Lisbon, Reeder failed to stop when police attempted a traffic stop, leading multiple police cruisers on a pursuit for six to seven miles before being blocked in. He had gotten into his vehicle and driven away after being told not to.

A domestic violence charge was dismissed against Albert Green,36, Lacroft Avenue, East Liverpool, at the request of the prosecutor due to the alleged victim failing to appear. Green was fined $200 and sentenced to 60 days in jail, with 59 days suspended and credit for one day served, for resisting arrest. He was ordered to complete 20 hours community service. Green resisted when taken into custody for alleged domestic violence on April 21, 2023 in East Liverpool, continuing to walk or run away from officers trying to handcuff him and being tased when he failed to comply with officer commands. He had been accused of threatening a woman, poking her in the head with his finger and chest bumping her during an argument on April 21, 2023 in East Liverpool.

A pretrial was set Aug. 1 for James Carl May, 54, McDonald, charged with attempted related to drug possession for allegedly possessing methamphetamine during an incident in Salem on Oct. 20, 2022.

A disposition hearing was set July 2 for Lindsey Smoot, no date of birth listed, Fairview Street, East Liverpool, who pleaded no contest and was found guilty of three counts failure to pay city income tax and two counts failure to file city income tax return for allegedly failing to pay East Liverpool city income tax in 2019, 2020 and 2022 and failing to file East Liverpool city income tax returns in 2023 and 2024.

Raul Ramos, 24, Ponca City, Okla., was fined $150 for refuse disposal prohibition for leaving a beer can on the bank of the Highlandtown Wildlife Area on June 2.

A sentencing was set June 24 for Marcus Prendes, 40, Iowa Street, Wellsville, who pleaded guilty to drug paraphernalia for possessing a glass smoking pipe with residue on July 15, 2022 in Washington Township.

A pretrial was set Aug. 27 for Dixie Mullen, 51, East Third Street, Salem, charged with dog running at large for allegedly failing to keep her dog under reasonable control on May 30 in Salem after the dog bit a juvenile on a sidewalk.

A pretrial was set Aug. 5 for Tawney Dobritz, 49, South Market Street East Palestine, charged with operating a vehicle under the influence of alcohol or drugs second offense, driving under suspension, no seat belt and a headlights violation.

A probable cause hearing for a probation violation hearing was set June 13 for Samuel Holshue, 22, Pleasant View Drive, Lisbon, who was previously charged with OVI first offense, driving under suspension, reasonable control and no seat belt. A pretrial was also set June 13 for a driving under suspension charge.

A pretrial was set Sept. 5 for Heather Meyers, 28, First Street, Beloit, charged with OVI second offense, OVI breath second offense, noncompliance and reasonable control.

A pretrial was set Aug. 5 for Kenneth Ferguson Jr., 65, Denver Street Rear, East Liverpool, charged with OVI first offense, no motorcycle endorsement and reasonable control.

A pretrial was set Aug. 27 for Kurt Brown, 44, Garfield Avenue, East Palestine, charged with OVI third offense, expired license and improper/expired registration.

A pretrial was set Sept. 3 for Anthony Blancato II, 27, Steubenville, charged with following too close and speeding. He was also fined $50 for a separate speeding charge.

Clarence Owens, 60, Newell, W.Va., was fined $425 and sentenced to 127 days in jail, with credit for 127 days served, for OVI and failure to control. His driver’s license was suspended for one year.

A pretrial was set Aug. 6 for Ronald Snyder III, 49, North Lima, charged with driving under suspension.

A pretrial was set Aug. 29 for Craig Weber, 48, New Cumberland, W.Va., charged with speeding.

A pretrial was set July 30 for Nakkiya Plummer, 21, East Fourth Street, Salem, charged with speeding.

A pretrial was set Sept. 5 for Chase Perkins, 26, Roosevelt Avenue, Salem, charged with speeding and two counts driving under suspension.

A pretrial was set for Marcus Ford, 27, West Main Street, Salineville, charged with driving under suspension and unauthorized plate.

A pretrial was set Aug. 8 for Brittney Whaley, 19, Carrollton, charged with driving under suspension and speeding.

Jordan Snay, 36, East Third Street, Salem, was fined $180 for driving under suspension and a tail light violation.

Dakota Baker, 29, Sell Road, Lisbon, was fined $175 for driving under suspension and a stop sign violation.

Melissa Geer, 44, Waterloo Road, East Liverpool, was fined $130 for driving under suspension and expired registration.

Odie Bacorn, 42, Quincy Avenue, Columbiana, was fined $50 for expired registration. A charge of driving under suspension was dismissed.
