LISBON — In Columbiana County Municipal Court, a preliminary hearing was set June 13 for Robert Simms, 32, Ohio Avenue, East Liverpool, charged with fourth-degree felony strangulation and fifth-degree felony domestic violence for allegedly punching a woman in the head and attempting to strangle her on May 22 in East Liverpool.

A preliminary hearing was set June 13 for Richard Whitman, 53, East Fifth Street, Salem, charged with fourth-degree felony domestic violence for allegedly striking a woman two times in the face during a domestic on June 6 in Salem.

Abel Matthew Stanage, 29, Clearfield, Pa., was fined 750 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online course. Stanage was accused of requesting sexual conduct in exchange for $160 from an undercover agent and driving to Salem on Dec. 16, 2023 for the meeting.

Matthew Ryan Quivers, 41, Monongahela, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools for responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $160 and traveling to East Palestine on March 3 for the meeting. He was ordered to complete 20 hours community service and a 12-hour online course.

A pretrial was set Aug. 29 for Brian J. Sellitto, 47, Willoughby, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $50 and traveling to Salem on June 5 for the meeting.

A pretrial was set Aug. 15 for Robert Barry French, 42, Gnadenhutten, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad and arranging for sexual activity with a female in exchange for $180, traveling to East Palestine on June 6 for the meeting.

Amanda J. Baker, 32, Canton, was fined $300 and sentenced to five days in jail for soliciting and possessing criminal tools. She was accused of posting an ad on a known website used for the solicitation of prostitution and offering sexual conduct in exchange for $400 to an undercover agent, offering two additional females. She arrived in Salem on Dec. 15, 2023 for the meeting.

Brian William Rice, 49, Diamond, was fined $2,000 and sentenced to 180 days in jail, with 165 days suspended and credit for one day served, leaving a balance of 14 days still to serve in two separate seven-day sentences, for two counts engaging in prostitution, two counts possessing criminal tools, and single counts of drug paraphernalia, possession of drugs and attempted possession of drugs for two separate sex for purchase incidents. He was ordered to complete 50 hours community service and a 12-hour online prostitution prevention course. On April 23, 2023 in East Palestine, Rice answered an undercover ad for a mother and adult daughter on a known prostitution website and arranged for sexual activity with the females for $140, then traveled to the village for the meeting. He also possessed suspected cocaine and a cut straw used to ingest the narcotic. On Nov. 24, 2023, he drove to Salem after arranging to meet an undercover agent for sexual conduct in exchange for $180.

Jason Shallenberger, 52, Meadville, Pa., was fined $300 and given a suspended 30-day jail term for disorderly conduct, amended from engaging in prostitution, and possessing criminal tools. He was accused of soliciting sexual activity with two females through an undercover online ad in exchange for $120 and arriving Feb. 1, 2023 in East Palestine for the meeting. He was ordered to complete 20 hours community service and a 12-hour education course.

A pretrial was set Aug. 27 for Nicholas Wolfe, 44, East Washington Street, Lisbon, charged with domestic violence for allegedly grabbing a woman by the face and pushing her down to the ground during a domestic on May 30 in Salem.

A pretrial was set Sept. 9 for Delores Lilly, 59, West Washington Street, Lisbon, charged with theft for allegedly shoplifting with another woman at Dollar General in Lisbon on June 8, shown on video placing items from the frozen food section into the other woman’s purse.

A pretrial was set Aug. 29 for Joseph Perkins, 23, Lacroft Avenue, East Liverpool, charged with resisting arrest and theft for allegedly stealing a weed eater from the Calcutta Walmart on June 5 and pulling away from officers placing him under arrest. The affidavit said he selected the weed eater from the shelf, tried to return it at customer service, but was refused, then walked out of the store with it and dropped it when stopped by a loss prevention officer.

A pretrial was set Aug. 1 for Christopher Hightower, 42, West Seventh Street, East Liverpool, charged with theft for allegedly stealing three bottles of pills valued at $4.02 from Dollar Tree in East Liverpool on May 30.

Jaymee Cayo, 31, Lincoln Way, Lisbon, was fined $700 and sentenced to 90 days in jail, with 85 days suspended, leaving five days still to serve for theft, possessing criminal tools, obstructing official business and three counts criminal trespass. She was ordered to stay out of the Calcutta Walmart and Dollar General in Lisbon and to stay away from the Lisbon resident and his North Market Street property. She was also ordered to complete 20 hours community service. Cayo climbed through a window of another person’s residence in Lisbon on Dec. 13, 2023 and on Dec. 14, 2023, she claimed a man wasn’t in an apartment when he was found hiding in the stairwell to the attic. She also on Dec. 13, 2023 at the Calcutta Walmart took a pair of men’s thermal underwear from a shelf and tried to return them to customer service for payment, then she fled the property with the merchandise. On Dec. 19, 2023, she failed to remain off of the Dollar General property in Lisbon after being trespassed from the store previously.

A pretrial was set June 13 for Lonnie Gilbert III, 33, Depot Road, Lisbon, charged with domestic violence for allegedly grabbing a woman by the hair and throwing her to the ground on June 5 in Lisbon. He also allegedly threw a vape at her, injuring her mouth.

Shelley Swigert, 50, Ashton Road, East Liverpool, was fined $200 and given a suspended 90-day jail term for obstructing official business. She was also ordered to complete 40 hours community service. Swigert was accused of concealing possible narcotics in her bra during a traffic stop on Aug. 26, 2023 in St. Clair Township.

A charge of telecommunications harassment was dismissed against Jonathan Cress, 23, State Street, Leetonia, with the victim unavailable. He was accused of contacting a 16-year-old girl on Nov. 23, 2022 after being told by her father not to call her again.

A pretrial was set July 30 for Michelle Carosiello, 41, East Liverpool Road, East Liverpool, charged with drug paraphernalia for possessing a black metal pipe in St. Clair Township on May 24.

A pretrial was set Sept. 5 for Connie Hissom, 45, Erie Street, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense and reasonable control.

A probation violation hearing was set Aug. 6 for Cody Andrews, 23, state Route 170, East Palestine, charged with OVI second offense and left of center.

A probation violation hearing was set June 20 for Alicia Pipes, 32, Moore Street, East Liverpool, charged with OVI first offense, failure to appear or unpaid fine suspension and marked lanes.

A pretrial was set Sept. 3 for Edward Hough, 60, Churchill Road, Lisbon, charged with OVI first offense, OVI breath first offense and unsafe vehicle.

A pretrial was set Aug. 8 for Jacob Robert, 60, Newell, W.Va., charged with OVI first offense.

A pretrial was set Sept. 3 for Krystal Quinones, 38, Warren, charged with OVI first offense and OVI breath first offense.

Steven Barr, 37, Ellwood City, Pa., was fined $1,230 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days still to serve for OVI second offense, no license, no seat belt and failure to control. He was ordered to complete 40 hours community service.

Chloe Sorgman, 23, Dewey Avenue, East Liverpool, was fined $1,995 and sentenced to 180 days in jail, with 150 days suspended, leaving 30 days to serve, for OVI third offense, driving under suspension and traffic control devices. A charge of OVI refusal was dismissed. Her driver’s license was suspended for two years.

Steven Carson, 68, Spillway Road, Lisbon, was fined $975, with $500 of his fine suspended, and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and reasonable control. A charge of failure to stop was dismissed. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

A pretrial was set July 25 for Joshua Board, 34, Windrose Court, Columbiana, charged with driving under suspension.

Randy Lee Newberry, 65, Morris Road, Lisbon, was fined $1,450 and sentenced to 90 days in jail for OVI, no license, no seat belt, two counts driving under suspension, a tail lights violation and expired registration. His driver’s license was suspended for two years.

Richard McCoy, 72, Grafton Road, Leetonia, was fined $300 for physical control

A pretrial was set Aug. 29 for Tonia Gearin, 43, West Washington Street, Lisbon, charged with driving under suspension.

A pretrial was set Aug. 27 for Shawn Binegar, 54, Follansbee, W.Va., charged with driving under suspension.

A pretrial was set Aug. 5 for Ryan Holenchick, 25, Depot Road, Lisbon, charged with left of center.

A pretrial was set Aug. 26 for Jamie Brickner, 28, state Route 267, East Liverpool, charged with left of center.

Courtney Cuppett, 45, Signal Road, Columbiana, was fined $200 for speeding and an equipment violation, amended from right of way public safety vehicle.
