Secret Indictment

LISBON — Brandi Hissom, 49, Haywood Avenue, East Liverpool, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury for possession of fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on Jan. 5.

Open Indictments

LISBON — An East Liverpool man accused of forcing his way into a Salem apartment to assault a resident was one of six defendants charged through open indictments issued by the Columbiana County Grand Jury this week.

Rusty Boyer, 24, Oak Street, was indicted for first-degree felony aggravated burglary, misdemeanor assault and third-degree felony intimidation of an attorney, victim or witness in a criminal case.

He allegedly forced his way into the occupied apartment in Salem on April 17 and struck a man three times in the face when the man attempted to stop him from going up the steps to the second floor. A woman was also in the apartment. On May 10, he allegedly intimidated someone related to a criminal case.

The grand jury met for one day and issued six open indictments and 21 secret indictments Tuesday. Secret indictments do not become public until the defendant is served with the paperwork.

Other open indictments issued included:

— Ryan Pritt, 42, Lisbon Street, East Liverpool, domestic violence and strangulation, both third-degree felonies, for allegedly assaulting and strangling a juvenile victim, who had scratches on both sides of his neck and blood coming from a wound on his leg on April 19 in East Liverpool.

— Brandon Plum, 41, Huston Road, East Liverpool, third-degree felony domestic violence and two counts misdemeanor criminal damaging for allegedly throwing a woman down onto the bed, punching the wall several times and throwing her cell phone on April 30 in St. Clair Township.

— Christopher West, 30, North Lincoln Avenue, Salem, misdemeanor domestic violence for allegedly striking another person during a domestic on April 15 in Perry Township, punching the person in the face.

— Austin Bussey, 25, New Springfield, third-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing on a motorcycle from Columbiana police attempting a traffic stop on April 26 in Columbiana. The motorcycle was found abandoned and he later turned himself in.

— Joseph Quinn, 23, Orchard Street, East Liverpool, two counts of theft, a fifth-degree felony, misdemeanor theft and misdemeanor misuse of credit cards for allegedly stealing wallets from two separate vehicles in East Liverpool on Feb. 29 and using the bank card of one victim at Main Land Gas Station. One of the theft charges deals with $169 taken from one of the victims.
