LISBON — A woman accused of using a propane torch to destroy several items in an East Liverpool home and assaulting the resident was one of 10 defendants openly indicted Wednesday for felony counts.
Donna Jean Potts, 35, Avondale Street, East Liverpool, was charged with first-degree felony aggravated burglary, second-degree felony burglary, and misdemeanors of arson and assault.
On Feb. 26, she allegedly climbed into a man’s window in East Liverpool and used a propane torch to destroy several items in his home, striking him on the head with the torch. The first-degree felony indictment alleged that she trespassed in an occupied home to commit arson and assault.
The Columbiana County Grand Jury met for one day in a special session this week, issuing 10 open indictments and five secret indictments. Secret indictments aren’t disclosed until the defendant is served.
Other open indictments included:
— Christopher Slasor, 52, Moore Street, East Liverpool, felonious assault, a second-degree felony, for allegedly getting into a verbal disagreement with a woman over a relationship and trying to run her over with the truck he was driving on May 5 in East Liverpool.
— John W. Chaffin Jr., 35, state Route 154, Rogers, six second-degree felony counts of pandering obscenity involving a minor or impaired person and nine fourth-degree felony counts of pandering obscenity involving a minor or impaired person. Chaffin allegedly possessed pornographic images involving minors during an incident Dec. 14, 2023 and during execution of a search warrant at his residence on Feb. 29, 2024.
— David Adams, 46, Garner Avenue, East Liverpool, third-degree felony having weapons under disability for allegedly possessing a weapon on April 19 while prohibited from possessing weapons due to a previous felony drug conviction.
— Zaine Husk, 25, Maine Boulevard, East Liverpool, third-degree felony failure to comply with the order or signal of a police officer and misdemeanor possessing drug abuse instruments. Husk allegedly fled from East Liverpool police attempting a traffic stop on April 18 and possessed four syringes in the glove box of his vehicle during the eventual stop.
— Christian Brown, 24, Ohio Avenue, East Liverpool, third-degree felony grand theft when the property is a firearm or dangerous ordnance and fifth-degree felony theft for allegedly stealing a gun from a neighbor on April 17 in East Liverpool and allegedly selling it. He also allegedly stole his mother’s wedding ring set in East Liverpool and sold it to a pawn shop on April 15 in Steubenville.
— Ronald Lee Smalley, 62, Gavers Road, Hanoverton, two counts third-degree felony operating a vehicle under the influence of alcohol, a drug of abuse or combination of them-OVI, specifications for forfeiture of a vehicle and a misdemeanor of driving under suspension for an alleged traffic stop April 18 on state Route 172 in Hanover Township. The affidavit from the Ohio State Highway Patrol noted that Smalley’s driving history revealed seven prior OVI convictions dating back to 1992, with two previous felony OVI convictions. The previous convictions enhanced this latest charge to a higher degree of felony. The forfeiture is calling for forfeiture of the vehicle he was driving, a 2013 blue Toyota Avalon.
— Ryan Blystone, 45, Claibourne Street, East Liverpool, third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of OVI, driving under suspension and illegal use or possession of drug paraphernalia. During a traffic stop attempt on April 15 in East Liverpool, Blystone accelerated at a high rate of speed and fled before crashing on state Route 267, fleeing on foot and being found in an area of brush. He had a clear glass smoking device with visible residue in his possession.
— Enrico Jones, 32, Clark Avenue, Wellsville, third-degree felonies of domestic violence and strangulation for allegedly choking a woman on March 14 in Wellsville.
— David Russell Abate, 35, Indiana, Pa., third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor and fifth-degree felony possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of an adult female and a minor child and requesting to have sexual conduct with the minor in exchange for $100, then traveling to East Palestine on March 28 for the meeting with the cell phone used to make the arrangements in his possession.
Secret indictments
LISBON — A Wellsville resident accused of multiple drug counts for trafficking and possession was served Thursday with two secret indictments issued by the Columbiana County Grand Jury.
Jordyn Price, 27, McKee Road, was charged in one indictment with 15 counts and multiple specifications for forfeiture of money in a drug case for possessing $6,245.
The charges in the first case include first-degree felonies of trafficking in fentanyl-related compound and possession of fentanyl-related compound, third-degree felony aggravated trafficking in drugs, fourth-degree felonies of trafficking in heroin, possession of heroin, and two counts aggravated trafficking in drugs, two counts third-degree felony aggravated possession of drugs, fifth-degree felonies of trafficking in cocaine, possession of cocaine, trafficking in drugs and two counts of aggravated possession of drugs, and misdemeanor possession of drugs.
One count stems from Price’s alleged possession of methamphetamine in an amount equal or exceeding bulk, but less than five times bulk on Sept. 1, 2023. The other 14 counts stem from Feb. 2, 2024 and involve fentanyl in an amount equal or exceeding 20 grams but less than 50 grams, methamphetamine in an amount equal or exceeding bulk, but less than five times bulk, heroin in an amount equal or greater than 1 gram but less than five grams, cocaine in an amount equal or greater than 1 gram but less than five grams, and MDMA, oxycodone and xylazine.
In the other case, Price was charged with second-degree felonies of trafficking in cocaine, possession of cocaine, aggravated trafficking in drugs and aggravated possession of drugs, third-degree felonies of trafficking in fentanyl-related compound and possession of fentanyl-related compound, fifth-degree felony trafficking in drugs and misdemeanor possession of drugs.
The charges all stem from an incident April 6, 2024 and involve cocaine in an amount equal or greater than 20 grams but less than 27 grams, an amount of methamphetamine equal or greater than five times bulk but less than 50 times bulk, an amount of fentanyl equal or greater than five grams but less than 10 grams and xylazine.
Also served with secret indictments were:
— Kristy Dillard, 45, Commerce Street, Wellsville, first-degree felonies of possession of cocaine and trafficking in cocaine, with specifications for forfeiture of money from a drug case, for allegedly possessing $6,800 and preparing for sale and possessing cocaine in an amount equal or greater than 27 grams but less than 100 grams.
— Jessica Hooper, 36, Sophia Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine
