LISBON — A West Virginia man accused of having sexual contact with a child last year was sentenced recently to 30 months in prison.
Clarence Owens, 60, New Cumberland, W.Va., appeared for sentencing in Columbiana County Common Pleas Court for gross sexual imposition, a third-degree felony. He received credit for 134 days served in jail. He was also designated a Tier II sex offender required to register his address with law enforcement after he’s released.
Owens was indicted for sexual contact with a child victim, age 5 years old, on May 22, 2023.
Also in Common Pleas Court:
— Tia Miller, 34, Martin Avenue, East Liverpool, was sentenced to 24 months in prison for third-degree felony failure to comply with the order or signal of a police officer plus an additional indefinite term of three to four-and-a-half years for aggravated possession of drugs, a second-degree felony. In three additional cases, she received concurrent sentences to be served at the same time for possession of fentanyl-related compound and aggravated possession of drugs, both fifth-degree felonies, and a third-degree felony of having weapons while under disability. In total, Miller will have to serve at least five years, with an additional 1 1/2 years up to the discretion of prison officials. Charges of second-degree felony aggravated trafficking in drugs and misdemeanor drug paraphernalia were dismissed. Miller was accused of failing to stop during an attempted traffic stop by St. Clair Township Police on Oct. 1, 2023 and possessing methamphetamine in an amount equal or greater than five times bulk, but less than 50 times bulk. On May 9, 2023, she had a firearm in her possession while under indictment for a felony drug charge. On April 30, 2022, she possessed methamphetamine and on Feb. 19, 2022, she possessed fentanyl.
— Bryan Adams, 28, Kingwood, W.Va., was ordered to serve 90 days house arrest after being placed on four years community control for fifth-degree felonies of importuning and attempted unlawful sexual conduct with a minor, a lesser offense from a fourth-degree felony of unlawful sexual conduct with a minor. He also was sentenced to one day in jail, with credit for one day already served. Adams was designated a Tier I sex offender required to register his address with law enforcement. Charges of compelling prostitution and possessing criminal tools were dismissed. He was accused of requesting sexual conduct from an undercover agent posing as a 15-year-old female in exchange for $140 and traveling to Salem on July 6, 2023 for the meeting.
— Jacob Pollock, 26, Homosassa, Fla., was sentenced to 180 days in the county jail for fourth-degree felony attempted compelling prostitution amended from compelling prostitution, a third-degree felony, along with fifth-degree felonies of attempted unlawful sexual conduct with a minor and importuning. A charge of possessing criminal tools was dismissed. He was also deemed a Tier II sex offender required to register his address with law enforcement. Pollock requested sexual conduct in exchange for $160 from an undercover agent posing as a 15-year-old female, traveling to Salem on June 28, 2023 for the meeting.
— Wayne Allen Brock, 60, Canton, was placed under community control for three years after pleading guilty to third-degree felony compelling prostitution and fourth-degree felony attempted illegal sexual conduct with a minor. He was designated a Tier II sex offender required to register his address with law enforcement. Charges of possessing criminal tools and engaging in prostitution were dismissed. Brock responded to an ad on a known prostitution website of an adult female and a 15-year-old female, arranging to have sexual conduct with both females in exchange for $250 and arriving in East Palestine on July 17, 2023 for the meeting.
— Michael Hall, 34, Desellem Road, Lisbon, was placed on an intervention plan for 24 months after pleading guilty to fifth-degree felony aggravated possession of drugs and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing methamphetamine and drug paraphernalia on Oct. 1, 2022.
— Christopher Craft, 30, Mill Street, Rogers, was placed on community control for three years, with credit for one day served, for attempted illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a fourth-degree felony, for allegedly bringing drugs into a detention facility on Jan. 4, 2022.
— Brianne Shaffer, 25, Metz Road, Columbiana, was placed on a treatment plan for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, with a specification for forfeiture of money in a drug case. The specification involved $202 which was ordered forfeited. Shaffer possessed psilocyn on Aug. 19, 2021.
— Natasha Johnson, 42, Bradshaw Avenue, East Liverpool, was sentenced to 60 days in the county jail for possession of cocaine, a fifth-degree felony, for possessing cocaine on Dec. 1, 2022.
— Brandy Avery, 41, Aliquippa, Pa., was placed under community control for 24 months after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Jul 18, 2021.
— James Merino, 67, Benton Road, Salem, was placed under community control for three years for fifth-degree felony drug charges from two separate cases, including three counts of aggravated possession of drugs, possession of fentanyl-related compound, possession of drugs and a third-degree felony of having weapons while under disability. On Oct 13, 2021, Merino possessed methamphetamine and had a firearm, which he was prohibited from having due to a previous conviction. On Aug. 22, 2022, he possessed methamphetamine, fentanyl, methylphenidate and buprenorphine.
