LISBON — In Columbiana County Municipal Court, cases against Michael Hover Jr., 33, West Ninth Street, Salem, were bound over to the county grand jury for fifth-degree felony receiving stolen property and misdemeanor possession of drug paraphernalia for allegedly possessing stolen checks belonging to a Salem resident and also possessing a small baggie with pills during a traffic stop on Feb. 24 in Salem.
A pretrial was set July 22 for Joshua Davidson, 31, Crestview Road, Columbiana, charged with assault for allegedly using force to push another man out of the residence on Crestview Road while yelling at him to leave on May 26. The victim had been living at the residence since prior to the beginning of the year.
A pretrial was set July 22 for Julia Kurtz, 65, West Salem Street, Columbiana, charged with domestic violence and resisting arrest for allegedly pulling away multiple times while a deputy sheriff was trying to place her in handcuffs during a domestic violence arrest on May 24 in Fairfield Township.
A pretrial was set June 13 for William McFarland Jr., 32, Prospect Street, Salem, charged with assault for allegedly causing damage to a juvenile by ripping the gauge out of his ear and causing injury on May 17 in Salem.
Graham Joseph Rodhe, 35, Newton Falls, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Rodhe was accused of answering an undercover ad on a known prostitution website of two females, soliciting sexual conduct from them in exchange for $80, meth and weed that he was going to share, and arriving in East Palestine on March 5, 2023 for the meeting.
Timothy Lee Alley, 46, Bellaire, was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $140 to the Mahoning Valley Human Trafficking Task Force, complete 40 hours community service and a 12-hour online prostitution prevention course. Alley was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on May 26 for the meeting.

A pretrial was set June 6 for Shane Reed, 36, Wilbert Avenue, East Liverpool, charged with disorderly conduct and criminal trespass for allegedly being found passed out in public with a crack pipe in his possession at Dollar Tree in East Liverpool on May 26 and for allegedly trespassing on the Woodland Hills property in East Liverpool on May 17.
Misty Pearl Conrad, 36, Ohio Avenue, East Liverpool, was fined $250 and sentenced to 90 days in jail, with 88 days suspended and credit for one day served, leaving one day still to serve, for obstructing official business. She was ordered to complete 20 hours community service. Conrad interfered with officers when they were placing a man under arrest on May 20 in East Liverpool.
Matthew McCale, 61, McDonald, was fined $250 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve in jail, for theft. He was ordered to pay restitution of $399.98 to Tractor Supply and to complete 20 hours community service and stay out of Tractor Supply in Columbiana County. McCale was accused of stealing two drill and impact driver tool sets from the Tractor Supply in St. Clair Township.
A pretrial was set Aug. 22 for Jerry Mason, 63, Stagecoach Road, East Liverpool, charged with aggravated menacing for allegedly threatening another man on the phone on May 2.
John Hippley, 61, North Main Street, Columbiana, was fined $150 and given a suspended 10-day jail term for criminal mischief, with a charge of theft dismissed during a trial to the court. Hippley had been accused of removing and destroying a surveying stake on Manor Drive, Columbiana on Aug. 19, 2023.
Ashley Breletich, 41, Minerva Street, East Liverpool, was fined $500 each on six counts of failure to file city income tax return, with the fine suspended on the condition that she timely file all future tax returns and comply with a payment plan. Breletich failed to file East Liverpool city income tax returns from 2018 through 2023.
A pretrial was set June 6 for Kaila DiMaggio, 26, Ohio Avenue, East Liverpool, charged with drug paraphernalia and theft. DiMaggio allegedly stole 28 items valued at $369 from the Calcutta Walmart on Nov. 30, 2022 and possessed several burnt meth/crack pipes in the room where she was laying when a search warrant was executed March 28 in East Liverpool.
A criminal trespass charge was dismissed against Tom Gable, 36, London, at the request of the prosecutor. The defendant agreed to delete any video he may have recorded at the time in question He had been accused of trespassing in a building in Rogers on March 2.
Justin Buckle, 32, Dakota Street, East Liverpool, was fined $550 and sentenced to 90 days in jail, with 82 days suspended and credit for eight days served, for failure to comply with the order or signal of a police officer and unsafe vehicle. He was ordered to complete 20 hours community service. Buckle fled from police attempting a traffic stop in East Liverpool on May 20.
A pretrial was set July 23 for Bradley Eltringham Jr., 37, Church Street, Salineville, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense, no valid license and reasonable control.
A pretrial was set July 22 for Christopher Ewing, 40, state Route 644, Kensington, charged with OVI first offense, no valid license and a tail lights violation.
A pretrial was set July 29 for Christian McVay, 29, state Route 154, Lisbon, charged with OVI first offense, possession of drugs and a turn signal violation for allegedly possessing marijuana during a traffic stop.
A pretrial was set Aug. 19 for Jason Chuey, 46, Old State Route 558, Salem, charged with OVI second offense, OVI breath second offense and speeding.
A pretrial was set July 29 for Nicholas Anderson, 30, state Route 7, Lisbon, charged with no valid license, OVI first offense and no seat belt and menacing. Anderson allegedly issued a threat on May 24 in East Liverpool.
A pretrial was set July 9 for Dakota Trimnel, 21, Chester, W.Va., charged with reckless operation.
A pretrial was set Aug. 22 for Christopher McConville Jr., 27, state Route 14, Beloit, charged with traffic control devices.
Jerry Crossland II, 30, Steubenville, was fined $200 for driving under suspension.
Daniel Bocek, 31, Weirton, W.Va., was fined $250 for driving under suspension and received no fine for marked lanes. He was also ordered to spend three days in jail.
Trena Cosgrove, 59, Thompson Avenue, East Liverpool, was fined $100 for stop sign-school bus.
A preliminary hearing was set June 6 for Michael Heverly, 39, Depot Road, Salem, charged with third-degree felony having weapons under disability for allegedly having firearms in his possession on May 28 in Salem while prohibited from having weapons due to a previous felony drug conviction.
Coty Salmen, 31, Youngstown, was fined $500 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools. Salmen was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course, which was already complete. Salmen requested sexual conduct from an undercover agent for an agreed upon price of $140 and drove to Salem on Feb. 21 for the meeting.
Kent A. Schaus, 60, Akron, was fined $400 and received a suspended 30-day jail term for two counts of disorderly conduct, amended from engaging in prostitution and possessing criminal tools. He was ordered to complete a 12-hour online prostitution prevention course, which was already done. Schaus requested sexual conduct from an undercover agent for an agreed upon price of $140 and drove to Salem on March 27 for the meeting.
A pretrial was set June 10 for Gerald Weakland, 18, Alice Street, East Palestine, charged with domestic violence for allegedly punching a juvenile in the face numerous times and kicking him on May 28 in East Palestine.
A pretrial was set July 29 for Ralph J. Blundo, 51, New Castle, Pa., charged with obstructing official business and criminal trespass for allegedly refusing to leave East Palestine High School during an AAU basketball tournament on May 5. During an altercation, he was questioned by law enforcement about a teen who made threats to the mother of a child on the opposing team and a referee and allegedly denied knowing the teen, who he did know. He was asked several times to leave and continued to engage in a verbal confrontation with two males, including the referee.

Blundo, 77, New Castle, Pa., charged with criminal trespass and menacing for his alleged part in the incident at East Palestine High School during an AAU basketball tournament on May 5. The elder Blundo was accused of making physical threats of harm to a referee and another male and refused several times to leave after being told several times to go,
A pretrial was set Aug. 22 for Bianca Smith, 35, East Main Street, East Palestine, charged with assault and menacing by stalking for allegedly poking another woman in the eye while pointing at her and shouting and also making threats of harm against her.
A pretrial was set Aug. 22 for Mary Craig, 56, Lincoln Street Extension, Salineville, charged with resisting arrest and two counts of disorderly conduct for allegedly having a can of beer in her hand, yelling and walking at a deputy sheriff and bumping into him, yelling at him to leave on May 15 in Salineville and pulling away while being placed under arrest. She was also yelling and causing a disturbance in the Salem Regional Medical Center emergency room on May 15.
Kylie Kreefer, 27, Burrows Avenue, East Liverpool, was fined $125 and given a suspended 30-day jail term for illegal use or possession of drug paraphernalia and disorderly conduct. She was ordered to complete 40 hours community service. Kreefer was found laying in the lawn of a residence in Liverpool Township and appeared to be under the influence on March 12. She had in her possession a cut straw containing white powder residue and a pill.
A charge of grand theft auto was dismissed, with a notation of failure to state a charge, against James Hanlon, 37, Ohio Avenue, East Liverpool. Hanlon had been accused of selling a woman’s car to someone else without permission on May 27 in East Liverpool.
Hannah Leisure, 42, Harvey Avenue, East Liverpool, was fined $300 and given a suspended 30-day jail term for endangering children. She was ordered to complete 40 hours community service and take a parenting course. She was accused of causing a risk to the health or safety of a 6-year-old child due to alleged conditions at the home in East Liverpool. A police affidavit said a search warrant was executed on March 13 at the residence on St. George Street where officers observed a strong ammonia smell from urine in the house, finding dog and cat feces covering the floors throughout the house and on the couch and several dead chickens in the upstairs near the bedrooms.
Dennis Quinn, 64, state Route 45, Lisbon, was fined $500 and sentenced to 180 days in jail, with 166 days suspended and credit for 14 days served, for violation of a protection order and theft. He was ordered to complete 40 hours community service and to stay out of Walmart in Columbiana County and to stay away from the victim. Quinn failed to scan and pay for $273 worth of items from the Salem Walmart on May 15 and sent a text message to a protected person on March 1 in Rogers.
Eric Raymond Hardy, 37, Newell, W.Va., waived extradition as a fugitive from justice for the state of West Virginia for charges of motor vehicle or engine without serial number or altered serial number and grand larceny. He was taken into custody by St. Clair Township Police on May 27 for felony warrants out of West Virginia.
A pretrial was set Aug. 22 for Shanda Pipes, 36, Florence Street, East Liverpool, charged with theft for allegedly stealing a small red gas gallon and grill items from a neighbor’s property in East Liverpool on April 27. She was fined $50 for expired plates and received no fine for expired registration.
Tyrelle Yoder, 34, Bandy Road, Homeworth, was fined $100 for miscellaneous wildlife charge for providing false information when checking a deer on Dec. 16, 2023.
A pretrial was set June 10 for Joshua Davidson, 31, state Route 7, New Waterford, charged with obstructing official business and physical control for allegedly refusing to speak about a vehicle crash on May 29 on Crestview Road east of Fairfield School Road near the railroad tracks while seated in the passenger seat of the vehicle.
A pretrial was set July 22 for Tia Miller, 34, Martin Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt pipe during a traffic stop May 2. She was fined $200 for driven under suspension and loud exhaust.
A pretrial was set Aug. 20 for Michelle Milewski, 34, West Fourth Street, East Liverpool, charged with failure to file city income tax return for allegedly failing to file an East Liverpool city income tax return for the tax year 2020.
Kyle Blattert, 40, state Route 518, Hanoverton, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs first offense. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service.
A pretrial was set July 23 or Jason Maley, 49, Alliance, charged with OVI first offense, OVI breath first offense, speeding and expired registration.
A pretrial was set July 25 for Shawn Uptegraph, 52, Columbia Street, Salem, charged with OVI second offense, OVI breath second offense and reasonable control.
Maeci Madison, 28, Steubenville, was fined $80 for no seat belt and speeding, with a driving under suspension charge dismissed.
Efrain Carrillo, 28, Warren, was fined $160 for driving while texting, speeding and traffic control device. Two counts of driving under suspension were dismissed.
Robyn Wornoff, 35, Walnut Street, Rogers, was fined $150 for driving under suspension, with no fine for improper/expired registration.
Mahlon Casperson, 56, East Martin Street, East Palestine, was fined $200 for expired registration and driving under suspension.
Vincent Snyder, 57, Alliance, was fined $200 for speeding and driving under suspension.
A pretrial was set Aug. 22 for MaKayle Kirkland, 22, Winona Road, Salem, charged with assured clear distance.
Steven Klein, 68, Woodville Road, Leetonia, was fined $50 for an equipment violation, amended from speeding.
