LISBON — In Columbiana County Municipal Court, a case against Christopher Slasor, 52, Moore Street, East Liverpool, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly getting into a verbal disagreement with a woman over a relationship and trying to run her over with the truck he was driving on May 5 in East Liverpool. He was fined $150 for driving under suspension and use of unauthorized plate.
Cases against Rusty Boyer, 24, Oak Street, East Liverpool, were bound over to the county grand jury for first-degree felony aggravated burglary and misdemeanor assault for allegedly forcing his way into an apartment in Salem on April 17 and striking a man three times in the face when the man attempted to stop him from going up the steps to the second floor.
A case against Anthony Schaffer, 37, Youngstown, was bound over to the county grand jury for fourth-degree felony improper handling of firearm in a motor vehicle and third-degree felony having weapons while under disability for allegedly possessing a loaded 9mm handgun in his vehicle during a traffic stop on May 5 in East Liverpool while prohibited from possessing a firearm due to a previous drug conviction.
A preliminary hearing was set May 23 for Jessica Hart, 47, Leake Street, East Palestine, charged with fifth-degree felony possession of drugs for allegedly possessing methamphetamine, oxycodone and hydrocodone during a search of her residence on July 31, 2023.
A preliminary/pretrial/probation violation hearing was set May 20 for Alec Hamling 39, Gavers Road, Hanoverton, charged with fourth-degree felony theft and misdemeanor obstructing official business for allegedly hiding when deputies asked him to come out of his residence and attempting to run from a back door on May 13 in Hanoverton. On May 12, he allegedly took a 2005 Honda Odyssey minivan belonging to a woman. The probation violations allegedly involves charges of aggravated menacing, violation of a protection order and disorderly conduct, amended from domestic violence, with the charges dating back to April 2022 and May 2022.
A first-degree felony aggravated burglary charge was dismissed without prejudice against Richard L. Randolph, 39, Orchard Grove Avenue, East Liverpool, at the request of the prosecution. A pretrial was set July 30 for Randolph for misdemeanors of domestic violence, criminal damaging and criminal mischief. On May 6 in East Liverpool, Randolph allegedly broke a door down at a residence after the resident refused to drive him home, punching the man in the face multiple times. Randolph was screaming and aggressive toward officers when they arrived.
A preliminary/pretrial hearing was set May 20 for Heath Hites, 35, Ninth Avenue, East Liverpool, charged with third-degree felony having weapons under disability and misdemeanors of driving under suspension and turn signals. Hites allegedly possessed a loaded firearm, which he’s prohibited from having, in his vehicle during a traffic stop on May 13 in Columbiana.
A pretrial was set July 30 for Kody Simpson, 31, West North Avenue, East Palestine, charged with endangering children for allegedly causing a risk to a 1-year-old child he was supposed to be watching when the child walked off on his own and crossed a busy intersection in East Palestine. The child was found by a passerby who called 911. Simpson allegedly admitted he had consumed alcohol.
A pretrial was set June 10 for Billy Hin Chan, 41, Broadview Heights, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity in exchange for $80, then arriving in East Palestine on April 19 for the meeting.
Bryan Luckett, 54, Mantua, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools for requesting sexual conduct from an undercover agent in exchange for $140 via his cell phone and arriving in Salem on April 19 for the meeting. He was ordered to complete 20 hours community service and a 12-hour education course.
Richard Hoyt, 53, East Fifth Street, East Liverpool, was fined $300 and sentenced to 90 days in jail, with 74 days suspended and credit for 16 days already served, for obstructing official business, domestic violence and criminal trespass. He was ordered to complete 20 hours community service. A restitution hearing was set for June 13. Hoyt was accused of physically harming a woman and trying to run from police on April 28 in East Liverpool. The trespass charge stemmed from him trespassing at the St. Clair Laundry Room in East Liverpool on March 8 after previously being trespassed from the property.
A pretrial was set Aug. 12 for Huff Hoffman, 74, Trotter Lane, East Liverpool, charged with aggravated menacing and criminal trespass for allegedly trespassing on another property on Trotter Lane on Oct. 23, 2023, loading a wheelbarrow with bricks and debris from the property and moving it to different spots on the property 46 different times, then making a threat to throw a brick at the property owner.
Sara Christine Noling, 37, Wood Street, East Palestine, was fined $400 and sentenced to 30 days in jail, with credit for two days served, leaving a balance of 28 days to serve in jail for theft, criminal trespass and possession of drug abuse instrument. Noling was accused of climbing into the bins at the Way Station in East Palestine on March 13 and 14 to take clothing. A video of the offense was viewed by law enforcement on March 15. She was also accused of possessing numerous syringes during an incident Aug. 9, 2023 in Unity Township.
A pretrial was set May 20 for Brandi Pardell, 38, Irish Ridge Road, East Liverpool, charged with domestic violence for allegedly grabbing another woman’s wrist and kicking her in the shin on May 13 in St. Clair Township.
A pretrial was set June 15 for David Earich, 37, Jefferson Street, Salineville, charged with cruelty to animals, aggravated trespassing, aggravated menacing and resisting arrest, all stemming from alleged incidents on April 8 on Market Street, Salineville. Earich allegedly trespassed onto a woman’s property, kicked her dog in the head with steel toe boots and caused her and her children and her neighbor to believe he would physically harm them. When police made contact with Earich, he was armed with a large knife and had numerous holsters on him. His face was concealed with a black mask and his hands covered with black gloves. He allegedly refused to comply with police commands and charged at an officer, even while at gunpoint, with the officer tasing him.
A pretrial was set May 20 for James Choate, 32, Salem Alliance Road, Salem, charged with domestic violence for allegedly breaking things in a woman’s home recently, pushing her in the chest with his hands and threatening to damage her vehicle and hide drugs in the home to get her in trouble with law enforcement.
A pretrial was set July 15 for Paul Morgan, 59, Lisbon Street NE, Minerva, charged with violating a protection order for allegedly calling the protected person on the phone and leaving a voice mail message on May 7 in Hanoverton.
A pretrial was set Aug. 1 for Bryan Martin, 37, Vine Street, East Liverpool, charged with domestic violence for allegedly ripping a woman’s shirt and pinning her down and striking her in the face during a domestic May 13 in East Liverpool.
A pretrial was set July 30 for Robert Allen Moore, 21, Cusick Road, Lisbon, charged with miscellaneous wildlife and two counts of tampering with traffic control devices for allegedly removing a stop sign from the intersection of Steubenville Pike and Osborne roads on April 30 and having another sign from Highlandtown Wildlife Area.
Charges of drug paraphernalia and assault were dismissed without prejudice against Dale Kinney II, 45, Penn Avenue, East Liverpool, for two cases that date back to 2022. Costs were taxed to the state.
Joseph Pedro, 58, Maplewood Drive, Columbiana, was fined $400 for two counts of illegal use or possession of drug paraphernalia for possessing a burnt pipe with residue during a traffic stop on Jan. 21 in Columbiana and possessing a crack pipe with burnt residue during a traffic stop on Jan. 5 in Columbiana.
Ronald Shaffer Jr., 31, Dairy Lane, East Liverpool, was fined $200 and sentenced to 180 days in jail, with 171 days suspended and credit for nine days served, for assault. He was ordered to complete 20 hours community service. Shaffer was accused of punching another man in the face on Dec. 2, 2023 in Madison Township. A probation violation hearing was set August 13 for Shaffer for charges of aggravated menacing and domestic violence from another 2023 case when he made threats against a woman.
Jonathan Fish, 44, North Sumner Street, East Palestine, was fined $800 and sentenced to 180 days in jail, with 150 days suspended, leaving a balance of 30 days to serve in jail, for eight counts of passing bad checks for writing bad checks for $137.79 on Oct. 12, 2023 to Rogers Food N Fuel in Rogers, $47.25 on Oct. 26, 2023 and $17 on Oct. 20, 2023 to Ianazone’s Pizza in East Palestine, two checks of $400 on Oct. 28, 2023 to Edward Buskirk, $81.08 on Oct. 20, 2023 to Sparkle Market in East Palestine, $179.89 on Oct. 21, 2023 to Sparkle Market in East Palestine and $75 on Oct. 27, 2023 to Ianazone’s Pizza in East Palestine. He was ordered to complete 20 hours community service.
Mallory Stowers, 41, West Sixth Street, East Liverpool, was fined $500 each on six counts of failure to file city income tax return, but with all but $50 of the fines suspended on the condition that Stowers timely files income tax returns. Stowers failed to file a city income tax return in East Liverpool from 2017 through 2022.
A pretrial was set July 23 for Preston Reese, 28, Artistic Drive, East Liverpool, charged with drug paraphernalia for allegedly possessing a burnt glass crack pipe during a traffic stop on May 8 in East Liverpool.
Leonard Drennen, 31, Wooster, was fined $1,125 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve for operating a vehicle under the influence of alcohol or drugs second offense, driving under suspension and failure to control. His driver’s license was suspended for two years and he was ordered to complete 40 hours community service.
A pretrial was set Aug. 15 for Patricia Phillips, 30, Vine Street, Salem, charged with OVI and a turn signal violation.
Robert Moore III, 21, Cusick Road, Lisbon, was fined $1,125 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, driving under suspension and speeding. A stop sign charge was dismissed. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.
Derek Rhodes, 49, West Salem Alliance Road, Salem, was fined $975 and sentenced to 90 days in jail, with 80 days suspended, leaving a balance of 10 days still to serve, for OVI, driving under suspension and expired registration. He was ordered to complete 10 hours community service and his driver’s license was suspended for one year.
Jimmie Dubose Jr., 44, Columbia Street, Salem, was fined $550 and sentenced to 90 days in jail, with 85 days suspended, leaving 5 days to serve, for OVI and marked lanes. HIs driver’s license was suspended for one year, with driving privileges granted. A charge of tinted glass was dismissed.
A pretrial was set Aug. 1 for Dana Duncan, 34, Haiti Road, Salineville, charged with OVI first offense, speeding and marked lanes.
A pretrial was set July 8 for Melvin Hershberger, 20, Rome, charged with OVI second offense, driving under suspension and no seat belt.
Barry Ours, 49, Calcutta Smith Ferry Road, East Liverpool, was fined $550 and sentenced to 180 days in jail, with 165 days suspended and credit for 15 days served, for OVI and left of center. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
Jason Hurst, 46, Sell Road, Columbiana, was fined $150 for driving under suspension.
A pretrial was set July 11 for Charles Gough, 25, Youngstown, charged with driving under suspension.
Robert West, 59, Enon Valley, Pa., was fined $100 for an equipment violation, amended from speeding.
William Long Jr., 20, Washington Street, Salem, was fined $150 for failure to control. A charge of failure to stop after an accident was dismissed.
A pretrial was set July 2 for Andrew Trzcinski, 19, Beaver Falls, Pa., charged with speeding.
A pretrial was set Aug. 12 for Charles Hodge, 54, Malvern, charged with assured clear distance.
A pretrial was set Aug. 13 for Giavonne Francis, 45, Glenn Street, East Liverpool, charged with forfeiture and improper/expired registration.
Crystal Hotlosz, 43, St. Clairsville, was fined $100 for driving under suspension.
Lisa Cunningham, 21, Avondale Court, East Liverpool, was fined $100 for driving under suspension.
Kaylyn Pontuti, 30, Royal Birkdale Drive, Columbiana, was fined $100 for speeding.
Chad Ratliff, 52, Morgan Court, Salem, was fined $75 for unauthorized plate.
