LISBON — A Lisbon woman accused of assuming another woman’s identity and stealing her medical records was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.
Chelsea Wooley, 28, St. Jacobs-Logtown Road, was charged with fifth-degree felonies of identity fraud and unauthorized use of computer, cable or telecommunications property and misdemeanor theft.
According to the indictment, Wooley allegedly used personal information of the other woman with the intent to hold herself out as that woman on June 2, 2023, then on June 4, 2023, used alleged computer hacking or illegal access and stole the personal health records of the other woman and East Liverpool City Hospital.
Also served with secret indictments on Wednesday were:
— Casey Carter, 32, Allison Street, East Liverpool, charged with fifth-degree felonies of possession of cocaine, possession of heroin and possession of fentanyl-related compound for allegedly possessing all three drugs on March 10, 2023.
— Matthew Backus, 37, Belmar Street, East Liverpool, charged with fifth-degree felonies of assault and two counts harassment with a bodily substance for incidents at the county jail on Feb. 10 when he allegedly attempted to cause physical harm to a corrections officer and on Feb. 13 when he harassed two people with a bodily substance.
— Don Abbuhl, 68, High Street, Salineville, charged with an unclassified felony of open burning or open dumping of solid waste for allegedly recklessly disposing of solid waste by open burning or open dumping from March 9, 2021 to May 5, 2021.
