LISBON — The following secret indictments issued by the Columbiana County Grand Jury were served Monday:

— Fred Bryan, 44, Chester, W.Va., possession of fentanyl-related compound, a fifth-degree felony, for allegedly possessing fentanyl on March 27, 2023.

— Douglas Barnes, 43, Seventh Street, East Liverpool, aggravated trafficking in drugs and aggravated possession of drugs, both third-degree felonies, and misdemeanor illegal use or possession of drug paraphernalia, for allegedly preparing for sale and possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk and also possessing drug paraphernalia on Sept. 22, 2022.

— Robert Lewis Winters, 77, McSwiggen Road, Salineville, open burning or open dumping of solid waste, an unclassified felony, for allegedly recklessly disposing of solid waste by open burning or open dumping.
