Grand Jury

LISBON — Two drug defendants were served recently with secret indictments issued by the Columbiana County Grand Jury.

Austin Smith, 29, Industry, Pa., was charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on March 26, 2022.

Nelson Green, 67, Dresden Avenue, East Liverpool, was charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Sept. 13, 2020.

Court News

LISBON — A Pennsylvania woman accused of attempting to harm a child was ordered to serve 60 days in the Columbiana County jail as part of her community control for two misdemeanor counts.

Chelsea Rose Baker, 33, McKees Rocks, Pa., appeared for sentencing recently in county Common Pleas Court for domestic violence, amended from a felony to a misdemeanor, and misdemeanor endangering children. She entered a guilty plea earlier this year.

Baker was placed on probation under community control for two years.

She was accused of attempting to cause physical harm to a child victim and creating a risk to the health and safety of the child on Feb. 20, 2023 in East Liverpool.

Also in Common Pleas Court:

— Chantel Shuman, 32, East Fourth Street, Salem, was placed under community control for 12 months for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Sept. 4, 2021.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set May 13 for Christopher Smith, 48, East Pershing Street, Salem, charged with two counts of felonious assault, a second-degree felony, and misdemeanors of domestic violence, obstructing official business, resisting arrest and two counts of weapons while intoxicated for an incident May 4 in Salem.

Salem police officers were called to the Pershing Street residence for a man with a gun, learning Smith had allegedly sent a photo of himself holding a firearm to his head while intoxicated, and after a woman took the gun from him, he allegedly pushed her back and then grabbed a second loaded firearm while intoxicated, threatening to harm a male victim. He allegedly followed the male victim up the steps and attempted to break into his room and made statements that he was going to harm the male victim and the woman. When police arrived, Smith allegedly failed to comply with orders to leave the porch and sit down.

A case against David Kirby, 32, West Main Street, Washingtonville, was bound over to the county grand jury for fourth-degree felony assault and misdemeanor resisting arrest for allegedly striking a deputy in the face with a closed fist multiple times and continuing to throw punches at his face after being taken to the ground on March 12 on Salem Unity Road, Salem Township. The deputy had been called to the property for a trespasser in the area of a pond and when he approached the person, the man identified as Kirby, allegedly became violent. He resisted by pulling out the taser barbs after being tased.

A preliminary/pretrial hearing was set May 13 for Rusty Boyer, 24, Oak Street, East Liverpool, charged with first-degree felony aggravated burglary and misdemeanor assault for allegedly forcing his way into an apartment in Salem on April 17 and striking a man three times in the face when the man attempted to stop him from going up the steps to the second floor. He was ordered to have no contact with the two victims.

A preliminary/pretrial hearing was set May 13 for Richard L. Randolph, 39, Orchard Grove Avenue, East Liverpool, charged with first-degree felony aggravated burglary and misdemeanors of domestic violence, criminal damaging and criminal mischief. On May 6 in East Liverpool, Randolph allegedly broke a door down at a residence after the resident refused to drive him home, punching the man in the face multiple times. Randolph was screaming and aggressive toward officers when they arrived.

A preliminary/pretrial hearing was set May 13 for Christopher Slasor, 52, Moore Street, East Liverpool, charged with felonious assault, a second-degree felony, and misdemeanors of driving under suspension and use of unauthorized plate. Slasor allegedly got into a verbal disagreement with a woman over a relationship and tried to run her over with the truck he was driving on May 5 in East Liverpool.

A preliminary hearing was set May 16 for Douglas Pridemore, 54, Clark Avenue, Wellsville, charged with second-degree felony strangulation for allegedly grabbing a woman by the throat and choking her until she couldn’t breathe on Feb. 19 in Wellsville.

A preliminary hearing was set May 13 for Theodore Cassinger, 46, state Route 45, Salem, charged with fourth-degree felony having weapons while under disability for allegedly having firearms in his residence on May 4 despite being prohibited from having any firearms due to previous conviction.

A preliminary hearing was set May 13 for Anthony Schaffer, 37, Youngstown, charged with fourth-degree felony improper handling of firearm in a motor vehicle and third-degree felony having weapons while under disability for allegedly possessing a loaded 9mm handgun in his vehicle during a traffic stop on May 5 in East Liverpool while prohibited from possessing a firearm due to a previous drug conviction. Schaffer was also fined $230 for two counts of no valid license and a single charge of tinted glass restriction.

A pretrial was set July 23 for Andrew James Warneke, 25, East Third Street, Salem, charged with three misdemeanor counts of sexual imposition for allegedly sexual contact with a 15-year-old girl between August 2021 and the spring/summer of 2022 at two different areas in Lisbon and in Salem in the spring/summer of 2022.

Austin Lowe, 27, Apple Blossom Trail, Beloit, was fined $1,000 and sentenced to 180 days in jail, with 90 days suspended and credit for 28 days served, leaving 62 days still to serve, for two counts of violation of a protection order. He was ordered to complete 40 hours community service and have no contact with the victims. A fifth-degree felony charge of violating a protection order was dismissed. He had been accused of going to a church where a protected person was working on March 18, in violation of orders to have no contact with her, maintain a 500 foot distance and not go on church grounds.

Michael Nagel, 39, Washington Street, Leetonia, was sentenced to 90 days in jail, with 81 days suspended and credit for nine days served, for resisting arrest, obstructing official business, disorderly conduct and criminal trespass. He received no fines, but was ordered to complete 20 hours community service and have no contact with the property on Washington Street, Leetonia. He was accused of shouting at law enforcement while in the roadway near the Leetonia police station, Main Street, Leetonia on April 22, persisting in shouting and making threatening gestures with his hands after being told to stop. He also failed to comply with police orders to sit in the rear of a cruiser due to his concerning state of mind and disorderly behavior near the intersection of Front and Chestnut Streets, walking away from an officer and being taken to the ground after a foot pursuit and resisting arrest.

A pretrial was set July 23 for Shawna Kerns, 38, West Wilson Street, Salem, charged with endangering children for allegedly failing to come to a child’s aid when the child was being assaulted in another room of the residence on Dec. 7, 2023 in Salem. The affidavit from a Salem police officer alleged that from a video of the assault, officers could see the wall the victim was on connected with the kitchen where Kerns was and the victim’s cries for help could have been heard along with the sounds of the victim being struck.

A pretrial was set July 16 for Kathleen McQuiston, 26, Prospect Street, Salem, charged with domestic violence for allegedly slapping a male victim in the face during a domestic on May 3 in Salem.

A pretrial was set July 29 for George Feezle, 48, High Street, Washingtonville, charged with theft for allegedly failing to scan and pay for three items totaling $12.43 at the Calcutta Walmart on April 29,

Dallas Poling, 45, Scroggs Road, Lisbon, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for domestic violence. He was ordered to have no contact with the juvenile victim or a Leetonia, Salem Township address. Poling was accused of threatening two women during a domestic on Dec. 31, 2023 at the Leetonia address.

Byron Key, 55, Snellville, Ga., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour prostitution prevention course. Key responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for money via a Cash App, traveling to East Palestine in February for the meeting.

Darrell R. Stull, 53, Union City, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and already completed an ordered education course. Stull responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $70, traveling to East Palestine on April 9 for the meeting.

A pretrial was set July 25 for Joel Edward Lucas, 54, Spartanburg, S.C., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, traveling to East Palestine in May for the meeting.

A pretrial was set July 23 for Gregory Allen Beck, 58, Cranesville, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website of an adult mother and daughter and arranging to have sexual activity with the females in exchange for $220, then traveling on May 5 to East Palestine for the meeting. Beck allegedly had in his possession the phone used to make the arrangements, a straw used to snort methamphetamine and approximately 2.48 grams of methamphetamine.

A pretrial was set July 8 for Jeremy Finan, 39, Tallmadge, charged with engaging in prostitution, possessing criminal tools and driving under suspension for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, then traveling to East Palestine on May 5 for the meeting.

A pretrial was set July 25 for John Lynch, 44, Dover, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then traveling to Salem on May 4 for the meeting. He also had an active arrest warrant out of Harrison County for a probation violation.

A pretrial was set June 18 for Edith Papale, 70, North Lincoln Avenue, Salem, charged with domestic violence for allegedly striking a man with a cane and scratching his face on April 13 in Salem.

Nicole Kenst, 37, Riley Avenue, East Liverpool, was fined $200 and given a suspended 30-day jail term for drug paraphernalia and slow speed. She was ordered to complete 20 hours community service. Kenst had a straw with white residue in her possession during a traffic stop on Jan. 17 in St. Clair Township.

A pretrial was set July 25 for Andrew Brown, 40, Elmwood Drive, Lisbon, charged with unauthorized use of a motor vehicle for allegedly taking a man’s vehicle without permission on April 23 in Lisbon.

Michael Souers, 36, Vine Street, Salem, was fined $150 and sentenced to 20 days in jail, with credit for three days served, leaving 17 days still to serve, for criminal trespass. Souers refused to leave a Salem residence on May 3 after being previously trespassed from the property.

A pretrial was set May 16 for Joseph Quinn, 23, Orchard Street, East Liverpool, charged with two counts of theft for allegedly stealing a wallet and credit card from a woman’s vehicle in East Liverpool on Feb. 29 and on the same day also stealing a man’s wallet from his vehicle and using the man’s bank card at Main Land Gas Station.

John Schuster, 34, Goshen Road, Salem, was fined $500 and given a suspended 180-day jail term for telecommunications harassment. He was ordered to complete 20 hours community service and to have no contact with the victim. Schuster was accused of sending multiple messages and phone calls to a woman after being told repeatedly to stop in February in Salem.

A pretrial was set May 16 for Trey Mitchell, 18, Jennings Avenue, Salem, charged with unlawful restraint, obstructing official business and resisting arrest for an alleged incident on May 5 in Salem involving a juvenile victim. He allegedly failed to follow officer commands and refused to move out of a doorway so the female victim could come outside.

A pretrial was set June 13 for Narayana Cieslak, 35, Depot Street, Rogers, charged with aggravated menacing for allegedly brandishing a firearm toward three juveniles walking in the area of Dollar General in Rogers on April 14.

A pretrial was set May 14 for Jonathan Fish, 44, North Sumner Street, East Palestine, charged with passing bad checks for allegedly writing a bad check for $137.79 to Rogers Food & Fuel on Oct. 12, 2023.

A pretrial was set July 25 for Jessica Cross, 42, Wilbert Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for one item valued at $22.98 from the Calcutta Walmart on April 29.

A pretrial was set July 29 for Wilbert Faulk, 38, Church Street Extension, Salineville, charged with criminal mischief for allegedly slitting tires and busting the driver side window of a vehicle in East Liverpool on Feb. 24.

A pretrial was set July 22 for Cody Hostetter, 22, North Pleasant Drive, East Palestine, charged with obstructing official business and drug paraphernalia for allegedly ignoring multiple commands to stop from officers in Salem on May 4 and possessing a glass vial with a white crystal substance in his pocket.

Jeffrey McCain, 49, West State Street, Salem, was fined $75 for drug paraphernalia. A charge of possession of drug abuse instruments was dismissed. McCain was accused of possessing a loaded syringe and metal smoking pipe in a vehicle in the Giant Eagle parking lot in Salem on May 18, 2016.

Michael Johnson, 46, Broadway, Wellsville, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. He was ordered to complete 40 hours community service. Johnson had two rolled $1 bills with residue in his possession during a traffic stop on March 4 in St. Clair Township.

A pretrial was set July 8 for Stacen Young, 35, Ravine Street, East Liverpool, charged with drug paraphernalia for allegedly possessing two burnt glass pipes during a traffic stop on July 19, 2023 in St. Clair Township.

A pretrial was set July 1 for Laureene Frances Allison, 52, Alice Street, East Palestine, charged with operating a vehicle under the influence of alcohol or drugs first offense, distracted driving and a turn signal violation.

Jalen Desarro, 31, Shontz Drive, Wellsville, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control, amended from OVI, and marked lanes. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.

A pretrial was set July 23 for Dylan Davis, 24, Bacon Avenue, East Palestine, charged with OVI first offense, OVI urine first offense and lighted lights required.

John Price Jr., 61, Echo Dell Road, East Liverpool, was fined $200 and received a suspended 180-day jail term for hit skip/leaving the scene. He was ordered to complete 40 hours community service and to make $500 restitution to the victim.

Sally Jo Stanley, 58, Leslie Road, Lisbon, was fined $550 and sentenced to 30 days in jail, with 27 days suspended and credit for two days served, leaving one day to serve in jail, for physical control, amended from OVI, and left of center. Her driver’s license was suspended for one year. She was ordered to complete 20 hours community service.

A pretrial was set July 25 for Dylan Custer, 24, Weirton, W.Va., charged with speeding.

A pretrial was set July 25 for Hayden Wright, 34, St. George Street, East Liverpool, charged with driving under suspension and tail lights.

A pretrial was set June 10 for Clinton Scott II, 46, Union Street, Columbiana, charged with driving under suspension.
