LISBON — In Columbiana County Municipal Court, a man and woman suspected in thefts in other communities were taken into custody Thursday after a traffic stop in Columbiana and appeared Friday.

Preliminary/pretrial hearings were set April 11 for David Choma, 45, Newark, Del., and Misha Morris, 43, Middleton, Del., both charged with third-degree felony tampering with evidence and misdemeanors of possession of drug abuse instruments and illegal use or possession of drug paraphernalia. Choma and Morris were caught April 4 during a traffic stop in Columbiana with several paper folds, snort straws and syringes in the vehicle. Officers also found six backpacks, two duffle bags, two reusable shopping totes and one plastic tote filled with makeup, sunscreen, and other skin care products.

According to the police affidavit, Salem, Austintown, Poland and East Palestine police departments confirmed the items were stolen from various stores. They were also identified by Salem and Austintown police departments for allegedly committing thefts at Walgreens. While on the scene, Choma allegedly attempted to destroy evidence by throwing it out of the vehicle window, but the evidence landed back inside the vehicle. Morris used the bathroom at the Columbiana police station and a plastic baggy with a blue paper fold fell out of her underwear onto the floor, the affidavit said.

A case against David Russell Abate, 35, Indiana, Pa., was bound over to the county grand jury for third-degree felony compelling prostitution, fourth-degree felony attempted illegal assembly and fifth-degree felony possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of an adult female and a minor child and requesting to have sexual conduct with the minor in exchange for $100, then traveling to East Palestine on March 28 for the meeting with the cell phone used to make the arrangements in his possession.

A case against Donald Tanner Jones, 32, Allison Park, Pa., was bound over to the county grand jury for third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult female and a minor juvenile, arranging for sexual conduct with both females in exchange for $160 and arriving in East Palestine on Jan. 15 for the meeting with the cell phone used to make the arrangements in his possession.

A preliminary/pretrial hearing was set April 11 for Courtney Orr, 33, Lincoln Street Extension, Salineville, charged with third-degree felony strangulation and misdemeanor domestic violence for allegedly grabbing a female relative’s arms and shoulders and placing her hands around her throat and pushing her during an altercation April 3 in Salineville, causing the victim to have trouble breathing and to fear for her life and safety.

A preliminary/pretrial was set April 11 for Joshua Ford, 39, Ridge Street, Leetonia, charged with a fourth-degree felony violate protection order and misdemeanor violation of a protection order for allegedly following a protected person on social media and making social media posts regarding her, in violation of a protection order, on April 4. He also had flowers delivered to her place of employment on March 25.

A pretrial was set June 13 for Donald Allen Franks, 61, Akron, charged with possessing criminal tools and engaging in prostitution for allegedly requesting sexual conduct with an undercover agent for an agreed upon price of $150, traveling to Salem on March 19 for the meeting.

Joshua D. McElroy, 33, Youngstown, was fined $600 and sentenced to seven days in jail, with credit for seven days served, for engaging in prostitution and possessing criminal tools for requesting sexual conduct for an agreed upon price of $80 from an undercover agent via cell phone and driving to Salem on March 28 for the meeting. The affidavit noted that McElroy is a registered sex offender.

A pretrial was set June 27 for Brandon Thomas Devore, 37, Barberton, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for the agreed upon price of $160, then driving to Salem on March 21 for the meeting with the phone he used to make the arrangements.

Jeffery Bennett, 30, West Chestnut Street, Lisbon, was fined $250 and sentenced to 30 days in jail, with credit for 19 days served, leaving 11 days remaining to serve in jail for domestic violence. Bennett was accused of making threats of serious physical harm and death to a woman on Feb. 12 in Perry Township.

Andrew Pokey, 41, West Fourth Street, East Liverpool, was fined $100 for disorderly conduct, amended from assault, for causing physical harm to a woman on July 14, 2011 in East Liverpool.

A pretrial was set April 11 for Reese Frantz, 19, Washington Street, Lisbon, charged with obstructing official business for allegedly refusing to provide his identification during an incident in Salem on April 4 when police were called to remove him from American Standard.

Thomas Dennis Jr., 45, East Fifth Street, East Liverpool, was ordered to spend 90 days in jail, with credit for 13 days served, leaving 77 days still to serve for violating his probation for cases for charges of assault, noxious odors, storage of furniture, endangering children and infestation and screening. His probation was dishonorably terminated. The charges date back to 2021 and 2023. He was also fined $50 for disorderly conduct for an incident Jan. 11 in Liverpool Township. Dennis was also fined $200 and sentenced to 13 days in jail, with credit for 13 days served, for domestic violence for an incident March 22 in East Liverpool for causing harm to a woman.

Stephen Camp, 38, Etruria Street, East Liverpool, was fined $350 and sentenced to 10 days in jail, with credit for 10 days served, for disorderly conduct and two counts of drug paraphernalia. Camp had been caught walking on the railroad tracks on Oct. 8, 2022 and possessed a drug kit containing needles, cotton balls and an empty baggie. On March 28 this year, he possessed several burnt meth/crack pipes in East Liverpool.

Dalton McKinnon, 22, Lacroft Avenue, East Liverpool, was fined $350 and sentenced to 30 days in jail, with credit for one day served, leaving a balance of 29 days to serve in jail for possession of drug abuse instruments and drug paraphernalia. When police responded for a possible overdose due to McKinnon acting strange and unable to keep his balance, officers found a bag with four hypodermic needles when he was placed in an ambulance and also found a scale and spoon with burnt white residue on him on May 13 in East Liverpool.

A pretrial was set April 11 for Kenneth Colarte, 33, Marienville, Pa., charged with endangering children, operating a vehicle under the influence of alcohol or drugs first offense and marked lanes for allegedly being impaired with a child in the vehicle on April 4 during a traffic stop in Fairfield Township.

Priscilla McCullough, 36, Columbia Street, Leetonia, was fined $180 for driving under suspension and no seat belt.

A pretrial was set June 6 for Amber Jones, 44, Etruria Street, East Liverpool, charged with possession of drug abuse instrument for allegedly possessing a used uncapped syringe on March 28 in East Liverpool.

A pretrial was set June 27 for Caleb White, 19, Clarkson Road, Rogers, charged with OVI first offense and reasonable control.

A pretrial was set June 6 for Steven Carson, 67, Spillway Road, Lisbon, charged with OVI first offense, failure to stop after an accident, and reasonable control.

Eric Jordan, 45, East Pidgeon Road, Salem, was fined $250 for driving under suspension, expired license and improper/expired registration.

Kadrian Moore, 23, Alliance, was fined $150 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days still to serve for drug paraphernalia. Moore possessed two glass smoking pipes during a traffic stop on Sept. 29, 2023 in Salem.

Richard Lamp Jr., 42, Smith Street, East Liverpool, was fined $200 for driving under suspension and improper/expired registration.

Amanda Eltringham, 30, Azalea Avenue, East Liverpool, was fined $145 for speeding and driving under suspension.

Torin Grunder, 28, Dellroy, was fined $150 for speeding.

A pretrial was set June 27 for Ryan Young, 52, Canfield, charged with driving under suspension.

Omer Cylik, 24, Youngstown, was fined $150 for speeding.

Trystan Westover, 21, Darlington, Pa., was fined $150 for speeding.

A pretrial was set June 6 for Dakota Baker, 28, Sell Road, Lisbon, charged with driving under suspension and a stop sign violation.

Angela Jarze, 45, Jefferson, was fined $100 for left of center.
