LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set May 2 for Austin Lowe, 27, Apple Blossom Trail, Beloit, charged with fifth-degree felony violate protection order and misdemeanor violation of a protection order for allegedly going to a church where a protected person was working on March 18, in violation of orders to have no contact with her, maintain a 500 foot distance and not go on church grounds.
Johnathan Rodriguez, 34, Bronx, N.Y., was fined $500 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $140 to the Mahoning Valley Human Trafficking Task Force and to complete a 12-hour online prostitution prevention course. Rodriguez was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, arriving in East Palestine on Oct. 13, 2023 for the meeting.
A pretrial was set June 27 for Johnny Sheppard, no date of birth listed, Hamlin, W.Va., charged with engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $160, traveling to East Palestine on April 3. He didn’t have his cell phone with him.
A pretrial was set June 25 for Dean Dominique Gore, 32, Campbell, charged with possessing criminal tools and engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for U.S. currency, traveling to East Palestine on March 27 for the meeting with his cell phone used to make the arrangements.
A pretrial was set May 20 for Rebecca Welch, 50, Aliquippa, charged with theft and possessing criminal tools for allegedly failing to pay for 19 items at the Calcutta Walmart on March 27. She was found running into Chipotle, went into the bathroom and threw her shirt in the bathroom trash can. She allegedly used her purse to conceal items.
A pretrial was set June 3 for Jeffrey Knoblock, 25, Taylor Road, Rogers, charged with assault for allegedly punching a man in the face when the man tried to get him to leave an East Liverpool home. He also punched the man several times in the side before running out of the house on March 18.
Jason Apsokardu, 24, West Ninth Street, East Liverpool, was fined $150 for disorderly conduct, amended from domestic violence, for spitting in a woman’s face and grabbing her by her throat, throwing her to the ground on Jan. 18.
A pretrial was set April 18 for Treyven Johnson, 23, Bradshaw Avenue, East Liverpool, charged with obstructing official business and theft for allegedly leaving the Calcutta Walmart after concealing a drill in the front of his pants on April 3, fleeing in a vehicle driven by someone else, then exiting the vehicle when it stopped on state Route 11 and running into a wooded area. He was caught a short time later.
A pretrial was set April 18 for Robert Bishop, 27, Lisbon Street, East Liverpool, charged with falsification for allegedly making a false statement to police about a man whose car he was working on April 2 in East Palestine, claiming the man had a handgun and threatened to kill him, following him to McDonald’s when he left. The claim about being followed was proven false when surveillance cameras covering the downtown were checked. When questioned, Bishop admitted the remainder of the claim was false.
A pretrial was set April 15 for Paul Manbeck, 36, Cadmus Street, East Liverpool, charged with endangering children, theft, marijuana paraphernalia, driving under suspension, and loud exhaust. The endangering children charge stemmed from Nov. 21, 2023 when Manbeck allegedly allowed children to live in deplorable conditions in a house on Cadmus Street, East Liverpool that contained fleas, cockroaches, spoiled food, unusable bathrooms, no electricity and was condemned by the city health department. One child was discovered covered with insect bites. On Nov. 4, 2023, he allegedly grabbed a video game system off of the counter of Gamestop in Calcutta and walked out without paying. On Aug. 31, 2023, he allegedly possessed a crack pipe during a traffic stop in Liverpool Township when he was stopped for a loud exhaust. The other traffic charge stemmed from a stop on Oct. 17, 2023.
Two counts of interference with custody were dismissed without prejudice against Chelsea Rose Baker, 33, state Route 45, Salem, at the request of the prosecutor due to evidentiary issues. She was accused of taking two juveniles without permission of the parents who had custody on June 25, 2023 in Liverpool Township. She was also fined $225 for no license and assured clear distance, amended from failure to stop after an accident. A speeding charge was dismissed.
Jacob Paulin, 22, Seacrist Road, Salem, was fined $300 and given a suspended 30-day jail term for theft. He was ordered to complete 40 hours community service and to stay out of Walmarts in Columbiana County. Paulin failed to scan and pay for 28 items totaling $148 at the Salem Walmart on Sept. 19, 2023.
A pretrial was set May 21 for Mariah Peachey, no date of birth listed, West Fourth Street, East Liverpool, charged with six counts of failure to file city income tax return for allegedly failing to file city income tax returns in East Liverpool from 2018 through 2023.
A pretrial was set June 4 for Bradley Moffett, no date of birth listed, Wyoming Avenue, East Liverpool, charged with five counts of failure to file city income tax return for allegedly failing to file city income tax returns in East Liverpool in 2017, 2018, 2019, 2022 and 2023.
Dalton Sicklesmith, 30, Aliquippa, Pa., was fined $200 and sentenced to 14 days in jail for drug paraphernalia and no license. He possessed a burnt glass meth pipe during a traffic stop on Feb. 15 in East Liverpool.
A pretrial was set May 20 for Roy Foley, 65, Duke Vodrey Road, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense and reasonable control.
A pretrial was set May 20 for Cassidy Ross, 27, Kirk Road, Columbiana, charged with OVI second offense and OVI breath second offense.
Christine McCurdy, 55, state Route 267, East Liverpool, was fined $1,250 and sentenced to 180 days in jail, with 155 days suspended, leaving 25 days to serve for OVI, failure to stop after an accident and marked lanes. Her driver’s license was suspended for three years and she was ordered to complete 20 hours community service.
Deborah Wilkinson, 59, Old Fredericktown Road, Calcutta, was fined $965 and sentenced to 90 days in jail, with 84 days suspended and credit for three days served in a driver intervention program, leaving a balance of three more days to serve. Her driver’s license was suspended for one year with driving privileges granted.
Robert Arnold, 51, Smithfield Street, East Liverpool, was fined $400 and sentenced to three days in jai for two counts of driving under suspension. The jail time was ordered served at the same time as a prison term he’s currently serving.
Andrew Mallis, 26, Alliance, was fined $150 for driving under suspension.
Robert Goonen, 28, Darlington, Pa., was fined $650 for driving under suspension, a stop sign violation and furnish false information for providing false information to investigators for a crash on Jan. 21, 2018.
A pretrial was set June 27 for Amanda Myers, 34, Richmond, charged with driving under suspension and improper/expired registration.
Richard Kress, 42, Westville Lake Road, Beloit, was fined $425 and sentenced to three days in jail for driving under suspension, improper/expired registration and no seat belt.
A charge of driving under suspension was dismissed against Danielle Vantilburg, 50, Y & O Road, East Liverpool.
A pretrial was set May 16 for Denise Glancy, 58, Irish Ridge Road, East Liverpool, charged with driving under suspension.
A pretrial was set June 25 for Sean Green Jr., 19, Riley Avenue, East Liverpool, charged with failure to stop after an accident and operate with disregard for safety.
Patrick Donovan, 37, Canfield, was fined $200 for speeding and unsafe vehicle, amended from a stop sign violation.
Rian Harkins, 23, Follansbee, W.Va., was fined $100 for unsafe vehicle, amended from failure to control.
Scott Noling, 63, Park Avenue, Salem, was fined $75 for driving under suspension.
Samuel Koehn, 46, Alliance, was fined $150 for unsafe vehicle, amended from reasonable control.
Rame Omer, 29, Canfield, was fined $150 for an equipment violation, amended from speeding.
A pretrial was set May 16 for Lindsay Manypenny, 41, Pritchard Avenue, Lisbon, charged with noncompliance/driving under suspension.
A pretrial was set June 27 for Joshua Gula, 43, Justison Road, East Palestine, charged with speeding.
