LISBON — In Columbiana County Municipal Court, a case against Logan Mitchell Larlham, 26, Youngstown, was bound over to the county grand jury for fifth-degree felonies of attempted, possessing criminal tools and possession of drugs for allegedly responding to an undercover ad on a known prostitution website and requesting to have the female brought to his hotel in Boardman so she could provide sex for hire services and refer her clients to him for drug sales. He arranged for a driver to take him to pick up the female. Suspected methamphetamine was in his possession when he was taken into custody in East Palestine April 6.

A case against Brent Miller, 39, Aetna Street, Salem, was bound over to the county grand jury for third-degree felony operating a vehicle under the influence of alcohol or drugs and misdemeanors of OVI fourth offense, OVI refusal with prior within 20 years and driving under suspension. The charges stem from a traffic stop on April 8 in Salem, with Miller’s record including a previous felony OVI in 2020, and OVIs in 2018, 2016 and 2012.

A case against Knowledgeborn Furman Jamel Price, 48, Pennsylvania Avenue, East Liverpool, was bound over to the county grand jury for third-degree felonies of operating a vehicle under the influence of alcohol or drugs second felony offense, carrying a concealed weapon, and having weapons while under disability an fifth-degree felony improper handling of firearm in a motor vehicle A third-degree felony OVI charge was dismissed. He was fined $200 for driving under suspension and improper/expired registration. The charges stem from a traffic stop April 7 in East Liverpool when he allegedly possessed a loaded gun and was under the influence.

Charles Krause, 52, Vienna, was fined $950 and sentenced to 180 days in jail, with 170 days suspended and credit for four days served, leaving six days still to serve, for engaging in prostitution, amended from a felony promote prostitution-transport across state lines for sex for hire, and for misdemeanors of falsification, possession of drugs and driving under suspension. He was ordered to complete 20 hours community service and a 12-hour education course. Krause drove a woman to Salem knowing that she would engage in sexual conduct for hire on April 6. After he was also arrested for falsification for using his brother’s personal information, two unopened Suboxone strips were found inside his wallet and he did not have a prescription for Suboxone, leading to the drug charge.

Joshua Bearden, 48, Wexford, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Bearden arrived in East Palestine on Dec. 24, 2023 for a sex for hire meeting after responding to an undercover ad on a known prostitution website and arranging for sexual activity in exchange for $140.

A pretrial was set June 11 for Robert Louis Stoll, 59, Monaca, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $70, then driving to East Palestine on April 10 for the meeting.

James Gerald Gibson, 56, Washington, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools for responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on Nov. 24, 2023 for the meeting. He was ordered to complete 40 hours community service and an online prostitution prevention course. The cash was ordered forfeited to the charging agency.

A pretrial was set June 17 for Daniel Charles White, 35, Olmsted Township, charged with possessing criminal tools and engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $300, arriving in East Palestine for the meeting on March 28.

A pretrial was set June 10 for Matthew Rudder, 34, Ohio Avenue, East Liverpool, charged with theft for allegedly failing to return a Rug Doctor Machine after renting it from Dollar General in East Liverpool on March 2. The machine was supposed to be returned March 4. The alleged theft was reported March 26.

Jamie Tice Jr., 23, Malone Road, Salineville, was fined $200 and sentenced to 10 days in jail, with credit for 10 days served, for inducing panic and criminal endangerment for putting something in a microwave that sparked and then taking it out and placing it in a closet, resulting in a fire in the Columbiana County jail on April 5 and causing the evacuation of an inmate pod. He claimed he was just trying to smoke some coffee and had no intention of starting a fire. A restitution hearing was set for July 8.

Kerry Vance, 46, West 16th Street, Salem, was fined $400 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for criminal damaging and criminal trespass. She was ordered to complete 40 hours community service and to stay away from the victim. On Aug. 17, 2023, Vance was accused of pushing a fence over on West 16th Street and trespassing on the property on Sept. 4.

Jeanna Murray, 42, Dyke Road, Rogers, was fined $250 and sentenced to 180 days in jail, with 175 days suspended, leaving five days to serve, for theft. She was ordered to complete 100 hours of community serve and to stay out of Columbiana County Walmarts. On Oct. 24, 2023, Murray failed to scan and pay for 20 items valued at $122 at the Calcutta Walmart.

Britney Carrillo, 33, Alliance, was fined $150 for disorderly conduct, amended from domestic violence. Carrillo was accused of striking a man in the face during an argument on June 24, 2023 on Alliance Salem Road, Salem.

Sheridan Taylor, 33, Sixth Street, Wellsville, was fined $150 and given a 30-day suspended jail term for disorderly conduct, amended from domestic violence. He was ordered to complete 20 hours community service and to stay away from the victim. Taylor was accused of throwing a bottle at a woman and hitting her in the cheek while he was walking next to their car during an argument on Aug. 18, 2023 in Salineville.

A pretrial was set June 11 for Carl Gooding, 42, Putnam Street, East Liverpool, charged with criminal damaging for allegedly damaging a door while trying to enter a home in East Liverpool on April 15.

Paul Manbeck, 36, Cadmus Street, East Liverpool, was fined $895 and sentenced to 180 days in jail, with 150 days suspended, leaving 30 days to serve for endangering children, theft, driving under suspension, and loud exhaust. He was ordered to complete 40 hours community service and was ordered to make restitution of $304.41 to Gamestop in East Liverpool. The endangering children charge stemmed from Nov. 21, 2023 when Manbeck allegedly allowed children to live in deplorable conditions in a house on Cadmus Street, East Liverpool that contained fleas, cockroaches, spoiled food, unusable bathrooms, no electricity and was condemned by the city health department. One child was discovered covered with insect bites. On Nov. 4, 2023, Manbeck grabbed a video game system off of the counter of Gamestop in Calcutta and walked out without paying. On Aug. 31, 2023, he was stopped for a loud exhaust, with the other traffic charge from a stop on Oct. 17, 2023.

A charge of discharging a firearm on or near prohibited premise was dismissed against Debra Reichenbach, 66, Orange Street, Beloit. The gun was agreed to be forfeited to the charging agency, the Columbiana County Sheriff’s Office. On Oct. 27, 2023, she was accused of discharging a firearm through a window from inside a residence, striking a residence across the street.

A pretrial was set June 18 for Heidi Joy, 37, West Fourth Street, East Liverpool, charged with five counts of failure to file city income tax return for allegedly failing to file East Liverpool city income tax returns from 2018 through 2022.

Malinda Hall-Cervi, 53, Henry Avenue, East Liverpool, was fined $500 each, with the fines suspended, for two counts failure to file city income tax with the understanding to file all due returns and follow written payment plan for failing to file East Liverpool city income tax returns in 2021 and 2022.

Jada Pack, 37, was fined $500 each, with all but $50 of the fine suspended, for two counts of failure to file city income tax return and two counts failure to pay city income tax, with the understanding to file all due returns and follow a written payment plan. She failed to pay city income tax in 2018 and 2019 and failed to file a city income tax return in 2020 and 2023 in East Palestine.

Traci Lamm, 48, Harvey Avenue, East Liverpool, was fined $100 for housing code violation buildings and structures and property maintenance requirements, with charges of deposit litter, storage of furniture and storage of tires dismissed. The charges all stemmed from June 8, 2023 alleged violations of the East Liverpool city housing code.

David Crow, 42, Campground Road, East Liverpool, waived extradition as a fugitive from justice for an active felony warrant out of West Virginia after being caught when he fled from a traffic stop in East Liverpool. He was sentenced to 30 days in jail, with credit for two days served, for obstructing official business for taking off from the traffic stop on April 14.

A pretrial was set July 9 for Dylan Newhouse, 20, Haiti Drive, Salineville, charged with OVI first offense, OVI breath first offense and speeding.

Dwayne Salisbury, 51, Corning, was fined $1,175 and sentenced to 180 days in jail, with 150 days suspended and credit for 10 days served, leaving 20 days still to serve in jail, for OVI, reasonable control, driving under suspension and two counts unauthorized plate. His driver’s license was suspended for two years.

Scott Stuck Jr., 31, Waddel Street, Leetonia, was fined $100 for driving while texting.

James Hannis, 64, Austintown, was fined $150 for speeding school zone.

Rebecca Orend, 70, Beaver Falls, Pa., was fined $75 for speeding school zone.

Alyssa Davison, 20, Walnut Street, Rogers, was fined $100 for speeding.

Jose Zelaya, 40, Canton, was fined $175 for lighted lights, amended from driving under suspension, and failure to control.

A pretrial was set July 2 for Nancy Piper, 32, state Route 45, Lisbon, charged with failure to stop after an accident and a stop sign violation.

A pretrial was set June 17 for Samuel Jennings, 32, West Calla Road, Salem, charged with speeding.

A pretrial was set June 18 for Marcus Locke, 34, Steubenville, charged with assured clear distance.

A pretrial was set June 17 for Shain Hostetter, 42, Sherman Street, Lisbon, charged with driving under suspension and reasonable control.

A pretrial was set June 10 for Clinton Scott III, 46, Union Street, Columbiana, charged with failure to display valid sticker and four counts of driving under suspension.

Trisha Rogers, 47, Devonshire Drive, Salem, was fined $150 fr speeding and lighted lights, amended from a stop sign violation.

Matthew Koziorynsky, 29, Cricket Lane, Columbiana, was fined $400 and his driver’s license was suspended for 180 days for physical control and no license.
