LISBON — James Nelson, 36, West Ninth Street, East Liverpool, was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 13, 2023.
