LISBON — In Columbiana County Municipal Court, cases against Charles Shelva Lee Bell II, 20, Blakely Street, East Liverpool, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanor criminal damaging related to an incident with a pellet gun.
Bell allegedly discharged a pellet gun at a vehicle on Ohio Avenue in East Liverpool on March 4, shooting from an upstairs window as the vehicle was pulling up to the house. The driver’s side windshield and driver’s side front window were damaged and a woman in the vehicle said she was hit in the face with glass and was scared for her life.
A case against Richard Rice Jr., 51, South 12th Street, Sebring, was bound over to the county grand jury for fourth-degree felony receiving stolen property for being in possession of a stolen vehicle during a traffic stop on Jan. 9 in Knox Township.
A case against Steven McGrew, 38, Pine Lake Road, Beloit, was bound over to the county grand jury for third-degree felony failure to comply with the order or signal of a police officer for allegedly attempting to flee from police on Feb. 24 in Salem, leading them on a chase at speeds sometimes in excess of 90 mph before they suspended the chase. The car had been reported stolen.
A preliminary hearing was set April 18 for Erica Sprankle, 39, Vale Street, East Liverpool, charged with fifth-degree felony obstructing official business for allegedly telling U.S. Marshals that a person wanted on a warrant was out of town on a trip, but then he was found inside the residence on March 14 in East Liverpool.
A pretrial was set June 10 for Jason Fleck, 38, East Second Street, Salem, for allegedly requesting sexual conduct from an undercover agent for the agreed upon price of $180 and traveling to Salem on March 7 for the meeting.
A pretrial was set June 11 for David Halko, 62, Erie, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money and crack cocaine, arriving March 14 in East Palestine for the meeting with suspected crack cocaine and crack pipes in his possession.
A pretrial was set May 13 for Michael Patrick Roberts, 38, Tallmadge, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $120, then driving to Salem on March 1 for the meeting.
Matthew Close, 51, Allen Road, Salem, was fined $1,500 and sentenced to 180 days in jail, with 150 days suspended, leaving 30 days to serve on three counts of violating a protection order, amended from a felony to a misdemeanor. Close was accused of emailing a picture to a victim on Feb. 5 and then calling the victim and sending multiple text messages on Feb. 9 and Feb. 11.
Chance Bell, 18, Morris Road, Lisbon, was fined $200 for sale of tobacco products to person under 21. The incident occurred Feb. 28 at the New Waterford Food and Fuel.
A pretrial was set May 9 for Randy Collins, 63, Walnut Street, Salem, charged with obstructing official business for allegedly advising officers several times that people wanted on warrants were not present at the Salem address. Upon searching the apartment, a woman with a warrant was found hiding in a closet and said he told her to hide there on Feb. 26 in Salem.
Thomas Klink Jr., 32, Ohio Avenue, Salem, was fined $100 and sentenced to two days in jail, with credit for one day served, leaving one day to serve, for drug paraphernalia for possessing a pipe for use with dangerous drugs during a stop in Salem on March 14.
A pretrial was set June 13 for Madison Powell, 24, Andrews Street, East Liverpool, charged with criminal damaging for allegedly damaging a motorcycle with a hammer on Nov. 12 on Chain School Road, Unity Township.
A pretrial was set May 9 for Amanda Show, 40, First Street, Wellsville, charged with theft for allegedly failing to scan and pay for 18 items totaling $138 at the Calcutta Walmart on March 8.
A status conference was set June 10 and a court trial was set June 24 for James Bollinger, 33, West Martin Street, East Palestine, charged with two counts of violating a temporary protection order. On Feb. 3, 2023 in East Palestine, he allegedly violated a protection by being at a protected residence and refusing to leave. On Sept. 19, 2023 in East Palestine, he allegedly entered a protected person’s vehicle and threw the protected person’s wallet across the street.
Christopher Ingram, 41, Blakely Street, East Liverpool, was fined $200 and sentenced to 20 days in jail, with credit for nine days served, leaving a balance of 11 days to serve for theft. Ingram tried to steal a coffee table from the Calcutta Walmart on Feb. 24.
Steven Brewer, 54, New Middletown, was fined $150 and given a suspended 90-day jail term for possessing criminal tools, amended from possession of drug abuse instruments. He was ordered to complete 20 hours community service. Brewer possessed syringes during a traffic stop on May 4 in St. Clair Township.
Abby Shack, 30, East Ohio Avenue, Sebring, was fined $150 and sentenced to 10 days in jail, with credit for 10 days served, for drug paraphernalia and a stop sign violation for possessing a burnt glass pipe during a traffic stop on March 3 in Columbiana.
Joseph Long, 47, East Fourth Street, Salem, was fined $300 and sentenced to 30 says in jail, with credit for nine days served, leaving 21 days to serve, for obstructing official business and drug paraphernalia. Salem police received a report of a suspicious male on March 5 and saw him crouched down behind a building, yelling at him to stop. He continued to move away from the officer, running around the front of the building where another officer was waiting. He was in possession of a small plastic bag filled with a white powdery substance.
A pretrial was set March 25 for Nicole Vlaiku, 47, Bandy Road, Alliance, charged with operating a vehicle under the influence of alcohol or drugs first offense and reasonable control.
A pretrial was set May 6 for Michael Beaver, 36, Opal Drive, Wellsville, charged with OVI first offense and tail lights.
A pretrial was set May 16 for Matthew McDole, 52, Industry, Pa., charged with OVI first offense, driving under suspension and reasonable control.
A pretrial was set April 25 for Thompson Harkins, 36, Sewickley, Pa., charged with reasonable control.
A pretrial was set June 10 for John Ash II, 50, Chester, W.Va., charged with a stop sign violation.
A pretrial was set April 18 for Joshua Bealonis, Wheathill Road, East Palestine, charged with speeding.
