LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set June 3 for Richard Paul Austin III, 34, St. George Street, East Liverpool, charged with fourth-degree felony improper handling firearms in a motor vehicle, OVI first offense and reasonable control. Austin possessed a loaded handgun in his waistband after crashing his car in East Liverpool on March 9.
A preliminary/pretrial hearing was set March 21 for Anthony Wagoner, 43, Cadmus Street, East Liverpool, charged with third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of resisting arrest, no driver’s license, reckless operation and a stop sign violation. Wagoner fled from East Liverpool police attempting a traffic stop on March 12, reaching speeds of 70 miles per hour in a 25-mph zone through residential areas. The vehicle became disabled and Wagoner allegedly fled on foot before he was tased and taken into custody.
A preliminary/pretrial hearing was set March 21 for David Kirby, 32, West Main Street, Washingtonville, charged with fourth-degree felony assault and misdemeanor resisting arrest for allegedly striking a deputy in the face multiple times after being caught trespassing near a pond March 12 on a Salem Township property. While being taken to the ground, he allegedly continued to throw punches at the deputy and resisted by pulling out the taser barbs after being tased.
A pretrial was set March 28 for Caleb Kaiser, 27, West Wilson Street, Salem, charged with domestic violence for allegedly striking a woman in the eye while she was on the ground March 8 in Salem.
A pretrial was set June 3 for Paul Robert Alexander, 52, Farmdale, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140 and traveling to East Palestine on July 4, 2023 for the meeting.
A pretrial was set June 6 for Matthew Ryan Quivers, 41, Monongahela, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $160 and traveling to East Palestine on March 2 for the meeting.
Christopher George Hill, 33, Middlefield, was fined $1,750 and sentenced to 180 days in jail, with 165 days suspended, leaving 15 days to serve for engaging in prostitution, possessing criminal tools and operating a vehicle under the influence of alcohol or drugs. He was ordered to complete 20 hours community service and a course for prostitution prevention. His driver’s license was suspended for two years. Hill was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, arriving in East Palestine on Nov. 30 for the meeting.
A pretrial was set May 28 for Jason Matthew Drain, 39, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, arriving in East Palestine on March 9 for the meeting.
Randel Allen Hensinger, 60, Bellevue, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online education course. Hensinger responded to an undercover ad on a known prostitution website and arranged for sexual activity in exchange for $140 and arriving in East Palestine for the meeting on Aug. 4, 2023.
A pretrial was set March 28 for Devon Lynn, 43, Garfield Avenue, East Palestine, charged with domestic violence for allegedly punching a man in the face on March 10 in Unity Township. Devon was fined $150 for driving under suspension.
Areil Rauch, 26, last known address County Home Road, Lisbon, was fined $300 and sentenced to 180 days in jail, with 176 days suspended and credit for four days served for criminal mischief and disorderly conduct. A drug paraphernalia charge was dismissed. She was ordered to complete 40 hours community service. On Dec. 22, 2023 on Rose Drive, Lisbon, Rauch was throwing items off of the second floor balcony of an apartment, including a door that damaged the bottom step to the stairs. Deputies had been dispatched to the same location earlier and gave her a warning for disorderly conduct. She also caused damage to an apartment with the walls scorched in a room.
A status hearing was set June 10 for John Paul Peuterbaugh, 49, Miller Street, Kensington, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $80, arriving in Salem on Nov. 11, 2022 for the meeting.
A pretrial was set May 6 for Keith Goss, 35, Clark Avenue, Wellsville, charged with aggravated menacing for allegedly making threats against a woman on Dec. 18, 2023 in Wellsville.
A pretrial was set May 9 for Carl Nolder, 48, state Route 45, Lisbon, charged with violation of a protection order for allegedly recording a woman in violation of a protection order on Jan. 22 in East Liverpool.
A status conference was set June 10 and a jury trial was set June 26 for Angelina Pesa, 27, Youngstown, charged with domestic violence for allegedly pushing, punching and scratching a man during a domestic on May 25, 2023 in New Waterford.
A pretrial was set May 29 for Jacob McCool, 20, Chestnut Street Extension, Leetonia, charged with criminal mischief for allegedly shooting paintballs at a house on Longs Crossing Road, Leetonia as part of a paintball prank at random houses on March 19, 2023, causing damage to the siding.

A pretrial was set June 4 for Laurie Harmon, 48, East Martin Street, East Palestine, charged with endangering children for allegedly refusing to allow EMS to transport a child for mental health treatment on March 10 in East Palestine.
A pretrial was set June 6 for Alivia Kaczmark, 24, Austintown, charged with drug abuse for allegedly possessing tramadol during a traffic stop on Sept. 27, 2023 in Elkrun Township.
Michael Reynolds, 48, Brookfield Avenue, Lisbon, was fined $100 and given a suspended 30-day jail term for disorderly conduct, amended from violating a temporary protection order. He had been accused of driving through an area behind a woman’s house on his way to his camper on July 19, 2023, in violation of a protection order.
A pretrial was set March 28 for Haley Worden, 21, Palissey Street, East Liverpool, charged with domestic violence for allegedly shoving a woman and making a slashing motion toward her on March 13 in East Liverpool.
Nicholas Anderson, 30, state Route 7, Lisbon, was fined $150 and sentenced to one day in jail, with credit for one day served, for disorderly conduct. Charges of possessing marijuana and possession of marijuana drug paraphernalia were dismissed. Anderson was intoxicated, stumbling in the parking lot of the 7&30 Superette and had to be blocked from entering the road on Sept. 28, 2023 in Madison Township.
Stephanie Brown, 47, Steubenville Pike Road, Lisbon, was fined $150 and sentenced to one day in jail, with credit for one day served, for animals at large for a cow and a chicken going on a neighbor’s property in Lisbon on Feb. 13 and 14.
Nicole Ice, 42, North Elm Street, Columbiana, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and failure to control. Her driver’s license was suspended for one year.
Adam Roy Blake, 47, Bayard Street, Homeworth, was fined $325 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for speeding, no seat belt and reckless operation, amended from OVI. His driver’s license was suspended for 60 days and he was ordered to complete 40 hours community service.
Holly Lewis, 37, Hamilton Road, East Palestine, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI. A charge of driving while texting was dismissed. Her driver’s license was suspended for one year, with driving privileges granted and she was ordered to serve 20 hours community service.
Corbin Trickett, 31, Youngstown, was fined $550 and given a suspended 90-day jail term for physical control, amended from OVI, and a tail lights violation. His driver’s license was suspended for nine months.
Michelle Adkins, 28, East Sixth Street, East Liverpool, was fined $50 for a parental responsibility violation on March 9 in East Liverpool.
A pretrial was set April 30 for Robert McPheron Jr., 66, Second Street, Hanoverton, charged with driving under suspension.
Richard Guy, 64, Annesley Road, East Liverpool, was fined $250 and given a suspended 30-day jail term for hit/skip. His driver’s license was suspended for 180 days, with driving privileges granted. He was ordered to pay restitution of $500 to the victim. Guy struck another person’s vehicle in the Calcutta Walmart parking lot and left on Feb. 9.
Jenna Smith, 29, McKinley Street, Salineville, was fined $200 for driving under suspension and expired/improper registration.
A pretrial was set June 10 for Jacob Morgan, 26, Canton, charged with driving under suspension.
A pretrial was set June 13 or Madelyn Hairston, 37, North Street, Beloit, charged with traffic control devices.
